Huong Lap is one of the border communes of Quang Tri that has just been affected by storm No. 6. Many roads have been cut off, especially the route from Cha Ly village to Cu Bai village which is severely degraded.

This makes it difficult for students to go to school as well as teachers to spread knowledge. In particular, this is also a locality on the Vietnam - Laos border, where the majority of students are ethnic minorities.
