Hai Phong will forcibly demolish a house that was 'wrongly demolished'

This afternoon, the An Duong district government is expected to issue a decision to enforce the demolition of a house at the Ton Duc Thang - Nguyen Van Linh intersection that was mistakenly demolished.

According to the People's Committee of An Duong district, Ms. Pham Thi Thu Trang's house and 4 other adjacent houses were rented by an electronics company as a store and had large advertising signs since 2020. In early 2023, the People's Committee of Hai Phong City implemented the intersection project at Ton Duc Thang - Nguyen Van Linh intersection, the entire land of 5 houses rented to the electronics supermarket was subject to clearance. 4 families agreed to the compensation plan and handed over the premises, but Ms. Trang's family did not agree.

On the morning of August 10, 2023, while demolishing billboards on the land of 4 houses that had already handed over the land, a private unit hired by the An Duong District Construction Investment Project Management Board damaged Ms. Trang's house. "The construction unit did not do a good job, but no one would intentionally demolish a private house without agreeing to the compensation plan," said the leader of An Duong District.

After the incident, Ms. Trang filed a complaint with the An Duong District Police, requesting an investigation into the destruction of citizens' property and theft, because she claimed that "many belongings and a safe containing 30 million VND were lost" during the demolition. The An Duong District Police concluded that there were no signs of a crime and did not initiate a case. To date, Ms. Trang has filed complaints with many agencies requesting a resolution.

In order to ensure the project of the intersection is implemented on schedule, on December 14, 2023, the People's Committee of An Duong district issued notices of land recovery to 139 households. Up to now, there are still 8 households (including Ms. Trang's house) who have not complied with the handover of land to implement the project, even though their rights have been considered, resolved, and they have been mobilized and persuaded many times by the departments, organizations of the district and An Dong commune.

Therefore, the An Duong District People's Committee is completing legal documents to issue a decision to enforce land recovery this afternoon. "The recovery will not affect the process of resolving Ms. Trang's petition regarding the damage to her house by the construction unit," the An Duong District leader affirmed.

The level-separated interchange project at the intersection of Ton Duc Thang - Nguyen Van Linh streets will be implemented in the 2021-2024 period, with a total investment of nearly 670 billion VND from the Hai Phong City budget, and is expected to be put into use before the Lunar New Year 2024.
