According to Resolution 71 of the Politburo on breakthroughs in education and training development, the goal is that by 2035, Vietnam will complete universal high school education and equivalent.
The goal of universalizing high school education and equivalent poses a challenge for provinces and cities with large student populations and a mechanical population increase occurring every year, typically Hanoi .
According to the Hanoi Department of Education and Training, in the 2025-2026 school year, the locality will have about 150,000 9th graders. Thus, assuming that in the 2026-2027 school year, high school universalization is implemented, the city will need about 3,333 classes for 10th graders. Each class will have a maximum of 45 students according to Circular 32 on the regulations of junior high schools, high schools and multi-level general schools.
Regarding the scale of schools, Hanoi currently has 125 public schools, 3 self-financed public schools, 125 private schools, 4 international schools, 1 school with foreign elements and 29 vocational education - continuing education centers (VET-GDTX).

Based on the 2025 public grade 10 enrollment target, public schools can accommodate about 1,820 classes; private schools have 815 classes; international schools have about 8 classes; and vocational education and continuing education centers have 270 classes. The total number of grade 10 classes is approximately 2,900.
Thus, to universalize high school education next year, Hanoi still lacks more than 400 classrooms.
According to the latest regulations, a high school is allowed to have a maximum of 50 classrooms, meaning that on average each grade 10-11-12 has a maximum of 17 classrooms. Therefore, Hanoi needs to build 24 new high schools to be able to accept all 9th grade students to grade 10.
Hanoi and other provinces and cities have 10 years to complete universal high school education and equivalent in accordance with Resolution 71. According to the reporter's data analysis, in the next 10 years, the number of 9th graders graduating from junior high school could be approximately 200,000, which is about 50,000 students higher than the current number. This also means that the number of 10th graders that Hanoi needs to increase will be about 1,000, equivalent to 65 new high schools and vocational training centers that need to be built.

At the ceremony to celebrate the 80th anniversary of the Education sector's tradition and the opening of the 2025-2026 school year, General Secretary To Lam once again emphasized: "It is necessary to universalize high school as soon as possible, this requirement is very urgent."
The General Secretary also added: "If not universalized, 13-14 year old students entering life will face many difficulties."
The General Secretary affirmed that the current conditions are sufficient for universalization. The State exempts tuition fees for general education, and difficulties with teachers and schools can be completely resolved.
Resolution 71 sets out the task of strongly innovating institutions, creating unique and outstanding mechanisms and policies for the development of education and training.
Accordingly, the state budget for education and training must reach at least 20%. Teachers will enjoy special and outstanding preferential policies. Along with teachers' salaries being ranked highest in the administrative career salary scale from January 1, 2026, the lowest preferential allowance for teachers is 70% and the highest is 100%.
Good remuneration is expected to attract talented people to the teaching profession, solving the problem of local teacher shortage.
Localities need to focus on site clearance and allocation of clean land for education and training projects. For public educational institutions, the state will not collect land use fees, reduce land rent and land tax, and will not apply corporate income tax.
Surplus state agency headquarters after the reorganization will be given priority for schools, and the form of leasing state-owned facilities to private schools will be allowed.
Resolution 71 also requires the development of strong enough mechanisms and policies to encourage organizations and businesses to invest in developing education and training.
