By creatively implementing the Resolution of the 19th Provincial Party Congress, the pillar of “identity” in the development strategy of “Green, harmony, identity and happiness” has been realized, turning unique cultural values into valuable assets, contributing to improving the material and spiritual life of the people, especially ethnic minorities.

From Resolution to Action
The Resolution of the 19th Yen Bai Provincial Party Congress, term 2020 - 2025, has established a breakthrough strategic vision, in which "identity" is affirmed as one of the four core development pillars. This is not a formal slogan but a deep awareness of the role of culture as an important endogenous resource. The Resolution clearly identifies the core task of preserving and promoting the diverse cultural values of 30 ethnic groups to develop tourism , while building Yen Bai people to be "friendly, benevolent, united, creative, and integrated".
To bring this policy into life, the province has systematically implemented the Project "Preserving the values of tangible and intangible cultural heritage associated with tourism development". The tireless efforts have brought "sweet fruit" in the international arena when "Thai Xoe Art" was honored by UNESCO as a representative intangible cultural heritage of humanity. Along with that, 8 other heritages have also been included in the National Intangible Cultural Heritage List, creating a massive and recognized cultural treasure.
Not only stopping at recognition, Yen Bai has been making efforts to "revive" heritages in community life. Many unique cultural festivals such as the Gau Tao Festival of the Mong people, the Xip Xi Festival of the Thai people or the Cap Sac Ceremony of the Dao people have been restored and held annually, becoming unique tourism products, attracting a large number of domestic and foreign tourists. Traditional craft villages such as brocade weaving and making Mong flutes are also being preserved and developed in the direction of creating high-quality products to serve the tourism market.
Turn heritage into assets
The success of Yen Bai lies in finding a solution to the difficult problem: how to preserve culture without "museumization", how can people live on the heritage of their ancestors? The answer lies in the model of developing community tourism, eco-tourism associated with indigenous culture. In localities with great potential such as Mu Cang Chai, Nghia Lo, Tram Tau, the homestay model has developed strongly.
Farmers with muddy hands and feet have become "cultural ambassadors", directly participating in tourism, introducing the lifestyle, customs, and cuisine of their people and having a stable source of income. The story of the Mong Style Embroidery and Brocade Weaving Cooperative in Mu Cang Chai is a vivid proof. By combining traditional hand embroidery techniques with modern designs, the products of the Cooperative are not only welcomed by the market but also create jobs and stable income of 3 - 5 million VND/month for members.
With a revenue of nearly VND1 billion, Mong Style shows that the development model where economy and culture resonate and support each other is completely feasible and effective. The effectiveness of this approach is clearly demonstrated through impressive numbers. In 2024 alone, Yen Bai welcomed more than 2.2 million visitors, bringing in revenue of more than VND1,900 billion. These numbers not only reflect economic growth, but also affirm the attractiveness of the development path based on cultural identity that the province has chosen.
Looking to the future
Although it has achieved important results, Yen Bai is well aware that this is just the beginning. In order for the "identity" pillar to truly become a key economic sector, the province has determined the strategic orientation for the coming period to promote the development of the cultural industry in a systematic and professional manner. The goal is not only to preserve but also to turn heritage and cultural identity into unique tourism products with brands and high competitiveness in the market. This requires synchronous investment in improving service quality, training human resources, promoting and building cultural product value chains, from handicrafts, performing arts to cuisine and experiential tourism.
The development path of "Green, Harmony, Identity and Happiness" has proven to be a correct strategic vision, helping Yen Bai to unleash its potential, create a difference and reap impressive achievements. By placing culture at the center of development, Yen Bai not only enriches the nation's heritage treasure but is also creating a sustainable future, where people's happiness is nurtured from the original cultural values.
