Exploiting potentials and strengths, attracting investment, building Vinh Thanh commune to develop comprehensively and sustainably

Vinh Thanh commune was established under Resolution 1676/NQ-UBTVQH15 of the National Assembly Standing Committee on the basis of arranging the entire natural area and population size of Sao Dai Viet, Tan Phu and Lung Hoa communes. On June 17, 2025, the Provincial Party Executive Committee issued Decision No. 2116-QD/TU on the establishment of Vinh Thanh commune Party Committee on the basis of merging Sao Dai Viet commune Party Committee, Tan Phu commune Party Committee and Lung Hoa commune Party Committee. The Party Committee has nearly 1,500 party members operating in 51 affiliated party cells and 3 grassroots party cells.

In the 2020 - 2025 term, despite facing many difficulties and challenges, with the attention of the superior Party Committee, the support of departments, branches, the Party Committee, the government and the people of Vinh Thanh commune, important results were achieved, many targets were met and exceeded the goals set by the Congress. The total production value by 2025 reached more than 3,600 billion VND, an increase of 1,253 billion VND compared to 2020. The average annual growth rate of production value reached 10.2%/year. The economic structure continued to shift in the right direction, increasing the proportion of industry - construction, trade - services, reducing the proportion of agriculture - fisheries. The poverty rate decreased from 1.15% (in 2020) to 0.34% (in 2025); average income per capita reached nearly 73 million VND/person/year. State budget revenue for 5 years (2020 - 2025) reached 153 billion VND... Education and training, health care, and cultural life of the people were strengthened. National defense, security, and social order and safety were ensured and maintained.

Party building work has been given comprehensive leadership in all aspects of politics , ideology and organization; every year, the targets assigned by superiors have been completed and exceeded. The leadership method has been comprehensively innovated, closely following the grassroots, improving the quality of building and issuing resolutions. Ideological work, political theory education, studying and following Ho Chi Minh's thought, morality and lifestyle, and protecting the Party's ideological foundation have had positive changes. Inspection and supervision work has been strengthened, ensuring "no forbidden areas, no exceptions". Mass mobilization work of Party committees and the political system has been strengthened, with many innovations, closely following the political tasks of the locality. The Fatherland Front and socio- political organizations have played a core role in gathering the masses, building the great national unity bloc, promoting democracy; increasingly effectively implementing supervision and social criticism activities, participating in Party and government building. Actively promote the application of information technology and digital transformation in the activities of Party, government and mass organizations.

Exploiting potentials, strengths, attracting investment, building a comprehensive and sustainable commune, in the 2025 - 2030 term, Vinh Thanh Commune Party Committee sets the target: State budget revenue in the area increases by an average of 10% or more annually, reaching more than 157 billion VND by 2030. Total social investment capital increases by an average of more than 10% annually. Total social investment capital implemented in the area by 2030 reaches 3,200 billion VND or more, the commune has no more poor households according to multidimensional poverty standards; completing the construction of advanced new rural areas. The rate of families meeting cultural standards reaches more than 93%; residential areas meeting cultural standards reaches more than 90%. The rate of affiliated Party organizations and Party members assessed and classified as completing their annual tasks well reaches more than 90%...

To realize that goal, Vinh Thanh commune focuses on implementing key tasks: Continuing to promote the building and rectification of the Party and the political system to be clean and strong in all aspects; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; improving the leadership capacity and fighting strength of the Party Committee; building a contingent of cadres with qualities and abilities to meet the requirements of tasks in the new situation. Continuing to arrange the organizational apparatus; consolidating and perfecting the administrative apparatus in the direction of being streamlined, compact, strong, operating effectively, efficiently and effectively; improving the quality and efficiency of the administration of the commune government - the serving government. Focusing on reviewing and implementing mechanisms and policies well, removing difficulties. Resolutely removing "bottlenecks" in site clearance; mobilizing resources to invest in synchronous and modern socio-economic infrastructure. Review, update and coordinate proposals for adjustments and development of the general planning of Vinh Thanh commune to 2030, with a vision to 2050, in line with the province's general planning system and in sync with neighboring communes. Develop the economy on the basis of applying science and technology, innovation, digital transformation and promoting the role of the private economy. Promote the development of small-scale industry, services and logistics...; develop the agricultural economy towards high-quality goods, increase the application of technology, and create sustainable agricultural value chains.

Encourage and attract high-quality human resources to create new momentum to promote economic growth, improve productivity, quality, efficiency and competitiveness; effectively implement mechanisms and policies to promote and reward talents. Develop and improve the quality of cultural and social activities; arouse the will and aspiration to develop, promote the historical, cultural and people values of the revolutionary homeland associated with traditional festivals imbued with local cultural nuances. Ensure national defense, security, social security, improve the material and spiritual life of the people.

In particular, focusing on breakthroughs in administrative reform, focusing on reforming administrative procedures, completely shifting to service administration, improving the investment and business environment, mechanisms and policies to remove bottlenecks, barriers, clear and effectively use all resources, especially in the fields of trade development, services, traditional craft villages, logistics and high-tech agriculture. Promoting the development, application of science, technology and innovation in the spirit of Resolution No. 57 of the Politburo.

Improve the quality of human resources and personnel work, associated with encouraging, attracting, training and developing high-quality human resources; build a team of cadres, civil servants and public employees with the capacity to perform public duties in the spirit of "Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, dare to act for the common good". Develop socio-economic infrastructure with a focus on developing infrastructure of industrial clusters, traditional craft villages, transport infrastructure, spreading urban development in the East of the provincial capital; focus on investing in essential infrastructure projects, water supply and drainage, healthcare, education and other public works... which play an important role in promoting economic development and improving social life.
