After two days of urgent, serious, democratic and highly responsible work (July 18-19), the 12th Conference of the 13th Party Central Committee completed the entire proposed program.
General Secretary To Lam chaired and delivered the closing speech of the Conference. Many opinions from cadres and party members said that in the closing speech of the Conference, the instructions of the head of our Party were extremely important, covering many political , economic and social issues with many new contents of strategic, current and practical nature.
Director of the Center for Legal Advice for the Poor and Community Development (Vietnam Lawyers Association) Ha Huy Tu said: General Secretary To Lam's speech was concise, mentioning many core contents, providing guidance and orientation for the activities of the Party, State and our people.
According to Mr. Ha Huy Tu, these contents are both directional and specific, suitable for practice and have a comprehensive vision for many years to come. This is an inevitable issue, a path that the entire Party, the entire army, and the entire people must resolutely implement in the current period and in the following years.
The Director of the Center for Legal Advice for the Poor and Community Development was also very pleased that the most important guidelines on land were included in the speech in a complete and comprehensive manner. This proves that the "hot" issues, the "close" issues that people are interested in have very important highlights: For the land sector, the focus is on emphasizing the completion of the legal framework on ownership, planning, and land use, ensuring transparency, fairness, efficiency, and harmony of interests between the State, people, and businesses. It is necessary to emphasize that land is a special national resource, an important resource for national development, and an important input factor for investment in socio-economic development; land management and use must ensure the common interests of the entire population...
In addition, the other contents of the speech are all highly valuable in terms of precise and appropriate guidance, broad vision, and coverage of many fields of politics, economics, society, personnel work, and the two-level local government model. Although the two-level local government model has only been in operation for 19 days, it has been evaluated and recognized; this proves that the content of the speech is very detailed, specific, and practical.
Agreeing with the above viewpoint, many opinions of cadres and party members also highly appreciated the closing speech of General Secretary To Lam when emphasizing the effort to complete the construction of a national database and information system on land that is centralized, unified, synchronous, multi-purpose and interconnected; land use planning is established at the national and local levels; prioritizing land allocation for the development of a synchronous infrastructure system, industry, services, urban development; maximizing the efficiency of land use. This is an issue that is being paid attention to and followed by the whole people.
Vice President of the Central Committee of the Vietnam Women's Union Nguyen Thi Minh Huong said: "I read quite carefully the part about the two-level local government. In a paragraph of just over 300 words, the phrases "better care for people's lives," "proactively serve the people," "close to the people," "close to the people," "practice putting people first"... appeared many times, showing a new spirit, wholeheartedly devoted to the people of the entire political system."
Ms. Nguyen Thi Minh Huong strongly agrees with the way the Central Conference sets out the requirement to summarize the work of building and perfecting the rule of law state, especially the two-level government model in urban and rural areas.
"Because whether in the city or in the countryside, changes in the state apparatus directly affect the lives of people, including women. If the apparatus is more streamlined and serves the people better, women - especially women at the grassroots level - will benefit the most: from handling administrative procedures more quickly, to being able to participate in contributing ideas to the community more easily.
As a woman working in the field of women's affairs, I believe that with the approach of "proactively serving the people," in the coming time, the local government apparatus will operate more and more systematically, overcome temporary obstacles and bring long-term effectiveness to the people. And I believe that women are also worthy and fully capable of becoming a part of the process of building and operating that government," said Ms. Minh Huong.
In his speech, the General Secretary also emphasized the need to prepare for the 14th Party Congress in a methodical and thorough manner, closely linked to the summary of 80 years of national construction.
According to Ms. Nguyen Thi Minh Huong, this is a great milestone, both sacred and full of responsibility. During those 80 years, women of all walks of life have always affirmed their role, capacity and position in the cause of building and defending the Fatherland. This is not only an opportunity for us to look back on the country's historical journey to be proud, but also an opportunity for cadres, members and women across the country to reflect on the journey of the organization and of themselves: what have they contributed, what are their concerns, and how will they move forward in the coming period.
The Vice President of the Central Committee of the Vietnam Women's Union said that currently, all levels of the Union are stabilizing the organizational structure, not interrupting activities at the grassroots level, and are preparing for many activities on the occasion of the 80th anniversary of the founding of the country, towards the 95th anniversary of the founding of the Vietnam Women's Union...
