Model of social housing development for low-income people
Social housing not only solves the housing problem for low-income people, but also acts as a driving force for sustainable development, towards a prosperous and equitable society. This is identified as one of the country's key socio -economic programs.
In Ha Tinh , before 2025, despite many difficulties in terms of resources and land funds, the whole province has completed 2,188 social housing units and housing for experts, officials, workers and laborers. In particular, the Provincial Party Committee, People's Council, Provincial People's Committee together with departments, branches and sectors have paid close attention and created all favorable conditions to implement the pilot social housing project phase I in Thach Linh ward (now Thanh Sen ward), opening an important step in the strategy of developing social housing in the locality.

With a total investment of 355 billion VND from non-budgetary sources, the project is Ha Tinh Development Investment Fund is the investor, implemented methodically, ensuring progress, safety, quality and aesthetics; completed acceptance and put into use from October 2019. The apartment complex is located in the new urban area of the city, convenient traffic location, inheriting synchronous infrastructure such as markets, hospitals, schools, commercial centers, banks. Right on the campus, essential utilities are fully arranged and of high quality such as Tri Duc Kindergarten, campus 2, mini supermarket, community room..., forming an architectural complex associated with a civilized and modern living environment.


These amenities have helped the project quickly attract a large number of residents, especially young families. Mr. Tran Trong Hoa shared: “The social housing area meets the needs of my family and other young families at the present time. Right on the 2nd floor, there is a high-quality kindergarten, very convenient for taking 2 children to school. In addition, the sports field, mini supermarket... are also built synchronously with the campus arranged with trees, parking lots, internal roads, lawns, miniature landscapes..., creating a fresh and green living environment".



To date, more than 470 apartments with nearly 1,000 residents have lived stably in the social housing area. A very humane policy for many low-income households, when they only need to have their own capital from 150 million VND, the rest is supported through preferential loans from the Vietnam Bank for Social Policies (VBSP) Ha Tinh branch, with stable interest rates and a maximum loan term of 25 years. The low interest rate and long loan term are suitable for people's ability to repay.



Ms. Tran Thi Ha Trang - a resident here said: “My family has 2 young children who are going to school. As a young couple with limited income, in order to have a “settle down” apartment of 68m², we were able to borrow nearly 350 million VND with a preferential interest rate according to Decree No. 100/2015/ND-CP of the Government. Thanks to that, my family has the opportunity to own a stable place to live and work with peace of mind like today”.

Continuing the humanistic policy, giving wings to the dream of settling down
From the initial success of construction projects before 2025, Ha Tinh continues to synchronously deploy solutions to implement Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030".
The province has also set a target of developing social housing and worker housing for middle-income and low-income households in urban areas, workers and laborers in industrial parks and export processing zones; striving to complete about 3,700 apartments by 2030.

To realize this major policy, the province established a Steering Committee for Social Housing Development headed by the Chairman of the Provincial People's Committee to strengthen the supervision and inspection of the implementation and promptly resolve difficulties and problems during the implementation process. In this roadmap, the pilot social housing project in Thach Linh Ward, Phase II (now Thanh Sen Ward) is identified as a key project, contributing to the success of Phase I and realizing the province's goal of building 3,700 apartments.

On December 18, 2024, the People's Committee of Ha Tinh province issued Decision No. 40/QD-UBND approving the adjustment of the investment policy and approving the investor for phase II of the project with a total estimated investment of VND 550 billion.
The project has a total floor area of over 46,200m2 with 3 12-storey buildings, over 500 apartments; 41 3-storey commercial houses with a traffic system, trees, playgrounds, sports, parking lots and synchronous technical infrastructure, and other utilities. With reasonable prices, modern design, full utilities equivalent to commercial apartment buildings, the project promises to meet the needs of "settling down and working" of the majority of people.

This information makes many people expect the project to continue to expand in scale, improve the quality of infrastructure and utilities, and meet the housing needs of many low-income households.
Ms. Tran Thi Van Anh (Ha Huy Tap ward) expressed: “I have 2 young children, my husband works far away, our income is limited, so buying land and building a house in this context is very difficult. I hope phase 2 will be completed soon so we can buy an apartment to stabilize our lives. If infrastructure, landscape and utilities continue to be invested synchronously, it will certainly attract more people to live, forming a civilized and cohesive community.”

With the attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the coordination of departments and branches, Ha Tinh Development Investment Fund will officially start the project on August 19, striving to complete construction after 20 months.
Mr. Pham Thai Binh - Director of the Provincial Development Investment Fund said: “The project is one of the key projects, expected to contribute to reducing the pressure on housing for low-income people, while creating a premise to complete the urban infrastructure network, improving the quality of life for residents. The Fund has developed a specific plan to organize and implement necessary activities, ensuring completion within the expected time; in which clearly define the timelines for each stage, tasks, divide the bidding packages, determine the responsibilities of investors, contractors, state management agencies, and closely monitor to ensure quality and construction progress”.

Phase II will apply 3D building information modeling (BIM), digitizing all design and construction data, helping to simulate the project visually from the beginning. The application of 3D BIM allows for design optimization, cost control, shortening progress, early detection of technical problems, while ensuring the synchronization of infrastructure and utilities, bringing practical benefits to residents when moving in.
Along with the attention of authorities at all levels, the policy of borrowing to buy and hire-purchase social housing continues to be an important financial lever for people. The maximum loan amount of the program is 1 billion VND, with a maximum loan term of 25 years.
Mr. Phan Ngoc Vu - Deputy Head of Planning and Credit Department (Ha Tinh Provincial Bank for Social Policies) said: “From the beginning of 2025 to now, the Provincial Bank for Social Policies Branch has been allocated 70 billion VND of loan capital for the social housing program. Up to now, the outstanding loan balance of the program in the area has reached more than 733.6 billion VND, with 1,913 customers still having outstanding loans. The Bank continues to coordinate with authorities at all levels and entrusted socio-political organizations to promote propaganda, help people understand the policy; at the same time, properly implement the lending process, ensure the right subjects, publicity, transparency and create maximum favorable conditions for eligible customers to access loans, including households with the need to buy social housing to stabilize their lives in the long term".

The social housing pilot project phase II is not only a simple construction project but also has profound significance in ensuring social security, contributing to solving the housing problem for low-income people in the province. The project is even more meaningful when it starts on August 19, welcoming the Ha Tinh Provincial Party Congress and celebrating the 80th anniversary of National Day September 2. The implementation of this project will also contribute to helping Ha Tinh realize the goal of building 6 social housing projects in the period of 2025 - 2030.
