38 provinces and cities have completed the goal of eliminating temporary and dilapidated houses.
Implementing the work of eliminating temporary and dilapidated houses nationwide, up to now, 38/63 localities have completed the target of eliminating temporary and dilapidated houses for all three target groups, an increase of 23 localities compared to the previous meeting. It is expected that by June 30, 8 more localities will complete (total of 46 localities) and strive to complete nationwide by August 25, 2025.
In terms of specific results, the country has supported 262,843/277,420 houses, reaching 94.7%. Of these, 222,854 houses have been completed and 37,989 are under construction. In particular, the group of houses for people with meritorious services reached 93.1%, the group of houses for poor and near-poor households from the national target program on sustainable poverty reduction reached 87.9%, and the group of houses for poor and near-poor households from the program launched reached 96.6%.
In addition, as of June 2025, a total of 2,688 km of expressways are under construction. It is expected that from now until August 19, 2025, 6 projects with a total length of 208 km will be completed. Localities are assigned to be the managing agencies of 11 projects with a total length of 289 km.
Disbursement rate in the first 6 months of the year reached more than 32% of the plan
As of June 20, 2025, the total public investment capital in 2025 has been allocated in detail to reach VND 818.6 trillion, equivalent to 99.1% of the plan assigned by the Prime Minister . Currently, VND 7.36 trillion has not been allocated, including VND 7.2 trillion of central budget capital and VND 110 billion of local budget capital, concentrated in 17 ministries, central agencies and 21 localities.
Regarding the disbursement situation, it is estimated that by June 30, 2025, the total disbursed value of public investment capital will reach about VND 264.8 trillion, equivalent to 32.06% of the plan. By June 2025, only 8 ministries, central agencies and 37 localities have achieved a disbursement rate above the national average (32.06%), 58 ministries, central agencies and localities have a disbursement rate below this level.
Quang Tri strives to implement key programs and projects
Reporting on the implementation of three important contents in Quang Tri, Acting Chairman of the Provincial People's Committee Hoang Nam said that the province has focused on directing and organizing the implementation drastically and synchronously with a total mobilized budget of more than 415 billion VND. As of June 13, 2025, the whole province has started construction of 7,386 houses (reaching 98.3%), of which, 2,316 houses for people with meritorious services (reaching 97.6%), 4,261 newly built houses from the national program (reaching 103.5%), 764 repaired houses from the national program (reaching 74.7%), it is expected that by June 30, 2025, 8,000 houses will be completed (4,945 newly built houses, 3,055 repaired houses).
In Quang Tri, there are 2 expressway projects being implemented, Cam Lo - La Son (section through Quang Tri 37 km) and Van Ninh - Cam Lo (section through Quang Tri 32.53 km), 100% of the main route was handed over in October 2024, and all intersections and branch roads were handed over on April 15, 2025.
However, the site clearance for additional items is still stuck at 1.45 km due to the late handover of the stakes by the investor. In particular, the section through Cam Lo district has 11 more households needing resettlement, requiring review and resettlement arrangements for affected households.
Regarding the disbursement of public investment capital in 2025, the total state budget capital plan of the province is 5,212 billion VND. To date, the province has allocated 99.9% in detail, of which 98% has been completed before December 31, 2024. There are currently 7,213 billion VND that have not been allocated, belonging to the National Target Program on Poverty Reduction Plan 2025. The reason is that three extremely disadvantaged communes in the coastal areas have been recognized as meeting new rural standards, and there are no longer any subjects for capital allocation. Quang Tri has proposed to relevant ministries and branches to adjust this capital source for localities with other needs. As of June 15, 2025, the disbursement rate of public investment capital in the province reached 27.2%. It is estimated that by June 30, 2025, the disbursement rate will reach about 35%.
Some of the main difficulties at present are due to the fact that the total allocated medium-term public investment capital has increased compared to the previous year, while many localities have low revenue sources and are therefore not able to implement projects that have been allocated capital in the plan. Many newly-started projects have to carry out very complicated legal procedures, especially ODA projects and national target programs due to problems in the guidance, norms, unit prices and compensation procedures. Quang Tri province has proposed that the central government soon allocate capital to support the construction of houses for people with meritorious services so that localities can refund the advanced capital.
Prioritize the task of eliminating temporary housing, to be completed before August 31, 2025.
Concluding the meeting, Prime Minister Pham Minh Chinh requested the entire political system, from ministries, branches to localities, to focus on the task of eliminating temporary and dilapidated houses. The goal is to complete the program before August 31, 2025, especially housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27.
Regarding the disbursement of public investment capital, ministers, heads of agencies, secretaries, and chairmen of local People's Committees are required to promote their leadership roles, regularly inspect, urge, and remove obstacles for each project. It is necessary to accelerate site clearance, complete documents and procedures, and ensure the progress of capital allocation and effective and smooth use in the context of implementing the 2-level local government model and rearranging administrative units.
Regarding the implementation of key national projects, the Prime Minister requested to continue to vigorously implement them to ensure progress. In particular, localities such as Dong Nai, Lang Son, Tuyen Quang, Quang Ngai, Quang Tri, and Binh Thuan need to completely resolve existing problems and obstacles in June 2025 to hand over all remaining sites of projects scheduled to be completed in 2025.
Particularly for Quang Tri province, the Prime Minister requested the province and other provinces and cities to urgently renovate martyr cemeteries before July 27, 2025 to ensure they are spacious, bright, clean and beautiful; review traffic infrastructure, electricity, water... for repair, possibly through emergency mechanisms; prepare and repair resting places for people and tourists visiting cemeteries, especially during the hot summer; spend time, effort and enthusiasm to contribute to expressing gratitude to heroes, martyrs and meritorious people through specific works, products and projects.
