Fulfilling the commitment to the Government, the Ministry of Construction and the province, on August 19, the first resettlement area of the high-speed railway project through Ha Tinh officially started construction at Lien Vinh residential group, Ha Huy Tap ward with an area of 3.8 hectares and a total investment of 37 billion VND.
In just over 1 month since the establishment of the Compensation Council for Land Acquisition and Site Clearance, Ha Huy Tap Ward has completed a "huge" amount of work, from meeting with residents to approve policies and planning, approving technical research reports, completing procedural documents, establishing a progress schedule, and ensuring construction starts in accordance with regulations.

Mr. Nguyen Nhat Linh - Vice Chairman of Ha Huy Tap Ward People's Committee said: "Previously, the old localities of Ha Huy Tap Ward have applied this lesson well to clear 18.27km of the North - South Expressway through the area. From the experience gained, as soon as the policy to implement the high-speed railway project was announced, we proactively approached all documents and mobilized the entire political system to participate in propaganda and mobilize people to agree to carry out the clearance work".
Along with the "lightning-speed" start of the first resettlement area in Lien Vinh residential area, Ha Huy Tap ward has also completed and approved the planning of the remaining two resettlement areas in Dong Tan residential area and Ky Cac residential area to simultaneously start construction in October 2025. As planned, the high-speed railway project on the North-South axis passes through 14 villages of Ha Huy Tap ward with a total length of 9.1km, affecting 1,067 households, of which 860 households have agricultural land (64.4 ha) and 177 residential plots (10.2 ha). The project also passes through 2 cemeteries and 3 family temples in the old Thach Dai commune, 2 cemeteries and 4 family temples in the old Tan Lam Huong commune; affecting part of the area of Saigon Ha Tinh Beer Factory.

At this time, many localities across the province are concentrating on site clearance for the high-speed railway project on the North-South axis. Applying effective methods from previous projects, localities have strengthened propaganda work combined with recording the current status of site clearance boundaries, avoiding the situation where people intentionally build and expand illegally to demand compensation.
In Cam Lac commune - a locality that previously had a "headache" because of the situation of people expanding their constructions to "receive" compensation for land acquisition for the North-South expressway project, as soon as the direction of the high-speed railway was determined, the local government proactively went to each household to propagate and sign a commitment not to build or expand houses or auxiliary works on the family's land area.


Mr. Bien Van Thuyet - Party Secretary, Chairman of the People's Council of Cam Lac commune shared: "In land acquisition and clearance for projects, we consider propaganda work as a key task, to be implemented persistently, persistently, continuously and throughout the implementation process, especially to arouse and promote the traditions of the homeland and the traditions of the clan. At the same time, the locality promotes the exemplary and pioneering role of cadres and party members to mobilize relatives and neighbors to agree on the project's policy. The key to opening the door to success in land acquisition and clearance is "skillful mass mobilization", arousing the endogenous strength, solidarity and consensus of the people".
By doing a good job of propaganda, up to now, Cam Lac commune has completed the review and statistics of households that are expected to be relocated and resettled. It is estimated that the high-speed railway passing through Cam Lac commune is 8.1km long, with a total expected area of 56.2 hectares of land of all kinds. The locality will build 4 resettlement areas to serve the relocation of 100 households. "Going to every alley, knocking on every door", grasping the thoughts and aspirations of the people, listening to public opinion, the Party Committee and the government of Cam Lac commune are creating a high consensus in the site clearance work for the high-speed railway project on the North-South axis.

According to the investment policy decision approved by the National Assembly in Resolution No. 172/2024/QH15 dated November 30, 2024, the high-speed railway project on the North-South axis has a total route length of about 1,541 km, passing through 15 provinces and cities. In Ha Tinh, the project passes through a total length of about 103.42 km, the starting point is in Bac Hong Linh ward, the end point is in Vung Ang ward. In the province, 3 stations (2 passenger stations, 1 cargo station) will be arranged in Ha Huy Tap ward and Song Tri ward.
Ha Tinh has 18 communes and 5 wards within the project area with nearly 2,000 households affected; of which, about 1,279 households must be resettled. The province plans to build 37 resettlement areas with a total area of about 87.4 hectares. Through many times of propaganda and public consultation, the construction locations of the resettlement areas have received high consensus from the people.
Ha Tinh strives to start construction of resettlement areas in October 2025 to relocate affected households, laying the foundation for the project's basic completion of site clearance work by December 2026, handing over at least 80% of the site to the investor according to Resolution No. 106 dated April 23, 2025 of the Government. With their proactive and drastic actions, recently, Ha Tinh, along with the provinces of Lam Dong, Dak Lak, Thanh Hoa, Ninh Binh and Vietnam Electricity Group, was commended by Deputy Prime Minister Tran Hong Ha at the meeting to deploy site clearance work for the high-speed railway on the North-South axis. This is the driving force for the entire political system in the province to be determined and make great efforts in implementing site clearance work in the coming time.

With practical experience in implementing many national key projects through the area, Ha Tinh has been applying many creative and drastic methods right from the beginning to mobilize the entire political system to participate in the implementation of site clearance for the high-speed railway project. In particular, after stabilizing and operating smoothly the 2-level government apparatus, localities are promoting the role of "being close to the people" to effectively implement site clearance work. It is believed that with the "skillful mass mobilization" method, mobilizing the endogenous strength, solidarity and consensus of the people, Ha Tinh will ensure the site clearance progress, contributing with the whole country to complete the national key project by 2035.
