At the meeting, the People's Council of Ho Chi Minh City completed the establishment of the organization and personnel of the new city after the administrative unit arrangement. Specifically: Announcing Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units; announcing Resolution No. 1735/NQ-UBTVQH15 of the National Assembly Standing Committee on the appointment of the Chairman, Vice Chairman, and Heads of Committees of the People's Council of Ho Chi Minh City for the 2021-2026 term; announcing the number of delegates of the People's Council of Ho Chi Minh City after the arrangement.
The People's Council of Ho Chi Minh City also passed a Resolution on the establishment of Committees of the People's Council of Ho Chi Minh City, term X, 2021-2026; Resolution on the establishment of the Office of the National Assembly Delegation - People's Council of Ho Chi Minh City; on the organization of regular meetings in 2025 of the People's Council of Ho Chi Minh City, term X, 2021-2026.
The meeting passed 15 resolutions to establish specialized agencies under the Ho Chi Minh City People's Committee, including: Department of Food Safety, Department of Industry and Trade, Department of Ethnic Minorities and Religions, Department of Tourism, Department of Education and Training, Department of Science and Technology, Department of Home Affairs, Department of Agriculture and Environment, Department of Finance, Department of Justice, Department of Culture and Sports, Department of Construction, Department of Health , City Inspectorate, and Office of the Ho Chi Minh City People's Committee.
Along with that, announce 5 resolutions of the Standing Committee of the Ho Chi Minh City People's Council on approving the number of members of the Board and Deputy Heads of the Board, members of the Boards of the Ho Chi Minh City People's Council for the 2021-2026 term (including the Legal Board, the Culture - Society Board, the Urban Board, the Economic - Budget Board); on appointing members of the Ho Chi Minh City People's Committee for the 2021-2026 term.
At the meeting, the delegates of the People's Council of Ho Chi Minh City respectfully acknowledged and expressed gratitude for the important, dedicated and responsible contributions over the past time of the comrades who are the People's Council delegates and civil servants of the Office of the National Assembly Delegation - People's Council of Binh Duong province, Ba Ria - Vung Tau province, Ho Chi Minh City who have now transferred to new jobs and retired according to the regime.
In his closing speech, Comrade Vo Van Minh, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Council, requested to urgently stabilize the organizational structure, ensuring smooth and effective operation of the city government in the new period. In particular, special attention should be paid to the reasonable arrangement and assignment of cadres, civil servants and public employees; and to soon stabilize workplaces and residences for civil servants and workers.
At the same time, fully and promptly implement resolutions on perfecting the organization of the People's Council, People's Committee, People's Council Committees, Office of the National Assembly Delegation - People's Council of Ho Chi Minh City, and specialized agencies under the People's Committee of Ho Chi Minh City. Along with that, strengthen coordination between the agencies of the People's Council, People's Committee, National Assembly Delegation, Vietnam Fatherland Front Committee of Ho Chi Minh City and socio-political organizations. He proposed to closely coordinate with the People's Committee of Ho Chi Minh City in promulgating operating regulations, clearly assigning responsibilities, ensuring the effectiveness and efficiency of public administration.
In addition, review, propose to complete and supplement specific mechanisms and policies suitable for the requirements of rapid and sustainable development and the role of economic locomotive of the whole country that the Central Government has entrusted. Review and adjust the resolutions issued in localities before the merger, ensuring that they are suitable for the new administrative organization, no policy overlap, no legal gaps, with the desire that in the new city government apparatus, agencies and units are consolidated.
