According to RT, all of these people are Tajik citizens. "Terrorists have no nationality, no country and no religion," Tajik President Emomali Rahmon told Russian President Vladimir Putin in a phone call after the attack, AFP reported on March 24, citing a statement from the Tajik president's office. According to the Kremlin, during the phone call, the two leaders agreed to step up joint efforts to combat terrorism.

Earlier on March 23, Tajikistan's Foreign Ministry said that reports of its citizens being involved in the attack were "fake". Tajikistan's Interior Ministry also said that two of the suspects initially reported by Russian media were actually in Tajikistan at the time of the attack.

The Islamic State (IS) group has claimed responsibility for the attack and posted several videos online, but Russian officials have not publicly confirmed the IS claim. According to Russian investigators, 137 people were killed in the attack. Moscow region health authorities said 182 people were injured.

Russia has arrested a total of 11 people involved, including four suspected attackers: Dalerdzhon Mirzoyev, Saidakrami Rachabalizodu, Shamsidin Fariduni and Muhammadsobir Fayzov.

IS is believed to be active in Tajikistan, a Central Asian country bordering Afghanistan. The Guardian, citing information from Western and other intelligence agencies, said IS had carried out a massive recruitment drive last year, targeting fighters from Central Asian countries such as Tajikistan, especially experienced members of terrorist groups.

Iranian officials say the main suspect in a bombing in the city of Kerman in January that killed nearly 100 people is a Tajik.
