Learning to be a digital citizen is a long journey, requiring patience, adaptation, and companionship between the government and the people. In that journey, it is necessary to help people see the convenience that digital transformation brings to life so that everyone can proactively participate.

The strong development of digital technology has gradually changed all aspects of social life. From studying, working, public administration, commerce or social communication... are all closely linked to the network environment. In that context, the concept of digital citizenship is of more interest. Currently, a high proportion of people use smartphones and the internet. This is an important foundation to help implement digital transformation for the entire population. However, a part of the people, especially the elderly, manual laborers, and people living in remote areas, although having network-connected devices, do not have the skills to take advantage of the utilities brought by digital technology , and are limited in using online public services or electronic payments.

As a new user who has experienced the benefits of technology, Ms. Nguyen Thi Be Tu (62 years old), residing in Binh My commune, said: “I have had a smartphone for two years now. Before, I used the phone to call and see my children and grandchildren. The phone has the VNeID app installed, but I didn’t know how to use it. Thanks to the guidance of some young people, in the past few months I have learned how to use VNeID when going to the doctor and see my health insurance information. Now, wherever I go, I don’t need to bring my documents.” Ms. Le Thi Hong (60 years old), residing in Long Xuyen ward, shared: “When using a phone connected to the internet, my daughter showed me how to book bus tickets, order food, and register for medical examinations, I find it very convenient.”

Electronic payment method is chosen by many people.

Not only the elderly but also young people, when approaching and realizing the practical conveniences that technology brings to their lives such as faster application submission, more convenient shopping, easier medical examination and treatment, etc., each person will want to learn and want to change to access digital technology. Mr. Ngo Thanh Toan, residing in Long Xuyen ward, said: “Working in the field of information technology, during my work, I have been exposed to many digital transformation activities and learned about new technologies. The digital age is bringing young people opportunities for development, clearly demonstrated through the fact that young people exploit the power of technology to serve their studies, work, business, etc. Learning and working become more flexible, personalized and effective, helping to save time and increase productivity in studying and working.”

To support people in accessing digital technology, previously, each member of the community digital technology team went to each household to guide them in installing applications, creating electronic identification accounts, registering for vaccination, paying electricity and water bills online, contributing to narrowing the efficiency gap and bringing technology closer to the people. In order to continue to create favorable conditions to support people in accessing and effectively using online public services and digital platforms, the Provincial Youth Union has just deployed volunteer teams to support local authorities in implementing the 2-level administrative model and digital transformation in 102 commune-level administrative units, focusing on communes, wards, densely populated special economic zones, remote areas, ethnic minority areas, border areas, seas, islands, areas lacking technological infrastructure, etc. People, especially the elderly and those with little exposure to technology, always feel apprehensive when accessing online public services and technological utilities. With the support of union members, youth help everyone become more confident and proficient in the next uses.

Learning to be a digital citizen is not only learning how to use technology but also learning how to live safely and responsibly in cyberspace and having the skills to identify fraudulent behavior on digital platforms. In recent years, a series of online scams, impersonating state agencies to appropriate property and violate personal data have made many people worried. According to the 2024 research and survey report on cyber security conducted by the Technology Department of the National Cyber Security Association, 1 in 220 smartphone users is a victim of fraud. Therefore, it is necessary to strengthen monitoring and supervision activities to detect early risks of insecurity and insecurity in cyberspace. Accordingly, it is necessary to step up propaganda work so that people can raise their awareness, not disclose personal information in cyberspace and pay attention to protecting privacy on accounts.
