Identifying and fighting to defeat the enemy's plots and tricks, protecting the Party's correct line, and building a solid national defense are important and regular tasks and the responsibility of our entire Party, people, and army.
Scientific theory and vivid practice on national defense
Vietnam's national defense is not a random product of thought, but the crystallization of historical and traditional values, illuminated by Marxism-Leninism and Ho Chi Minh's thought. Right from the dawn of the nation, when the Hung Kings established the Van Lang State, the sense of community in fighting against natural disasters and foreign invaders was formed. The strength of "the whole country joining hands, the king and his subjects being of one mind" created great victories against the powerful invading forces of that time.
President Ho Chi Minh summarized deeply in the Call for National Resistance: “Any man, any woman, any old person, any young person, regardless of religion, party, ethnicity. Anyone who is Vietnamese must stand up to fight the French colonialists to save the Fatherland”[1]. That is the inheritance and elevation of national traditions in the new era, affirming that the strength to protect the Fatherland lies in the people themselves.

On that theoretical and practical foundation, the Communist Party of Vietnam has creatively developed guidelines, formed a national defense policy for all people, and created a combined strength in carrying out the two strategic tasks of building and defending the Fatherland. The 13th National Congress of the Party continued to affirm: Strengthening national defense and security is an important and regular task of the Party, the State, the political system and the entire people, in which the People's Army and the People's Public Security are the core to "Build a "people's heart posture", a national defense posture and a solid people's security posture as the foundation for the cause of defending the Fatherland" [2].
This viewpoint clearly defines our national defense as “of the people, by the people, for the people”, a national defense of peace and self-defense but also resolutely and proactively responding to all acts of aggression by the enemy. National defense strength does not only lie in the people's armed forces but is the combined strength of many factors: politics, economics, culture, society, science - technology, foreign affairs... under the absolute and direct leadership of the Party in all aspects. This is a national defense that is all-people, comprehensive, independent, autonomous, self-reliant, self-reliant and increasingly modern, closely combining national defense with security, creating a solid position to protect the Fatherland early and from afar.
In the context of globalization and deep international integration, but at the same time also containing many uncertainties and unpredictability, the importance of national defense is increasingly affirmed. A strong national defense, based on the strength of the entire nation, is not only the basis for protecting independence, sovereignty, unity, and territorial integrity, but also a key factor in maintaining a peaceful and stable environment, creating favorable conditions for the cause of industrialization and modernization of the country, enhancing the position and prestige of Vietnam in the international arena.
Exposing the plots and sabotage tricks of hostile forces
However, as an inherent attribute, the consistent and never-changing goal of hostile forces in their “peaceful evolution” strategy against Vietnam is to eliminate the leadership role of the Communist Party of Vietnam and overthrow the socialist regime that we have worked so hard to build. To carry out this sinister plot, they have identified the defense sector as one of the main directions of attack, a crucial “link” that needs to be broken.
To carry out this plot, in recent years they have focused on two main points: First, denying and distorting the Party and State's defense guidelines and policies, weakening the national defense from the root. Second, promoting the "depoliticization" of the Army, separating the Army from the Party's leadership, causing the armed forces to lose direction, "self-evolve", and "self-transform". This is an extremely sinister and dangerous plot, directly threatening the survival of the regime and the destiny of the nation.

To realize the above plot, hostile forces have been using extremely sophisticated tricks, hiding under many different guises. They have tried to distort that Vietnam's defense policy is "warlike" and "arms race", causing tension in the region. Taking advantage of the trend of peace and cooperation, they have claimed that Vietnam does not need to invest in defense, but should allocate the budget for people's livelihood issues, thereby inciting comparison and dissatisfaction among the people. In particular, they have focused on attacking the principle of "the Party's absolute and direct leadership in all aspects of the Vietnam People's Army". They have put forward the deceitful argument that "the Army is only loyal to the Fatherland and the people, does not belong to any party", in order to separate the concepts of the Fatherland and the Party, the people and the regime, and "depoliticize" the Army.
In addition, hostile forces also thoroughly exploit complex and sensitive issues in society to deepen and divide the close-knit elements that make up the national defense. They exaggerate and distort a few isolated negative and corrupt incidents and then attribute them to the nature of the entire system, aiming to erode the qualities of Uncle Ho's soldiers and cause people to lose confidence in the Army. They seek every way to divide the great solidarity bloc, especially the flesh-and-blood relationship between the Army and the people, between the Army and the police, creating artificial contradictions and oppositions between the task of defending the Fatherland and the task of building and developing the economy, culture and society. These tricks are causing negative impacts, requiring high vigilance and uncompromising struggle because their consequences are very unpredictable.
In the digital age, cyberspace has become a major front - a smokeless but extremely fierce "war zone". With the motto "slow and steady wins the race", they take advantage of AI to mass-produce videos, articles, and images that mock and distort the truth at a dizzying speed on social networking platforms. They use fake accounts, self-proclaimed "experts" and "analysts" to create an objective cover, release half-true and half-false information, causing doubt and confusion in public opinion, negatively affecting the awareness of cadres, party members, soldiers and people of all walks of life, especially the younger generation, who have little access to official information and lack experience in filtering.
If not identified and prevented in time, these toxic information streams will erode the ideological foundation, reduce people's trust in the Party, the State and the regime, disrupt the "people's hearts and minds" position, sabotage the national defense and national defense strength, thereby directly threatening national security and political stability of the country.
Synchronizing solutions to build national defense
To defeat all plots and sabotage tricks of hostile forces, the fundamental and most decisive solution is to firmly and constantly strengthen the Party's absolute and direct leadership in all aspects over the People's Army, the national defense cause and the all-people national defense. This is an "immutable" principle, a factor that ensures that our Army is always a fighting army, a working army, a productive labor army, absolutely loyal to the Party, the Fatherland and the people. Focus on building Party organizations in the Army that are clean and strong in terms of politics, ideology, ethics, organization and cadres. The functions and all activities of the Army, from training, combat readiness to defense diplomacy, participation in socio-economic development, must be placed under the close and unified leadership of the Party Committee, ensuring that the Army always maintains its working class nature.
Along with strengthening the Party's leadership role, raising awareness and strengthening people's confidence in the cause of national defense and the national defense is an urgent task. It is necessary to promote national defense and security education with rich content and forms, suitable for each target, especially the young generation, students. The revolutionary press and media system must play a leading and pioneering role on the ideological and cultural front in proactively providing accurate and timely information, exposing the reactionary and unscientific nature of false arguments. Promote the power of modern media, build attractive media products with strong influence on cyberspace to "green" positive information, orient public opinion, and create strong resistance for society against toxic information.
Building a revolutionary, disciplined, elite, and modern People's Army as the core in building a national defense for all people is the central task, the key factor to enhance combat strength, deterrence, prevent the risk of war and win when war occurs. Strengthen political education, foster Marxism-Leninism, Ho Chi Minh Thought, make all cadres and soldiers imbued with the goals and ideals of fighting for national independence and socialism. Investment in modernizing weapons and technical equipment must go hand in hand with "modernizing people", maintaining and promoting the noble qualities of Uncle Ho's soldiers in the new era.
The struggle to protect the Party's ideological foundation in the field of national defense is not only the task of the Party and the armed forces, but also requires the participation of the entire political system and the entire people. It is necessary to promote the combined strength, closely combining "building" and "fighting". "Building" is to focus on building a comprehensive and strong national defense, building an increasingly solid "people's heart position". "Fighting" is to be proactive and sharp in the fight against erroneous and hostile viewpoints. At the same time, it is necessary to proactively and actively integrate into the international community, persistently implement an open, multilateral, and diversified defense foreign policy, with the goal of "making more friends, fewer enemies", protecting the Fatherland early and from afar by peaceful means.
Plots and tricks to deny the Party's policies and guidelines in building a national defense. The actions of hostile forces are particularly dangerous, directly threatening the political stability and survival of the socialist regime in Vietnam. With the mettle, intelligence and tradition of solidarity, with the strength of the national defense, people's security, the participation of the entire political system and the consensus of the people, we have enough basis, strength and confidence to defeat all plots and tricks of the enemy, contributing to building and consolidating a strong national defense, firmly protecting the socialist Fatherland of Vietnam in the new period.
