Hanoi strives for growth of 8% or more in a two-level local government system

On the morning of July 8, the Hanoi People's Council opened its 25th session (the regular mid-year session of 2025) to review and resolve many important issues, including those related to the implementation of the 2024 Capital Law.

Attending the opening session were Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation; Vice Chairman of the National Assembly Vu Hong Thanh; along with leaders of Hanoi and delegates of the Hanoi People's Council.

In his opening speech, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that the meeting took place right after the city completed the work of reorganizing the apparatus according to the 2-level local government model. The implementation was carried out seriously, synchronously, methodically, ensuring quality and on schedule.

After the reorganization, the number of administrative units at the commune and ward level in Hanoi decreased from 526 to 126 (a 76% decrease), the highest in the country. The city also proactively proposed a mechanism to re-establish People's Councils at the commune and ward levels through the form of appointing delegates and leadership positions to ensure the synchronous, effective and efficient operation of the government apparatus.

In addition to organizational work, Hanoi continues to focus on economic development, ensuring social security and implementing key political tasks. In the first 6 months of 2025, GRDP increased by 7.69%; budget revenue reached more than 392,700 billion VND, equal to 76.5% of the estimate and up 51.4% over the same period last year; FDI attraction reached nearly 3.7 billion USD, 2.2 times higher than the same period in 2024. Political security, social order and safety are maintained; urban, rural, cultural and social fields are basically stable.

On that basis, the Chairman of the Hanoi People's Council requested delegates to focus on discussing and objectively evaluating the achieved results, analyzing the concerns and inadequacies and anticipated feasible solutions, aiming to achieve the economic growth target of 8% or more in the context of the two-level local government apparatus operating.

At the 25th session, the Hanoi People's Council reviewed 16 reports and passed 21 resolutions.

This session also spent time reviewing 16 reports and passing 21 resolutions, including many thematic resolutions to implement the Capital Law, such as: mechanisms to attract strategic investment; building industrial cultural centers; developing commercial cultural areas; policies on exploiting and using agricultural land funds in riverside areas; measures to reduce plastic emissions; supporting social insurance and health insurance for policy beneficiaries...

"This is a group of new policies and regulations, which are important and practical to specify the provisions of the Capital Law. I request that delegates carefully study, discuss responsibilities, and contribute opinions so that the policies issued have high practical effectiveness, contributing to the construction and development of the Capital," emphasized Chairman of the Hanoi People's Council Nguyen Ngoc Tuan.

The session also devoted half a day to questioning and re-questioning activities, including content related to the implementation of legal regulations on food safety in the city.
