Vibrant tourism , thriving industry
Reporting at the meeting, Director of the Department of Finance La Phuc Thanh said that the city's economic activities continued to maintain recovery momentum and positive growth in many areas.
In particular, services - especially tourism - continue to be vibrant and play a pivotal role in the economic structure. In July alone, the number of visitors to Hue increased by 7.2% compared to the previous month and increased by 80% compared to the same period in 2024. Revenue from tourism is estimated at VND 7,455 billion, up 56%, reflecting the growing attractiveness of the Ancient Capital destination in the series of activities of the National Tourism Year 2025.
In the industrial sector, the industrial production index (IIP) in July increased by 21.9% over the same period; in the first 7 months, this index increased by 17.7%, of which the processing and manufacturing industry increased by 16.2%. Some key industrial products grew strongly such as: Automobiles increased by 10.3 times, gloves increased by 5 times, electricity production increased by 61%.
Import-export activities recorded many positive signals. Export turnover in July reached 131 million USD, the total for 7 months reached 835.6 million USD, up 23.8% and reaching 57.6% of the yearly plan. Import turnover is estimated at 672.2 million USD, up 17.2%. Total retail sales of goods and social consumer service revenue reached 37,500 billion VND, up more than 14.6% over the same period.
State budget collection in the area in the first 7 months of the year achieved positive results, with 8,567 billion VND, equal to 69.3% of the estimate and an increase of 27.2% over the same period.
According to Mr. La Phuc Thanh, the disbursement of public investment capital continues to be closely directed and achieves positive results. As of July 30, the city has disbursed VND3,033 billion, reaching 67.1% of the capital plan assigned by the Prime Minister - higher than the national average. If additional capital sources are included, the disbursement rate reaches 46.4%. In the context that many localities are still facing difficulties in disbursement, this result is considered a bright spot for Hue.
The investment attraction and business development sector has also seen many improvements. In 7 months, the city has granted 35 new projects and adjusted 13 projects with a total registered capital of VND 28,237 billion. In the field of culture and society, the city has basically completed the goal of eliminating temporary and dilapidated houses. The rate of people participating in health insurance reached 99.34%. A notable highlight at the meeting was the assessment of initial results after 1 month of operating the 2-level local government model. The city has publicly announced 2,307 administrative procedures, of which 100% have been standardized and integrated on the National Public Service Portal. 40 new commune-level units have received nearly 45,000 records, with an online reception rate of 87.56%, ranking 5th out of 34 provinces and cities nationwide, demonstrating the operational efficiency and high consensus of people and businesses with the new model.
At the meeting, leaders of the Department of Tourism and the Department of Science and Technology also presented two important thematic reports: “Improving environmental quality in tourism activities in Hue city by 2030” and “Platform for monitoring the implementation of targets and tasks according to Resolution 57”. The thematic contents all emphasized the role of technology and sustainable environment in the city’s urban and tourism development strategy in the coming time.
Identify key tasks clearly
In addition to the positive results in all fields, the regular meeting of the Hue City People's Committee in July also frankly pointed out a number of shortcomings and difficulties that need to be focused on resolving in the coming time. Some key industries such as beer, fiber, and seafood still have decreased output. Although the disbursement of public investment capital has reached a high rate compared to the national average, it has not yet reached 100% of the plan.
To achieve the target of GRDP growth in the last 6 months of the year reaching 10.6% or more and ensuring the targets for the whole year 2025, the City People's Committee has set out many specific and focused tasks. In particular, priority is given to supporting the recovery of key industries, while accelerating the progress of a series of major projects such as Phase 2 of the Kim Long Motor Hue Production and Assembly Complex Project, Kanglongda Hue Factory, and the expansion of Phu Bai Brewery.
Along with that, the city determined that it is necessary to ensure the progress of the groundbreaking of projects to celebrate National Day September 2, such as the hotel at Thuy Van Complex (phase 2), the Digital Data Center, and the trade - service project at 42 Phan Chu Trinh. These are all meaningful projects to promote infrastructure development, services and urban digital transformation.

In the agricultural sector, the city requires strengthening the direction of summer-autumn crop production, focusing on preventing pests and diseases, improving crop productivity, especially rice. At the same time, it is necessary to closely monitor weather developments, forecast storms and floods, proactively develop response plans, and minimize damage from natural disasters and landslides. The agricultural sector is also assigned the task of completing a system of standard livestock and poultry slaughterhouses and coordinating the development of plans to protect livestock from the risk of disease recurrence.
Regarding education and social security, the City People's Committee requested the education sector to prepare well for the new school year 2025-2026, recruit teachers, and provide timely support for students who did not graduate from high school. In addition, it is necessary to prioritize investment in building a Food Testing Center to ensure food safety and hygiene in the area.
Concluding the meeting, Chairman of Hue City People's Committee Nguyen Van Phuong emphasized that the city will continue to promote budget decentralization to the commune level, associated with increasing autonomy and self-responsibility, in order to promote the flexible and proactive management role of the grassroots level in the two-level government model.
Regarding Party building work, Mr. Phuong requested that localities continue to organize Party congresses at all levels on schedule, in accordance with procedures, and ensuring quality.
Emphasizing the need to maintain stability in the area, Chairman of the City People's Committee Nguyen Van Phuong requested functional forces and authorities at all levels to proactively ensure security, order and traffic safety.

In addition, agencies and localities need to pay comprehensive attention to people's living space, from landscape, environment, infrastructure to security and livelihood.
