Rest stop project on highway through Ha Tinh is sluggish

TPO - On the 107km long highway through Ha Tinh, the authorities have designed and arranged 2 rest stops for drivers. However, while the rest stop on the Ham Nghi - Vung Ang highway is being speeded up in construction, the remaining rest stop is just an empty lot, with no sign of implementation.

The North-South Eastern Expressway project passing through Ha Tinh has a total length of more than 107 km with 4 component projects in 2 phases 2017-2020 (Dien Chau - Bai Vot Expressway) and 2021-2025 (Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung). Currently, the expressway sections have been put into operation, only the Vung Ang - Bung section is being completed.

According to highway design standards, on average every 50-60 km, there should be a rest stop providing basic services such as gasoline, oil, minor repairs and stopping, with motels, toilets, and restaurants. With more than 107 km of highway passing through the area, Ha Tinh has 2 rest stops located at Km478+200 Dien Chau - Bai Vot highway in Yen Ho commune (Duc Tho district) and Km534+310 Ham Nghi - Vung Ang highway in Cam Hung commune (Cam Xuyen district). The Dien Chau - Bai Vot highway rest stop in Yen Ho commune, Duc Tho district is planned on an area of ​​6 hectares (3 hectares on each side). The joint venture of Vietnam National Petroleum Group ( Petrolimex ) - Thua Thien Hue Petroleum Company is the investor of the Dien Chau - Bai Vot highway rest stop in Yen Ho commune, Duc Tho district with a construction cost of more than 210 billion VND.

However, according to records, the area where the rest stop is to be built is two vacant lots, overgrown with grass, and there is no machinery showing any construction. The leader of the Duc Tho District People's Committee said that the locality has completed the site clearance for the rest stop since November 2024. The district has also granted an environmental permit to build the rest stop after the investor submitted a request document. However, it is unclear why the investor has not yet started construction.

The land area for the construction of the rest stop has been surrounded by a steel fence. According to the Government's required timeline, there is less than 6 months left, while from September onwards, Ha Tinh will enter the rainy season, the construction will be affected, making it difficult for the Dien Chau - Bai Vot expressway rest stop to "reach the finish line" as required.

In contrast to the rest stop on the Dien Chau - Bai Vot highway, the rest stop on the Ham Nghi - Vung Ang highway in Cam Hung commune (Cam Xuyen district) with an area of ​​10 hectares (5 hectares on each side) is being built by the investor.

Mr. Nguyen Khac Trung - Director of the North - South Expressway Project Management Board, Ham Nghi - Vung Ang section (Thang Long Project Management Board - Ministry of Construction) - said that according to the contract, the expressway rest stop will be completed and put into use by March 2026. Currently, the investor is leveling the ground and constructing some items of the rest stop.

Taking advantage of favorable weather, the investor requested project implementing units to speed up site clearance and construction of items at Cam Hung rest stop on Ham Nghi - Vung Ang highway.

The early construction of rest stops on the highway will help drivers rest, recover, reduce fatigue and drowsiness while driving, ensure personal needs such as eating, drinking, hygiene... as well as have necessary stops to check the vehicle if there are any unusual signs, contributing to ensuring traffic safety.
