Previously, on the morning of November 15, a group of 9 people (including the boatman, all residing in Huong So ward) traveled on a boat from Huong So apartment complex to Phu Hau wholesale market ( Hue city). On the way back, at around 9am, the flood water rose rapidly, reaching the deep flooded section at Hau Dam - Dao River with strong currents, the boat unfortunately capsized.
Mr. Thuy pointed to the location of the 3 people swept away by the flood.
Teacher Le Ngoc Thuy recalled: “At that time, it was raining heavily and flood water was rising in the whole Thua Thien Hue province in general and Hue city in particular. At that time, I was clearing the flood at my house in Alley 249 Dang Tat, Huong Vinh ward, and heard people shouting for help, “Help, help! Someone is drowning, folks”. At that moment, I ran out and saw some people struggling in the fast-flowing flood water. I swam out to successfully rescue 3 people to shore. After that, I continued to swim out to rescue more people, but due to the fast-flowing water and heavy rain, I could not find them. The boat capsized, killing 2 mothers and children, Ms. Huynh Thi Bi (Ly), 42, and Nguyen Thi Hang, 18.”

The Departmentof Education and Training of Thua Thien Hue province awarded a Certificate of Merit to Mr. Thuy for his brave act of saving people.
On November 20, the Department of Education and Training of Thua Thien Hue province commended and awarded a Certificate of Merit to Mr. Le Ngoc Thuy for his brave actions; the People's Committee of Huong Vinh ward and Huong Vinh High School also awarded a Certificate of Merit and a bonus to Mr. Le Ngoc Thuy.
In the recent flood in Thua Thien Hue province, 3 people died, 2 people were injured, nearly 17,500 houses were flooded; more than 85% of Hue city in the downstream of Huong river was flooded; hundreds of hectares of crops were deeply flooded; many constructions, houses, schools were severely damaged; hundreds of cars, thousands of motorbikes of all kinds were flooded and severely damaged.
