Concrete piles reduce the beauty of Lap An lagoon

Ms. Pham Thi Huyen, Head of Hai Van Residential Group (Chan May Commune - Lang Co) shared: “People are upset because the concrete stakes that have existed for a long time are messy and unsightly. On the other hand, they occupy water surface area, affecting people who work in aquaculture and fishing, making it difficult for boats to move around. They are also worried that during the rainy season, when the water rises, if boats go there, they may get stuck.”

Along the western shore of Hai Van residential group, Chan May commune - Lang Co ( Hue city), a system of concrete piles is planted in Lap An lagoon for a long stretch. Many house frames and concrete piles are under construction in the middle of Lap An lagoon - a part of Lang Co bay. Ms. Huyen said that in the past, there was a time when some people from unknown places came to destroy this concrete pile field. It is unclear whether the purpose of this action was to get iron or for what reason, but because they do not have the function or authority, the residential group cannot take measures to manage it.

According to our research, about 18 years ago, the Lang Co Tourist Area - Marina - Water Sports project was granted an investment certificate (in 2007) by the competent authority of Thua Thien Hue province (now Hue city) to Dao Ngoc Tourism Joint Stock Company (headquartered in Chan May commune - Lang Co) as the investor. This project was implemented on a land and water surface area of ​​12 hectares in Hai Van residential group, Chan May commune - Lang Co (Hue city), with a total investment of more than 80 billion VND. When the investment certificate was granted, Dao Ngoc Tourism Joint Stock Company drove piles and built a number of works on the water surface of Lap An lagoon. Unfortunately, the project was then implemented at a slow pace and stopped completely. The reason was that the project was behind schedule and violated the provisions of the law on investment and land. Accordingly, in August 2018, the authorities decided to terminate the project and reclaim the land according to the provisions of the Land Law.

After the project was terminated, the hundreds of meters long piles and the reinforced concrete house frames were not treated or dismantled, causing damage to the beauty, environment, and waterway traffic on Lap An lagoon. The existence of this concrete pile also leaves concerns about the ecosystem that is still very pristine here and also affects the tourism destination brand of Lap An lagoon and Lang Co bay. Ms. Thai Thuy Minh, a tourist from Ho Chi Minh City, wondered: "Why don't the local authorities and functional agencies dismantle it, leaving the concrete piles to ruin this very beautiful Lap An lagoon."

Talking to local leaders, Mr. Tran Van Minh Quan, Chairman of the People's Committee of Chan May - Lang Co Commune (Hue City) said that the authority to manage the project belongs to the Management Board of Hue City Economic and Industrial Zone. Up to now, the project has been revoked, the management unit is also studying the treatment plan for the concrete piles in the Lap An lagoon area.

According to Mr. Le Van Tue, Head of the Management Board of Hue City Economic and Industrial Zone, the unit is making efforts to call for investment projects here. When there are investors researching, the unit will coordinate with related units and new investors to have a plan to take advantage of the above-mentioned abandoned stake fields and existing unfinished works. In case the new investors do not take advantage, the unit will also have a suitable plan.
