Thanh Hoa commune has 4 hamlets, 1,756 households with more than 5,900 people. From the achievements of the New Rural Area in 2017, the Advanced New Rural Area in 2021, after nearly 10 years of implementing the National Target Program on New Rural Area Construction, it has created a transformation for Thanh Hoa commune today.

In particular, determining the goal of maintaining, sustaining, and improving the quality of the criteria for advanced rural communes is the premise for implementing the criteria for model rural communes. The core is to develop the rural economy , and the material and spiritual life of the people is increasingly improved.
Comrade Nguyen Van Dau, Party Secretary and Chairman of Thanh Hoa Commune People's Committee, said that in early 2025, Thanh Hoa Commune was directed by superiors to implement the model new rural criteria. In that spirit, the commune focused on perfecting the Steering Committee for building new rural areas, assigning each cadre and civil servant to be in charge of each criterion.
Since the beginning of the year, the locality has continuously reviewed the advanced NTM criteria according to the guidance of the Coordination Office of the National Target Program on New Rural Construction in Tien Giang province. At the same time, in a short time, it has been successfully implemented, along with the enthusiasm of cadres and civil servants as well as great support from the people. Thanks to these factors, the progress of implementing the model NTM construction in Thanh Hoa has been significantly shortened in time.
The most obvious change in Thanh Hoa commune today is the rural transportation system. Previously, connecting hamlets were small, narrow roads that wound through orchards, making it difficult for people to circulate and transport goods.
Comrade Tran Van Thuc, Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Cai Lay Town, said that Thanh Hoa commune is the third commune to achieve the model new-style rural standards in Cai Lay Town. From July 1, 2025, Thanh Hoa commune was merged with Ward 2, Tan Binh commune to establish Thanh Hoa ward. This is an important step, a new phase with a higher goal, aiming to build a ward that meets civilized urban standards. Thanh Hoa commune is determined to make more efforts, must promote the strengths and potentials of the locality, focus on mobilizing all resources and unite together to improve the quality, maintain the criteria of a model new-style rural commune. |
Thanh Hoa commune has proactively promoted internal resources and mobilized social resources to upgrade and develop the system of bridges and rural roads. Thereby, creating favorable conditions for people to travel, trade goods, invest in production development, contributing to changing the face of the countryside.
The whole commune has 51 communal roads, hamlet roads, and alley roads, with a total length of nearly 32 km. Currently, 77.6% of the routes have been installed with lighting systems, 96% of the routes meet the criteria of "Bright, green, clean, beautiful". In addition to the State budget investment, Thanh Hoa commune focuses on promoting the meaning and benefits of upgrading and developing rural traffic according to the motto "The State and the people work together".
Since then, receiving consensus and active support, local people have voluntarily donated land, contributed funds and labor days to complete alley roads and inter-hamlet traffic bridges.
At the same time, Thanh Hoa commune promotes its potential and advantages in agricultural production, encourages people to change crop structure, and links production with product consumption. Promotes garden efficiency, with high-quality durian varieties such as Ri6, Monthong, etc.
The whole commune has more than 548 hectares of durian gardens, with a yield of 20 tons/ha. To develop sustainable agriculture, Thanh Hoa commune has increased the transfer of science and technology, encouraging farmers to participate in production linkage models. Most of the durian area participates in Thanh Binh Fruit Tree and Service Cooperative; of which, 9.72 hectares of durian are produced according to VietGap standards.
Mr. Tran Thanh Cang, Deputy Director of Thanh Binh Fruit and Service Cooperative, said that the cooperative's activities have contributed to and expanded economic development models, exploited potentials and strengths to create high-quality agricultural products, and promoted economic restructuring. The material and spiritual life of farmers has been improved, and the face of the new rural area has developed. This is one of the bright spots in the effective and sustainable development of the collective economy in the locality.
In addition to agricultural economy, Thanh Hoa commune focuses on developing trade services and handicrafts. In the commune, there are currently 181 small-scale production and business establishments and 14 enterprises operating in the fields of handbags; construction design; and petroleum trading, creating jobs for many local workers.
To build a model new-style rural commune, Thanh Hoa commune chose Thanh Hiep hamlet to build a "Smart Hamlet" model. Currently, the Internet infrastructure, fiber optic cables and 3G, 4G mobile information coverage 100% in the hamlet, creating favorable conditions for people to look up and search for information on economic and social development. From there, production and business models are applied to economic development and life.
Community Digital Technology Teams participate in guiding people on knowledge and skills to use digital platforms, mobile applications and online public services provided by state agencies. In addition, the hamlet has a traditional Com Ruou product of Toan Thang Traditional Com Ruou business household that is recognized as a 3-star OCOP product.
Through the implementation process, the total investment capital for the National Target Program on building a model new rural area, Thanh Hoa commune mobilized over 398.4 billion VND, of which, the people contributed over 233.3 billion VND, accounting for over 58%; the rest was from the central, provincial, town and commune budgets. The appearance of Thanh Hoa countryside has changed a lot, improved, the economy has developed.
IMPROVING THE QUALITY OF PEOPLE'S LIFE
In addition, Thanh Hoa commune synchronously implements solutions to shift the economic and labor structure, link production with agricultural product consumption, and care for social security. Through the results of annual review of poor and near-poor households, the commune has appropriate support solutions in terms of loans, livelihood diversification models, vocational training, career counseling, job referrals, etc.

The Commune Fatherland Front and socio-political organizations mobilized resources to care for poor households and households in difficult circumstances, such as: Giving gifts, building houses, granting scholarships to students who have overcome difficulties, organizing "Zero-dong Market", giving Tet gifts to poor households and near-poor households...
From 2021 to present, the Fatherland Front, Thanh Hoa commune unions, organizations, units, businesses and philanthropists have built 10 solidarity houses for poor and near-poor households in the commune, with a budget of 639 million VND. The average income per capita of the commune is currently 83.79 million VND/person/year, an increase of 22.95 million VND/person/year compared to 2021 when the commune met the advanced NTM standards; the multidimensional poverty rate is 0.28%, a decrease of 0.66% compared to 2021.
Implementing the outstanding criteria of environmental landscape, Thanh Hoa commune propagates, mobilizes and replicates environmental protection models among the people. The locality has arranged garbage bins along the roads and mobilized people to register for garbage collection according to regulations.
Through propaganda, the rate of households registering for garbage collection reached over 96%; 69.1% of households proactively sorted garbage at source. Sectors and organizations also replicated environmental protection models, raising people's awareness of participating in protecting the rural environment.
The highlight of the picture of Thanh Hoa model new-style rural commune today is the flower roads that the local people and authorities have joined hands to build and improve. Along with propaganda work, the Party Committee and People's Committee of the commune organized a campaign to plant flowers and trees along the main roads of hamlets and residential roads, with a total of 10 routes, more than 7.8 km long, reaching 57.3% of the total number of roads in the commune, creating a green - clean - beautiful landscape...
In addition, the security and order sector is also recognized as outstanding in Thanh Hoa commune. National defense and security work is focused on. Crimes, social evils and other violations of the law are controlled and reduced.
For 3 consecutive years, the commune has not had any prolonged mass complaints or illegal complaints beyond the level of authority; social evils, crimes and other violations of the law have been controlled compared to the same period; there are no complicated gathering places regarding security, order and social evils.
