On the afternoon of June 22, concluding the National Online Conference summarizing the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction and the Movement "The Whole Country Joins Hands to Build New Rural Development", the Movement "For the Poor - No One Left Behind" for the 2021-2025 period, Prime Minister Pham Minh Chinh requested to implement the programs and movements in a practical manner so that people can feel and enjoy the real results.

More and more "livable countryside" are appearing

The conference assessed that after 5 years of implementation, the New Rural Development Program and the National Target Program for Sustainable Poverty Reduction have basically achieved and exceeded their targets. The total resources mobilized for the New Rural Development Program by the end of May 2025 are about 3.7 million billion VND; The total central budget capital for the 2021-2025 period for the Sustainable Poverty Reduction Program is about 44.6 thousand billion VND.

The movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", the campaign "The whole people build new rural areas, civilized urban areas"... have a strong and widespread influence in the entire political system and all classes of people, strongly promoting the role of the people in building new rural areas and sustainable poverty reduction. Of which, millions of households have voluntarily donated more than 98.2 million square meters of land, contributing thousands of billions of VND and working days to build new rural areas.

Thanks to that, rural socio-economic infrastructure in the 2021-2025 period continues to receive synchronous investment. Most communes have achieved different levels of criteria on transportation, irrigation, electricity, clean water, education quality, health care, environment, culture, security, order, and social safety; the OCOP program has been strongly implemented; people's material and spiritual lives have been improved.

The sustainable poverty reduction program has achieved the target of reducing the poverty rate according to the annual targets assigned by the National Assembly and the Government; achieved 5 specific targets and 5 targets for the 5-year period of the Program; achieved 9/12 targets to address the shortage of basic social services.

The new rural construction program has 79% of communes meeting new rural standards, 51% of district-level units recognized as meeting standards or completing the task of building new rural areas; 12 provinces have been recognized as completing the task of building new rural areas. The poverty rate at the end of 2024 is 1.93%, down 3.27% compared to the end of 2022, down an average of 1.03%/year.

According to the delegates, the results of the implementation of the two National Target Programs continue to affirm the correct policies of the Party and State, which have received high consensus from the people, promoting the development of ecological agriculture, modern rural areas, and civilized farmers; people's living conditions have clearly improved; rural infrastructure has developed synchronously, essential services have been expanded; the poverty rate has decreased rapidly; the economic structure and labor structure have shifted positively, contributing to narrowing the development gap and regional disparities; rural areas have approached new development trends such as green transformation, digital transformation, rural tourism, nutrition, vocational training, job creation, gender equality, contributing to the implementation of sustainable development goals. Green-clean-beautiful villages and communes, "livable countrysides" are increasingly appearing.

The conference stated that in addition to positive results, the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction still have some limitations such as: poverty reduction, the rate of communes meeting new rural standards in some difficult areas such as the Northern Midlands and Mountains, the Central Highlands is still limited; some localities are slow in allocating counterpart funds, planning and implementing; the quality of new rural communes and poverty reduction models in some places are still unsustainable; post-inspection and monitoring of OCOP product quality have not received attention; some remote areas still lack essential infrastructure and basic services...

Delegates proposed to continue promoting the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction, but should combine the two programs into one.

On that basis, review and synchronously issue documents guiding the implementation of the Program; perfect the mechanism for mobilizing and allocating resources; decentralize and delegate power to provincial and communal levels; develop a set of national criteria for new rural areas, pilot the model of "happy new rural areas"; build new rural areas in 3 groups: suburban communes, extremely disadvantaged communes, mountainous areas and communes in the remaining areas; implement multidimensional poverty reduction, develop sustainable livelihoods, and avoid falling back into poverty.

Along with that, encourage public-private partnership, attract ODA, mobilize maximum legal resources; prioritize investment in disadvantaged areas; effectively integrate other programs and projects; study and expand appropriate credit mechanisms to develop OCOP, small-scale production, rural tourism, clean water supply, environment, mobilize international funding...

Implement "ecological agriculture, modern countryside, civilized farmers"

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated and commended the efforts and congratulated the remarkable results that the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction have achieved in recent times.

According to the Prime Minister, the implementation of 2 Programs and 2 movements on development related to agriculture, farmers and rural areas affirms that the construction and implementation of Resolution 26-NQ/TW on agriculture, farmers and rural areas is correct and accurate, entering life, bringing positive results; contributing to restructuring Vietnam's economy to develop rapidly and sustainably; infrastructure, rural appearance, material and spiritual life of farmers are comprehensively improved; Vietnam becomes a model of the world in implementing the millennium goals.

Pointing out and analyzing the shortcomings, limitations, causes, and lessons learned, Prime Minister Pham Minh Chinh said that the country is preparing to enter a new era - the era of national growth as General Secretary To Lam pointed out.

Therefore, we must continue to promote the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction, the Movement “The Whole Country Joins Hands to Build New Rural Areas,” the Movement “For the Poor - No One Left Behind” to persistently, steadfastly, and successfully implement “ecological agriculture, modern countryside, civilized farmers” and “comprehensive, inclusive, and sustainable poverty reduction.”

On that basis, Prime Minister Pham Minh Chinh requested ministries, branches and localities to carry out 4 steps: Step up institutional improvement to serve the motto "farmers are the center and subject; agriculture is the driving force, rural areas are the foundation." Step up the development of strategic infrastructure for agriculture, farmers and rural areas, including hard and soft infrastructure in a green and sustainable direction.

Along with that, promote the development of human factors, specifically the development of farmers suitable for the new development stage, in which it is suitable for the organization of 2-level local government and "4 strategic pillars." Promote the diversification of agricultural products suitable for the enjoyment needs of Vietnamese people and people around the world, diversify the supply chain, and diversify the market.

For farmers, the Prime Minister proposed three pioneering actions: pioneering in escaping poverty and getting rich from their own hands, minds, land, sky, and sea; pioneering in building civilized farmers; pioneering in green, sustainable production, digital transformation, including implementing the "popular digital education" movement to build a digital government, digital society, digital economy, and digital citizens.

Agreeing to study the integration of the National Target Program on New Rural Development with the National Target Program on Sustainable Poverty Reduction; integrating the Movement “The whole country joins hands to build new rural areas” with the Movement “For the poor - No one is left behind,” the Prime Minister requested ministries, branches and localities to strictly implement the directions and leadership of Party committees at all levels; mobilize the participation of the entire political system; mobilize the strength and call for the cooperation of the whole society, with resources from the State, enterprises, people and the whole society to build ecological agriculture, modern rural areas and civilized farmers.

The Prime Minister noted that words must go hand in hand with actions; what has been said and committed must be carried out with practical results; not chasing after achievements but must be carried out so that people can feel and enjoy the real results that the Party and State bring; implementing truly lively and substantial movements that bring practical benefits to the people; avoiding negativity, waste, and group interests in implementing programs.

At the conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh presented noble awards from the President and the Prime Minister to 306 collectives and individuals nationwide with outstanding achievements in implementing the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction and the Movement "The whole country joins hands to build new rural areas", the Movement "For the poor - No one is left behind".
