
On July 26, the Minister of National Defense issued Circular No. 81/2025/TT-BQP regulating the management, provision, and use of applications, services, and information on the Internet in the Ministry of National Defense .
This Circular regulates the management, provision, use of applications, services and information on the Internet; responsibilities of agencies, units, organizations and individuals in the Ministry of National Defense.
Notably, Article 6 regulates the provision and sharing of information on social networks.
Accordingly, agencies, units, organizations and individuals under the management of the Ministry of National Defense, when participating in providing and sharing information on social networks, are responsible for understanding and complying with the terms and conditions of use of the social network service provider before registering to participate. Social network users for personal purposes must not use information related to agencies and units when registering to set up social network accounts.
Only share information from official and reliable sources; do not post or share information classified as state secrets, information that violates the law, insults the honor and reputation, or affects the rights and legitimate interests of agencies, units, organizations, and individuals inside and outside the Army.
When discovering that a social network account has been lost or hijacked, or discovering information that violates the law, information on the list of state secrets, or fabricated information that negatively affects the reputation of the Party, State, or Army, immediately notify the specialized force on information technology and the Army security force to coordinate handling according to regulations.
Prevent and remove information that violates the law or is untrue and negatively affects the reputation, rights, and legitimate interests of other organizations and individuals posted on their social media accounts within 1 hour of receiving a request by phone, in writing, or via other means of communication from Command 86, the Military Security Protection Department, or competent agencies or individuals.
The commander of the agency or unit is responsible for setting up social network accounts and providing content on social networks for activities related to the tasks of his or her agency or unit; the management and licensing are the same as for electronic information pages.
Agencies, organizations, and individuals are not allowed to name their accounts the same or identical to the names of press agencies, state agencies, or other agencies within the Ministry of National Defense, or to have words that can be confused with press agencies, state agencies, or other agencies within the Ministry of National Defense.
