Adjusting the Dong Nai Provincial Planning for the 2021-2030 period, with a vision to 2050, to ensure consistency and synchronization with the country's socio-economic development strategy and regional and inter-regional development space orientation, is one of the tasks and solutions that the province is implementing to create a development breakthrough.

Lots of room for new development

From July 1, 2025, the new Dong Nai province will be established on the basis of merging the two provinces of Dong Nai (old) and Binh Phuoc (old). According to the Provincial People's Committee, after the merger, the population, area and economic scale of Dong Nai province will be expanded. Along with that, the province will have more advantages and potentials that will create new space and space for development.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: As a leading industrial development locality, Dong Nai now has a large land fund, which is the driving force to become the industrial "capital" of the whole country. At the same time, with its location adjacent to the megacity of Ho Chi Minh City almost along the length of the province; a system of airports and seaports that are well planned, along with a highway system with the longest length in the country; key traffic projects expected to be completed from 2026 are great advantages for Dong Nai to become a modern logistics center of the region and the whole country.

Deputy Director of the Department of Industry and Trade Pham Van Cuong said: After the merger, Dong Nai province has new space for socio-economic development. For example, the province has more border gates to be able to orient the development of border gate economy.

With the new factors appearing, Mr. Cuong said: It is impossible to perform the mechanical addition of the two old provincial plannings, but it is necessary to have planning adjustments to suit the new development stage. "If we want to develop industry in the northern region of the province, it requires a thorough and complete investment in the connecting traffic system" - Mr. Cuong stated his opinion.

According to the Provincial People's Committee, in the direction of adjusting the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, the province will focus on planning development in new dynamic areas such as: the Eastern urban-industrial area associated with Long Thanh International Airport, Phuoc An Port and the urban areas of Tran Bien, Long Thanh, Nhon Trach; the Northern industrial-urban area associated with Hoa Lu Border Gate Economic Zone, the urban areas of Binh Phuoc, Chon Thanh, Binh Long; the Northeast agricultural-ecological-tourism area associated with Bu Gia Map, Phuoc Long, Nam Cat Tien areas, in order to maximize the potential and advantages of industry, logistics, trade, services, tourism, agriculture - forestry and mineral resources.

Proactively implement planning adjustments

Deputy Director of the Department of Finance Nguyen Duc Thanh said: The Law on Planning (amended) and adjustment of the National Master Plan for the period 2021-2030, with a vision to 2050, is being consulted by the Ministry of Finance and is expected to be approved by the 15th National Assembly at the 10th Session.

The Ministry of Finance has sent a document to the Ministry of Justice to appraise the draft Resolution of the Government on solutions to continue implementing planning work associated with the arrangement of administrative units while the Law on Planning (amended) has not been promulgated. In particular, the procedure for adjusting provincial planning is expected to not require the preparation, appraisal, and approval of planning task adjustments. Instead, the provincial People's Committee decides on the necessary content items for planning adjustment. On that basis, develop, organize appraisal, and approve the budget for planning adjustment.

Therefore, to prepare for the adjustment of Dong Nai province's planning, the Department of Finance proposed that the Provincial People's Committee issue a directive document, assigning the Department of Finance to preside over the construction of items and contents that need to be established or adjusted in the planning.

According to the Provincial People's Committee, the provincial scientific workshop on "Adjusting the Planning of Dong Nai province for the period 2021-2030, with a vision to 2050" is expected to be held in September 2025.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, in order to prepare well for the adjustment of Dong Nai province's planning in the coming time to suit the practical situation in the new context, the Provincial People's Committee has assigned the Department of Finance to be the agency in charge of reviewing and adjusting the provincial planning. At the same time, it will take the lead in advising the Provincial People's Committee to report to the Provincial Party Committee to submit to the Provincial Party Committee Standing Committee for consideration and comments on the following contents: the policy of reviewing and adjusting Dong Nai province's planning; the policy of organizing a provincial-level scientific workshop to contribute ideas on "Adjusting Dong Nai province's planning"; and establishing a Steering Committee for developing and adjusting Dong Nai province's planning.
