Removing the "bottleneck" of construction materials to speed up construction projects

Construction materials play an important role in accelerating the progress of construction works and projects. Therefore, in recent times, ensuring the supply of construction materials for projects has been jointly undertaken by both the political system and businesses, in order to bring trillion-dollar projects to completion on time.

At the project to upgrade and expand National Highway 8C from the intersection of National Highway 8A in Tu My commune to the intersection of Ho Chi Minh Road in Huong Son commune, construction units are urgently implementing items such as roadbed embankment, crushed stone grading and drainage construction. This is one of the key projects, which when completed will help connect traffic and develop the regional economy .

To complete the roadbed project, according to Thanh Huy Group Corporation - the construction unit, the total project needs about 360,000m3 ^of soil, but currently there is still a shortage of more than 80,000m3 of fill ^soil .

Construction of National Highway 8C requires a large volume of fill to complete the embankment project.

It is known that the main source of materials is taken from the soil mine of Vinh Thang Mineral Exploitation Joint Stock Company. Recently, the company has been approved to propose increasing the mining capacity to serve the project to finish on schedule. This coordination has partly resolved the difficulties, helping the project to maintain construction.

Machinery operates at full capacity to ensure the source of earthwork materials for key projects.

The Bac Thach Ha Industrial Park Infrastructure Investment and Construction Project (VSIP Ha Tinh ) has a total investment of 1,555 billion VND with a scale of 190.41 hectares. This is one of the key projects, expected to create a breakthrough for Ha Tinh's economy.

Engineer Pham Van Ly - Site Commander of Dai Hiep Company Limited - executing VSIP project said: "In the past, due to many reasons, the construction encountered difficulties, especially the source of materials. However, thanks to the drastic intervention of Ha Tinh Provincial People's Committee, the construction process has gradually overcome difficulties, ensuring progress. Currently, the unit is urgently mobilizing maximum human resources and machinery to implement the earthwork item, ensuring construction progress".

Construction units deploy the earthwork project at VSIP project.

It is known that on June 4, 2025, the Provincial People's Committee granted mineral exploitation license No. 1259/GP-UBND to Duc Toan Construction and Trading Joint Stock Company. Immediately after being granted the license, the unit is focusing on exploitation to grant land for the VSIP project.

Mr. Doan Van Hoai - manager of the mine of Duc Toan Construction and Trading Joint Stock Company said: "The unit is mobilizing maximum human resources, 6 excavators, and a fleet of trucks operating continuously to provide Dai Hiep Company Limited and Dong Anh General Trading Company Limited to construct the VSIP project".

After being licensed, Duc Toan Mine mobilized human resources and machinery to supply VSIP project to ensure progress.

Ha Tinh is facing a large demand for construction materials, especially when the North-South high-speed railway project is about to be implemented. According to data from the Department of Agriculture and Environment, there are currently 65 mineral mines for construction materials with valid licenses in the area. However, the number of these mines only meets nearly 70% of the material needs of construction works and projects.

To fundamentally solve this problem, in the past time, the Department of Agriculture and Environment has advised the Provincial People's Committee to approve the plan to auction mineral exploitation rights in 2024 and 2025; successfully organized auctions for 6 land fill mines; 1 construction sand mine; 1 brick and tile clay mine and 2 construction stone mines.

According to Mr. Nguyen Anh Son, Deputy Head of the Minerals Division, Department of Agriculture and Environment, said: "In order to continue organizing the auction of mineral exploitation rights to meet the demand for construction materials in the area in the coming time, the Department has issued Document No. 3844/SNNMT-KS dated July 17, 2025 requesting the Provincial People's Committee to approve the Plan for auctioning mineral exploitation rights for common construction materials in 2025 for 15 mineral mines (including 12 land fill mines, total area of 102.33 ha, forecast resources of 14.092 million ^m3 ; there are 3 sand mines for riverbed construction, total area of 15.28 ha, forecast resources of 0.614 million ^m3 ). In which, the Provincial People's Committee has advised the regulations on the exploitation period from 18 months to 30 months to meet the needs of projects and works being implemented.

Particularly for the North-South high-speed railway project, the Department of Agriculture and Environment has also issued a document advising the Provincial People's Committee on requesting localities to review and include in the planning locations that can be exploited for construction materials to supply key projects in general, especially the North-South high-speed railway project to be implemented in the near future.

In addition to efforts to resolve difficulties in supply, Ha Tinh has also continuously tightened management. Enterprises are required to strictly comply with legal regulations on mining, transporting and using minerals.

The authorities have strengthened inspection and strictly controlled the use of excavated foundation materials for embankment, while ensuring that excess materials are gathered in the right place; fully complying with tax and fee obligations and mine closure procedures after exploitation.
