Implementing the direction of the National Assembly, the Government and the Ministry of Construction on the investment policy of the high-speed railway project on the North-South axis, the People's Committee of Ha Tinh province has directed relevant departments, branches and localities to proactively review and prepare necessary conditions to implement the project on schedule.
According to the pre-feasibility study report provided by the Railway Project Management Board (Ministry of Construction) - the project investor, the high-speed railway project on the North-South axis through the area has a length of about 103.42 km, the starting point is in Bac Hong Linh ward, bordering Nghe An province and the ending point is in Vung Ang ward, bordering Quang Tri province (former Quang Binh province).

In Ha Tinh province, there are 3 stations (2 passenger stations and 1 freight station); 1 depot (where trains are managed, stopped and repaired) located in Ky Hoa commune, serving freight train operations in the Ngoc Hoi - Vung Ang section; 3 maintenance stations (1 station in Viet Xuyen commune, 1 station in Cam Lac commune and 1 station located in Ky Hoa commune) to store maintenance equipment and materials.
Mr. Le Anh Son - Deputy Director of Ha Tinh Department of Construction said: After checking and reviewing the route according to the preliminary design of the approved project pre-feasibility study report, due to some inappropriate locations, units and localities in the province have made recommendations and proposals to the Railway Project Management Board and the Ministry of Construction for adjustments in the project feasibility study report step.


Specifically, Ha Tinh proposed to move the Viet Xuyen maintenance station from the left side of the route (East) to the right side of the route (West, in the North-South direction); consider moving the Ky Hoa maintenance station to ensure suitability (prioritizing the option of moving to the North to avoid intersecting with National Highway 1).
Research on moving the centerline of the high-speed railway through the old Cam Xuyen district to ensure road and railway safety corridors according to regulations; consider moving the centerline of the railway through the old Hong Linh town to minimize site clearance in the Den Ca area and impact on the infrastructure of the 110kV Hong Linh Transformer Station...

The reason for the proposed design adjustments, according to Mr. Le Anh Son - Deputy Director of Ha Tinh Department of Construction, is to limit the impact on spiritual works, key works, and local socio-economic development.
For example, the proposal to move the Viet Xuyen maintenance station from the left side of the route (East) to the right side of the route (West) stems from the fact that the Eastern area has been planned for Bac Thach Ha Industrial Park, the Bac Thach Ha Industrial Park Infrastructure Investment and Construction Project (VSIP Ha Tinh Industrial Park Project Phase 1) has been approved by the Prime Minister for investment policy.
Or the proposal to study the relocation of the high-speed railway line through the old Cam Xuyen district, because the route of this section is too close to the North-South expressway that has been under construction, some sections overlap the corridor between the road and the railway, the railway cuts through the rest stop area in Cam Hung commune. This not only affects the function of the rest stop but also causes difficulties in organizing technical space and ensuring traffic safety.

The Provincial People's Committee has sent many documents to the Ministry of Construction, and the Ha Tinh Department of Construction has invited the Railway Project Management Board to work directly with the locality. However, up to now, the official route plan has not been finalized. Implementing site clearance work when the route plan may still need to be adjusted in many locations will cause waste of resources and affect progress.
In addition, Ha Tinh also requested the Ministry of Construction to study and advise competent authorities to consider amending and adjusting the bridge protection area for river bridges, thereby reducing the area of land acquisition and clearance to facilitate land acquisition and clearance work and ensure the investment efficiency of the project.

According to the Deputy Director of the Ha Tinh Department of Construction, the volume of land acquisition for the project in the province is very large, with an estimated 1,350 households affected by residential land, needing resettlement, along with a series of essential technical and social infrastructure works that must be relocated. The relocation and clearance of these works requires a relatively long time to prepare and organize. However, up to this point, the locality has only been provided with a preliminary land acquisition boundary, and has not yet been handed over the coordinates of the stakes and markers in the field. According to Resolution No. 106 of the Government, the handover of the land acquisition stakes and markers will be carried out between March and December 2026, while according to the direction, the time to basically complete the handover of the site is December 2026.
The above reality raises an urgent need to soon have unified instructions on the scope of implementation of compensation, support and resettlement contents based on the preliminary design as well as soon unify the route, speed up the progress of handing over GPMB markers so that localities have sufficient legal and practical conditions to organize synchronous, timely and on-schedule implementation according to the direction of the National Assembly and the Government.
