On the morning of July 10, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly Standing Committee gave initial comments on the draft Report on the results of thematic supervision "Implementation of policies and laws on development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources".
On behalf of the Ministry of Education and Training , Minister Nguyen Kim Son attended the meeting.
The quality of education and training is increasingly improved, better meeting the needs of human resource development.
Briefly presenting the draft Report on the results of the thematic supervision "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources" in the period of 2021-2024, Mr. Nguyen Dac Vinh, Chairman of the National Assembly 's Committee on Culture and Social Affairs, said:
Currently, our country's human resources basically meet the requirements of socio-economic development. The scale of human resources has developed, the structure is increasingly suitable; the qualifications and skills of the labor force have been improved; labor productivity, employment, and income of workers have changed positively.
In the public sector, the majority of cadres, civil servants and public employees have university degrees or higher; recruitment, use, management and development of human resources are carried out seriously, ensuring publicity and transparency according to regulations, so the quality and qualifications of the team generally meet the requirements.

In the non-public sector, the number of employees will increase (average growth rate of about 0.65%/year in the period 2021-2024), especially in the foreign-invested sector. In 2024, the country will have nearly 47.3 million employees working in the non-public sector, accounting for 89.3% of the total workforce and more than 91% of the total number of employed workers.
The quality of education and training in our country is increasingly improved, better meeting the needs of human resource development and serving socio-economic development. The scale of university and vocational training is generally stable. The structure of occupations, levels and training fields is diverse. Many new majors are opened, quickly adapting to the needs of the labor market. Training of high-quality human resources is initially interested in both general education, vocational education and university education.
Policies to attract, employ and reward high-quality human resources of ministries, branches and localities have initially shown effectiveness. From 2018 to October 2024, 706 excellent graduates and young scientists were attracted and recruited to work in agencies and organizations. Many civil servants, public employees and workers were granted scholarships and support for postgraduate training at home and abroad.
Some localities and public service units have conducted public examinations for some leadership positions, allowed personnel outside the system to take the examinations, piloted high salaries for good lecturers and doctors, and had flexible internal mechanisms regarding salaries, working environment and other benefits to retain talented people.

The monitoring delegation proposed that the Government study and promulgate the Human Resource Development Strategy to 2030, with a vision to 2050, and allocate adequate resources to ensure implementation, enhance human resource creativity, and use artificial intelligence and new scientific and technological tools appropriately.
Develop and submit to the National Assembly for consideration, amendment and supplementation of the Law on Education, the Law on Higher Education and the Law on Vocational Education, the Law on Population, the Law on Civil Servants...; review and decide on the National Target Program on Education, the National Target Program on Population and Development.
In addition, the Government needs to assign an agency to take charge of state management of the field of human resource development and use in both the public and non-public sectors, responsible for monitoring, forecasting, developing strategies for national human resource development and supervising and evaluating implementation results; taking charge of building a database on human resources, forecasting human resources and selecting key areas to develop policies for developing high-quality human resources.
Implement strong decentralization to localities and establishments in developing and using human resources, high-quality human resources, noting that the assignment of authority and responsibility to localities and establishments must be accompanied by resources for implementation, including staffing and budget.
Innovate the mechanism of using and promoting high-quality human resources to increase attraction, retention and effective promotion of recruited talents by organizing separate programs, works and projects with remuneration mechanisms, open working environment, encouraging innovation and promoting responsibility.
Implement specific and outstanding policies for law-making staff and teachers according to regulations. Effectively implement visa policies to attract high-quality foreign human resources to contribute to the socio-economic development of Vietnam in the new period...

Continue to improve institutions and policies on human resource development
Giving initial comments on the draft Report on monitoring results, the National Assembly Standing Committee highly appreciated and commended the efforts, endeavors and innovative spirit of the monitoring delegation in implementing the monitoring topic; stating that this is a monitoring topic with a very wide scope, difficult to relate to most areas of state management and the responsibilities of ministries, central branches and all localities.
To complete the draft Report on monitoring results, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Monitoring Delegation review the Prime Minister's decisions on implementing Party policies, laws, and National Assembly resolutions in the 2021-2024 period; study and supplement appendices of documents on the experiences of countries with similar conditions to our country; consider adjusting the dosage between the advantages and limitations, shortcomings...
Regarding the work of evaluating cadres, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that the Party's policies and the National Assembly's laws and resolutions on the mechanism for evaluating cadres have existed and are not hindered, so "any limitation should not be blamed on the mechanism or policy". The problem here is the concretization of the viewpoints, policies, principles, mechanisms and policies of the Party and State; and the lack of specific standards and criteria for evaluating cadres, leading to inaccurate evaluation.
The Vice Chairman of the National Assembly suggested that it is necessary to clarify the responsibilities of the Government, ministries and sectors in conducting research, forecasting and policy making; to innovate the work of forecasting human resource needs; and if forecasting work is still carried out with the mindset of "eating quickly, staying temporarily", it will be difficult to build a comprehensive overall strategy. Along with building a scholarship fund from the state budget, it is necessary to continue to maintain funds for encouraging learning and talent at the local, clan, and household levels...
Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai requested the Supervisory Delegation to absorb the opinions of the National Assembly Standing Committee to complete the draft Supervisory Results Report. In particular, it is necessary to focus on highlighting the achievements as well as limitations and shortcomings, especially clarifying the causes, specific responsibilities, and recommending appropriate solutions; paying attention to fully analyzing the causes and increasing criticism on some issues that are still inadequate, difficult, stuck, and weak.
The Vice Chairman of the National Assembly noted that it is necessary to continue to perfect the draft Resolution on thematic supervision, ensuring quality; the tasks and solutions proposed need to be specific and feasible, linked to the implementation time, focusing on key issues. That is to perfect the institutions and policies on the development and use of human resources, remove difficulties and obstacles, in order to develop and use human resources, especially high-quality human resources, to meet the requirements of socio-economic development in the new period of the country, serving the construction of the socio-economic development strategy for the next 5 years and the draft Resolution of the 14th National Party Congress.
