Tuition fees are one of the factors for candidates to consider when choosing a school that suits their family's financial capacity. Information on tuition fees is announced by schools in their annual enrollment plans, according to regulations of the Ministry of Education and Training.
How will tuition continue to increase?
Currently, public universities collect tuition fees according to the provisions of Decree No. 97/2023/ND-CP amending and supplementing a number of articles of Decree 81/2021/ND-CP regulating the mechanism for collecting and managing tuition fees foreducational institutions in the national education system.
Tuition fees from the 2025-2026 to the 2026-2027 school year with tuition fee ceilings for public higher education institutions that are not self-sufficient in regular expenditure (see table).
Ho Chi Minh City University of Technology (Ho Chi Minh City National University) announced the expected average tuition fee (standard program) of 30 million VND/school year (2025-2026), increasing by 1.5 million VND/year in the following years; advanced program, taught and learned in English, tuition fee of 80 million VND/year.
The school collects tuition fees by semester, with a maximum of 18 credits per semester. Excess credits are calculated at the unit credit price. There are two main semesters in an academic year. Tuition fees for additional semesters (if students wish to study) are collected at the unit credit price.
MSc. Nguyen Thao Chi, Head of Communications and Event Management Department, University of Social Sciences and Humanities (Ho Chi Minh City National University), also said: "The school applies the method of calculating tuition fees by credits, starting from the 2025-2026 school year, according to the formula: Tuition fee = Number of converted credits × Unit price of tuition fee/credit.
Tuition fees are determined based on the number of credits students register for. Tuition fees for the 2025-2026 school year range from VND14,459 million - VND33.8 million/year. According to the roadmap, tuition fees can be adjusted annually but not exceed 15% compared to the previous year."
Tuition fees for the 2025 enrollment period of the University of Economics and Law (Ho Chi Minh City National University) with two programs have a big difference: the program taught and learned in Vietnamese has a full-time tuition fee of 151 million VND (31.5 million VND/school year), the program taught and learned in English has a full-time tuition fee of 315 million VND.
The school collects tuition fees in eight installments per course (twice per school year and the following year's tuition fee is 4-5 million VND higher than the previous year).
According to MSc. Hoang Thanh Tu - Deputy Head of Information and Communication Department of University of Science (Ho Chi Minh City National University), the expected tuition fee for the 2025 enrollment in the first year ranges from 28.4 - 67 million VND/year depending on the major and training program.
Of which, computer science (advanced program) has the highest tuition fee. Tuition fee will increase from 4-7 million VND/year (depending on the major).
University of Information Technology (Ho Chi Minh City National University) tuition for general programs is 40 million VND/academic year; other programs range from 55 - 140 million VND/academic year.
The University of Health Sciences (Ho Chi Minh City National University) plans to collect tuition fees for the 2025-2026 school year: medicine: 70 million VND; dentistry: 62.2 million VND; pharmacy, traditional medicine: 55.2 million VND; nursing: 41.8 million VND/school year.

Top schools with huge tuition fees
Ho Chi Minh City University of Medicine and Pharmacy announced the expected tuition fees for the 2025 enrollment period: dentistry 84.7 million VND; medicine 82.2 million VND; pharmacy 60.5 million VND; traditional medicine, preventive medicine 50 million VND; public health, nursing, anesthesia, resuscitation, midwifery, nutrition, medical testing techniques, dental prosthetics, medical imaging techniques, rehabilitation techniques 46 million VND/school year.
"In 2025, we will evaluate, calculate and develop a new tuition roadmap for the next phase. Tuition fees for the following years are expected to increase, but the increase is likely not much compared to the current level," said a school representative.
Pham Ngoc Thach University of Medicine announced the expected tuition fee for the 2025-2026 school year with two levels of 55.2 million VND/year (for medical, dental, pharmacy, traditional medicine); bachelor's degree programs 41.8 million VND/year. The expected roadmap for tuition fee increase is a maximum of 10% for each year.
Ho Chi Minh City University of Law announced the expected tuition fees for the 2025-2026 academic year: 39.75 million VND/academic year (law, international trade law, business administration); 47.17 million VND (administration - law); 54.93 million VND (English language, major in legal English); 79.5 million VND (law, business administration - high quality); 94.34 million VND (administration - law - high quality) 199.7 million VND (law, taught in English - high quality).
By the 2026-2027 school year, tuition fees for all majors will continue to increase, ranging from VND 44.75 million to VND 219.7 million.
Meanwhile, Ho Chi Minh City University of Economics (training in Ho Chi Minh City) for the 2025-2026 school year has unified tuition fees for subjects in a group according to classification: international advanced program: Vietnamese: 1.065 million VND/credit; English: x 1.4; practice: x 1.2; international vocational certificate integration program (ACCA and ICAEW): Vietnamese: 1.065 million VND/credit; English: 1.685 million VND/credit; advanced program: Vietnamese: 975,000 VND/credit; English: x 1.4; practice: x 1.2; talented bachelor: Vietnamese: 975,000 VND/credit; English: 1.685 million VND/credit; Asean Coop: Vietnamese: 975,000 VND/credit; English: 1,685 million VND/credit; Mode Coop: 3,290 million VND/credit. Tuition fee increase roadmap every year (increase no more than 10%/year).
In 2025, Foreign Trade University plans to collect tuition fees for standard programs from 25.5 - 27.5 million VND/year (last year 22 - 25 million VND/year); computer science and data in economics and business programs 31.5 million VND/year; high-quality programs 49 - 51 million VND/year; advanced programs in foreign economics - business administration - finance and banking 73 - 75 million VND/year...

Private school: from 20 to 180 million VND/year
Meanwhile, private universities are allowed to determine their own tuition fees. Last school year, tuition fees at private schools also varied, from about 20-180 million VND/school year.
Besides, there are also schools with tuition fees of about 60 - 80 million VND/school year (3-4 semesters/school year).
In particular, tuition fees for health majors at private schools are also high, with some schools charging over 180 million VND per school year for dentistry alone.
Scholarships for disadvantaged students
Schools that are and will apply the autonomous mechanism all have sharply increased tuition fees. Up to now, there are many autonomous public universities with high tuition fees.
According to the leaders of these schools, when applying the new tuition fee after autonomy, the schools will deduct 10-15% of total tuition fee revenue to provide scholarships for students in difficult circumstances.
At the same time, the above schools said that if any student is really in difficulty, the school will support tuition fees in the first year.
In the following years, not all students in this category will obviously continue to receive support from the school, but will be considered for academic encouragement scholarships and other scholarship sources.
Students must prove that they are poor but overcome difficulties and study well to receive support from the school.
