Double “boost” for transportation and social infrastructure

On August 19, about 250 projects across the country were simultaneously started and inaugurated. In the North alone, there were 3 national key projects and dozens of Group A projects. This event not only celebrated the 80th anniversary of National Day, but also sent a strong message about the determination of the Government and localities in investing in the future.

Urgent works

Most of the projects inaugurated on August 19 aim to address urgent needs in energy, transportation, healthcare, environment and technology; at the same time, shaping a modern, synchronous infrastructure, capable of serving long-term development goals. Notable among them is the commissioning of Unit 1 of the Hoa Binh Hydropower Plant expansion project with a capacity of 240MW. The project has a total capital of VND9,222 billion, expected to provide an average of 490 million kWh/year.

Mr. Bui Phuong Nam, Director of Power Project Management Board 1, said that the project aims to increase the ability to mobilize peak capacity for the national power system, especially during times of high load. In addition to helping stabilize the frequency of the national power system, the project also helps reduce operating costs for the entire system, not to mention its role in maximizing the amount of excess water discharged during the flood season to generate electricity, avoiding wasting water resources. In the harsh weather conditions and complex terrain, Vietnam Electricity Group and construction units have made every effort to reach the finish line, in time for the inauguration on August 19.

In the field of culture and trade, the National Exhibition and Fair Center put into operation on this occasion is expected to be a highlight in Hanoi's infrastructure development. With a scale of 90 hectares and a total capital of more than 7,000 billion VND, this national key project is among the largest exhibition areas in the world .

The project's timely completion has a very special meaning as it is in time to hold a major event of the country, the Socio-Economic Achievements Exhibition on the occasion of the 80th anniversary of National Day. Chairman of the Hanoi People's Committee Tran Sy Thanh assessed that the project is capable of organizing international and regional political and cultural events; creating opportunities for the city to expand cultural exchanges and connections and promote investment, trade and tourism, motivating the city to develop civilized and modern.

Along with the two outstanding projects above, the projects inaugurated on August 19 in the Northern region show a breakthrough in infrastructure development towards improving the quality of life for people. In particular, the Yen Xa Wastewater Treatment Plant (Hanoi), with a capacity of 70,000m3 /day and night, will significantly improve the quality of river and lake water, contributing to overcoming the long-standing pollution situation in Hanoi, protecting public health and moving towards sustainable development. Similarly, the 300-bed Central Obstetrics Hospital 2 in Hanoi and the 1,000-bed Nghe An Oncology Hospital will also significantly reduce the load on existing facilities. These projects also expand access to high-quality medical services, especially in specialized treatment and maternal and child health care.

In addition, the inauguration of two technology development projects of Viettel Group with a total investment of VND 27,000 billion on this occasion is also a strategic infrastructure development step, not only serving domestic needs but also laying the foundation for Vietnam to participate more deeply in the global value chain in the fields of digital technology, artificial intelligence and data security.

Traffic Lever

Among the projects that were started and inaugurated at the same time, the transportation sector occupies a central position with 59 works. Of which, the Gia Binh International Airport construction investment project has the "largest" investment capital, up to 120,839 billion VND, to upgrade the scale to a 4E airport level (capable of receiving the largest and most modern aircraft today).

With an expected design capacity of about 5 million passengers/year by 2030; 15 million passengers and 1 million tons of cargo/year by 2050, Gia Binh International Airport is planned to become the Northeast regional aviation center, reducing the load on Noi Bai International Airport, promoting infrastructure, urban, tourism and trade development in Bac Ninh province and neighboring areas. This project will be connected to the Lao Cai - Hanoi - Hai Phong railway and Hai Phong and Quang Ninh seaports, creating favorable conditions for cargo transportation.

Vice Chairman of Bac Ninh Provincial People's Committee Dao Quang Khai informed that Gia Binh International Airport project is a national key project, welcoming the APEC 2027 event, which has received special attention from the Party, State, National Assembly, and Government and created many special policies for implementation. In the past time, Gia Binh commune has coordinated with related units to complete compensation for the construction area, implement resettlement projects, and ensure the necessary conditions for the project to start and construct on schedule.

Another project that has a widespread meaning for the entire Northern region is the component project of the 3rd Ring Road 4 of the capital region with a length of more than 112km, total investment capital of 56,293 billion VND. The project is identified as a strategic traffic route, playing the role of a "lever" for development, connecting the capital with satellite cities, reducing traffic congestion in the inner city and promoting the socio-economic development of the region. After completion, the project will reduce the load on Ring Road 3, which is only a belt belonging to the central urban area, currently struggling with a traffic volume about 2.5 times higher than the design, often congested during peak times.

Another transport project that is also expected to have regional connectivity and spread is the Dong Dang - Tra Linh expressway project phase 2, with a total investment of more than 11,200 billion VND under the public-private partnership (PPP) method, with a total length of 121.06km.

Mr. Hoang Duc Tho, Deputy Director in charge of the Cao Bang Provincial Traffic Construction Investment Project Management Board, said that the management unit and local authorities have made every effort to speed up the site clearance progress. Currently, preparations for the groundbreaking ceremony have been basically completed, ready to construct phase 2 of the project. After completion, the project will meet the transportation needs connecting the economic and political center with the northeastern mountainous provinces, economic zones, national tourist areas, industrial parks, serving the goal of promoting socio-economic development, ensuring national defense and security and maintaining border sovereignty.

Deputy Minister of Construction Nguyen Danh Huy said that the new routes are designed according to expressway standards, with a speed of 80-100km/h, preparing for the rapidly increasing transportation demand in the next decade. Many units and localities are making efforts to construct in 3 shifts, 4 teams, promptly removing obstacles in site clearance, procedures, etc. However, if not well managed, even though the project is magnificent, its exploitation efficiency may be low. Therefore, the Ministry of Construction will strengthen quality control, progress, ensure labor safety, protect the environment and especially prevent loss and waste, gradually perfecting the transportation network.

According to Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong, many projects that were started and inaugurated this time in Ho Chi Minh City are key projects that people have long expected (such as the Ho Chi Minh City - Moc Bai expressway, Dinh crossroads, Doi canal renovation...). The city has mobilized large resources, allocating thousands of billions of VND for compensation and site clearance to ensure progress. Starting and inaugurating a series of infrastructure projects right on the occasion of the August Revolution and National Day September 2 is an event of profound political and social significance, demonstrating Ho Chi Minh City's determination on the path of rapid and sustainable development. This is also a practical gift sent to the city's people on the occasion of the great national holiday.
