The Department of Health coordinated with units and sponsors to support the construction of a Health Station for Ngoc Son commune, Lac Son district.
From 2021 to June 2025, Hoa Binh province has 145/151 communes, wards and towns in ethnic minority and mountainous areas according to development level, including: 59 communes in area III, 12 communes in area II, 74 communes in area I. In order to promptly and practically help communes with special difficulties, the Provincial People's Committee issued Decision No. 2453/QD-UBND on "assignment of tasks and responsibilities of agencies and units assigned to help communes with special difficulties in Hoa Binh province, period 2021-2025". In which, 50 agencies and units are assigned to help communes.
Most of the communes, villages and hamlets in the most difficult areas are far from the center, lack infrastructure, have limited education level, high poverty rate, difficult production conditions, lack of capital, knowledge and experience. Through helping the communes, provincial agencies and units have the opportunity to understand and pay closer attention to the grassroots, depending on the functions and tasks of each agency and unit to determine the content and methods of assistance suitable to the conditions of each commune, village and hamlet.
The assistance to communes with special difficulties focuses on understanding the socio-economic situation and important issues of the locality. Specifically, agencies and units have organized working sessions with Party committees, authorities and people; participated in conferences organized by Party committees, People's Councils and People's Committees of communes; surveyed and grasped the local situation, listened to the thoughts and aspirations of Party committees, authorities and people in the assigned communes. Some agencies and units assigned specialized departments and offices, sent cadres and experts to directly monitor the locality, and act as focal points for information exchange. Based on the results of surveys and information exchange, every year, agencies and units have supported and guided the People's Committees of communes in developing and adjusting socio-economic development plans in accordance with the planning and actual situation of the locality.
In particular, agencies and units have paid attention to supporting production development and promoting sustainable poverty reduction in the locality. Focusing on organizing activities to support the transfer of science and technology, animal husbandry, cultivation, and vocational training such as models: Off-season temperate vegetable production and consumption chain of the Provincial Inspectorate and the Provincial Agricultural Extension Center; native pig farming of the State Treasury of Region IX; "Supporting forest development to increase income for poor households" of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; breeding buffalo of the Provincial Farmers' Association; linked production chain in the Agricultural Cooperative of the Provincial Cooperative Union; safe chicken farming group, vegetable growing group, rattan weaving training class of the Provincial Women's Union, etc.
In addition, based on their functions and tasks, units closely follow the content of programs, projects, and investment projects in the area, coordinate with the People's Committees of districts to review, inspect, and promote the acceleration of programs and projects related to infrastructure investment to complete socio-economic targets, serving the people's lives. Actively call on mass organizations, coordinate with agencies and enterprises inside and outside the province to support facilities for building essential infrastructure, support equipment for medical facilities, schools, etc. Organize activities to visit, give gifts, encourage families with meritorious services, people with prestige, poor students overcoming difficulties, children with disabilities, families and people in difficult circumstances on holidays and Tet.
Most agencies and units that help communes and villages with special difficulties have specific activities with money and materials converted into several hundred million VND/commune or more. Typically, some units mobilize, integrate and socialize resources, supporting over or under 10 billion VND such as: Provincial Police (10.8 billion VND), Department of Health (9.2 billion VND); from 1-5 billion VND include: Joint Stock Commercial Bank for Investment and Development of Vietnam, Hoa Binh Province Branch (BIDV), Provincial Inspectorate, Provincial Military Command, Department of Ethnic Minorities and Religion, Department of Education and Training, Office of the National Assembly Delegation and Provincial People's Council, Department of Industry and Trade, Department of Agriculture and Environment. The support of agencies and units for communes with special difficulties has helped the local socio-economic development. In particular, promoting the value of compatriot spirit and solidarity between agencies and units assigned to help communes and villages with the Party Committee, local authorities and agencies, units and organizations participating in support.
