Groundbreaking Ceremony of the Largest International Airport in the North

On the morning of August 19, in Gia Binh commune (Bac Ninh), the Ministry of Public Security held a groundbreaking ceremony for the Gia Binh International Airport construction project. Attending and chairing the groundbreaking ceremony was Senior General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security.

Gia Binh International Airport is planned on an area of nearly 1,960 hectares, located in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao.

Overview of the groundbreaking ceremony.

The project has a designed capacity of up to 50 million passengers/year. This will be a new aviation gateway, sharing pressure with Noi Bai airport (Hanoi) and expanding international connections for the entire key economic region of the North.

Previously, the Ministry of Construction approved the adjustment of the Gia Binh International Airport Planning for the period 2021 - 2030, with a vision to 2050. Accordingly, Gia Binh airport has the location and function of an international airport, shared for civil, security and defense purposes.

According to the plan, this is a dual-use airport, harmoniously and effectively combining civil and military purposes, a strategic project, contributing to enhancing the mobility and combat readiness of the armed forces, firmly protecting the independence, sovereignty and territorial integrity of the Fatherland.

The airport is a national key project, playing a particularly important role in the overall planning system of airports and national airports, and is also positioned as a strategic dual-use airport for the Capital Region.

The planning target for the 2021-2030 period is a 4E airport (according to the standard code of the International Civil Aviation Organization - ICAO) with a capacity of about 30 million passengers/year and 1.6 million tons of cargo/year; operating aircraft types B777, B787, A350, A321 and other special and specialized aircraft.

In the period 2021-2030, the airport is planned to have an aircraft parking lot in the passenger terminal and cargo terminal area to accommodate about 81 parking positions. Vision to 2050, the aircraft parking lot around the passenger terminal and cargo terminal area will be expanded to accommodate about 123 parking positions; reserve for expansion when needed.

In addition, the terminal serving private aircraft - VIP terminal is planned in the southwest area of the passenger terminal, south of the private aircraft parking area; the land area is about more than 5 hectares.

Delegates gave the order to start construction of Gia Binh International Airport.

The passenger terminal for the 2021-2030 period is planned to the northeast of the VIP terminal with a capacity of about 30 million passengers/year, with a vision to 2050 to be expanded to meet a capacity of about 50 million passengers/year.

The cargo terminal is planned in the area east of the passenger terminal, meeting the capacity of about 1.6 million tons of cargo/year in the period of 2021-2030; with a vision to 2050, it will be expanded to meet the capacity of about 2.5 million tons/year.

Speaking at the groundbreaking ceremony, Senior General Luong Tam Quang, Minister of Public Security, emphasized that Gia Binh International Airport is a national key project with a particularly important role in the overall planning system of airports and national airports, positioned as a strategic dual-use airport for the capital region.

The airport will contribute to expanding the development space, making Bac Ninh and the localities in the Northern region a new growth pole. In addition to civil aviation activities, Gia Binh international airport is planned to arrange the People's Public Security Air Force Regiment with modern and synchronous equipment to ensure constant combat readiness.

With sincere thanks for the attention and leadership of the Party and State leaders, the coordination, help and support of ministries, branches, localities and people, Minister of Public Security Luong Tam Quang expressed his determination to the Party, State and People, to closely coordinate with ministries, branches, the People's Committee of Bac Ninh province and investors to ensure the project is completed on schedule, safely and with quality; by the end of 2026, Gia Binh International Airport will be put into initial operation, serving the APEC Summit 2027. At the same time, the authorities will pay attention to taking care of the best implementation of policies according to regulations for affected households during the project implementation.

Leaders of the Ministry of Public Security and Bac Ninh province presented gifts to 30 exemplary households in implementing the project.

General Luong Tam Quang requested the People's Committee of Bac Ninh province to pay attention to coordinating the implementation of surrounding traffic infrastructure projects; synchronously complete the route connecting the Airport with the capital Hanoi by the end of 2026 in accordance with the direction of the Prime Minister, contributing to exploiting and promoting the effectiveness so that the Airport is truly a key project, a model reaching international standards, contributing to realizing the aspiration for strong development of the Vietnamese people.

On this occasion, the Ministry of Public Security presented gifts to investors, 4 communes with land for the airport project and 30 typical exemplary households in project implementation.
