According to planning experts, subdivision 11 is identified as a multifunctional area, playing an important role in the overall development orientation of the province. According to the project, the total planned land area of the subdivision is nearly 3,342 hectares, the land use structure is clearly divided. Urban construction land accounts for the largest proportion (81.60%), including main functional areas such as residential land, industrial land, service land, medical land, culture and education. This allocation shows a clear orientation towards creating a bustling urban center, where economic , commercial, service and high-tech industrial activities are promoted, creating many job opportunities and increasing income for people.
One of the top priorities of the planning is to invest in a synchronous technical infrastructure system with a focus on upgrading traffic infrastructure and building new arterial roads. Hien Van Commune strives to protect village space and ecological living environment.
Hien Van, one of the localities in sub-region 11, is typical of the sustainable development orientation, harmoniously combining urbanization and cultural preservation. The locality proactively identifies areas that need protection such as ancient houses, traditional cultural spaces, strengthens the management of household separation, construction permits, and house renovation to avoid destroying the village architecture. The embankment of 3 large lakes in Kieu, Na, and Noi villages not only creates a beautiful ecological landscape but also symbolizes the connection between people and nature, between tradition and modernity.
Zoning plan 11 especially emphasizes the role of culture in the development process. Areas with concentrated historical and traditional cultural relics are zoned for protection, creating open spaces for tourism , festivals, and community cultural activities such as: Phat Tich Pagoda, Phuc Nghiem communal house, Long Kham communal house, Ren village pagoda, Hoai Thuong communal house... These are the "cultural lungs" that help preserve identity, create differences and attractiveness for the area. In the planning explanation, cultural functions are allocated reasonably, from cultural and eco-tourism integrated trade and service centers to public areas with cultural functions.
