On September 9, the SEAMEO Regional Center for Lifelong Learning in Vietnam (SEAMEO CELLL) in collaboration with COGNOTIV Singapore organized an international conference with the theme: "Enhancing lifelong education capacity in the digital age: Looking back at the journey 2023-2024 and AI application development strategy from 2025".
Speaking at the opening of the workshop, Deputy Minister of Education and Training Nguyen Van Phuc said that SEAMEO CELLL Center was established in 2012, internationally recognized in 2013 and officially put into operation in mid-2014.
Since then, SEAMEO CELLL has always played a pioneering role in promoting education and lifelong learning, not only in Vietnam but also throughout the Southeast Asian region.

According to Deputy Minister Nguyen Van Phuc, lifelong learning today is no longer a slogan or formal commitment in declarations, but has become a daily practice of millions of people around the world. This is a continuous process of self-affirmation, towards becoming true global citizens with a worldview that promotes harmony, peace and common prosperity.
Lifelong learning is achieved through a variety of tools and methods, with the application of technology being prominent. In particular, the emergence of artificial intelligence (AI) has become a profoundly transformative factor.
Realizing this potential, over the past two years, SEAMEO CELLL has designed and implemented many programs to enhance the capacity of teachers and learners to use information technology and AI. This is considered the right direction, in line with the country's vision of digital transformation in education.
“We believe that by embracing AI and digital tools, Vietnam and the Southeast Asian region will move closer to the goal of building an inclusive, equitable and innovative learning society. In particular, I am delighted to know that SEAMEO CELLL is currently implementing a pioneering three-component framework programme to promote the application of AI in teaching, learning and assessment,” Deputy Minister Nguyen Van Phuc emphasized.
Accordingly, the program includes: a series of capacity building training for teachers and education managers; an annual competition for teachers to demonstrate the knowledge and skills acquired from training courses; and a career assessment and counseling program for high school students and vocational training students. This integrated initiative, implemented with the coordination of many stakeholders, is a clear demonstration of the power of regional and international cooperation in promoting educational innovation.

At the workshop, Dr. Le Thi My Ha, Director of SEAMEO CELLL Center, said that in recent years, the integration of Information and Communication Technology (ICT) and artificial intelligence (AI) into organizational management, especially in the field of education, has become a prominent trend with the potential to reshape the way schools are managed and learning processes.
According to Dr. Le Thi My Ha, ICT and AI are opening up unprecedented opportunities to enhance operational efficiency, improve the quality of education, and expand the scope of learning beyond the traditional classroom environment.
Quoting UNESCO, she stressed that AI has the potential to address some of the biggest challenges in education today, while transforming teaching and learning methods. AI and ICT are not only supporting tools, but also important drivers in reshaping the roles of administrators, teachers and students in modern educational environments.
"This workshop aims to provide delegates with an overview of the achievements that SEAMEO CELLL has made in the period from 2023 to mid-2025, and at the same time introduce lifelong learning capacity building programs implemented by the Center in collaboration with partners in the period up to 2027," emphasized the Director of SEAMEO CELLL Center.

In the main content of the workshop, representatives from SEAMEO CELLL, COGNOTIV Singapore and the Institute of Testing and Quality Assessment of Education introduced key programs to promote lifelong learning in the context of digital transformation.
The contents presented included an introduction to the three-component framework program “AI Application and Development of Lifelong Learning” of SEAMEO CELLL. This program includes: CELLLLAT competition for teachers, CELLLO assessment program, and career counseling assessment framework for high school students – an important component of the CELLLO program.
In addition, delegates presented the application of AI in school management, with preliminary results from a survey on the need for artificial intelligence applications in universities and colleges nationwide. Initial data showed increasing interest from educational institutions in integrating AI into management and teaching.
Within the framework of the program, a thematic discussion session took place with the theme "Artificial Intelligence and Lifelong Learning - Opportunities, Challenges and Ethical Principles".
The discussion session attracted the participation of many domestic and foreign experts, focusing on analyzing the ethical aspects, potential and risks in applying AI in education.

At the Workshop, SEAMEO CELLL also signed a cooperation agreement with 5 SEAMEO Centers including: SEAMEO CED, SEAMEO RECSAM, SEAMEO RIHED, SEAMEO SEAMOLEC and SEAMEO TED.
At the same time, signed a cooperation agreement with COGNOTIV Singapore and COGNOTIV Vietnam; Southern Center for Education and Training Development, Office of the Ministry of Education and Training; Institute of Testing and Education Quality Assessment, Association of Vietnamese Universities and Colleges.

Dr. Le Thi My Ha said: "The goal of establishing the SEAMEO CELLL Center is to develop a SEAMEO Regional Center for Lifelong Learning in Vietnam to meet the needs of the region in promoting lifelong learning and creating opportunities for cooperation in the field of lifelong learning between SEAMEO member countries and affiliated countries. At the same time, the center strengthens relationships and enhances understanding among educational researchers, practitioners and policy makers in the region, in the spirit of mutual respect and cooperation".
