According to the report, based on the review results, the City People's Committee has compiled the number of projects/tasks implemented by the district level as 27,845 projects/tasks; projects in the medium-term public investment plan of the city, districts (including commune level) are 24,584 projects/tasks with the allocated medium-term capital of VND 273,989 billion.
Accordingly, the City People's Committee proposed the following implementation principles: Revenue sources and expenditure tasks of the district-level budget will be arranged first, and transferred to the city-level budget in the immediate future. Current commune-level projects will be transferred to the new commune level according to decentralization; district-level projects according to current decentralization will be transferred to the city when organizing a two-level local government.
The City People's Council resolved to re-assign plans for projects assigned by the People's Council and People's Committee at the city and district levels for the 2025 plan, the 2024 plan extended to 2025; update the 5-year medium-term public investment plan 2021-2025 from the district budget and the city-level medium-term plan.
Regarding the principle of transferring the new investor, in the immediate future, with the spirit of strong decentralization and delegation of power to the grassroots level, the city will implement according to the principle: Commune-level projects will assign the People's Committees of communes/wards to be the investors; District-level projects will assign the People's Committees of communes/wards to be the investors.
For projects in the area of two new communes/wards, the project owner is assigned to a new commune/ward. In particular, the criteria for assigning the new commune/ward as the investor for projects in the area of two or more communes/wards with a larger workload, or more land acquisition and clearance, or a more complicated nature of land acquisition and clearance, or in the area of the commune of the old district assigned as the investor, or the project is basically completed, only the final settlement of the project remains... (mainly in the fields of transportation, irrigation, and dykes).
Also according to the proposal of the City People's Committee, the City People's Council assigns the new commune-level People's Council to perform the tasks, powers, and authority for tasks under the authority of the City People's Council. The Chairman of the City People's Committee assigns the Chairman of the commune-level People's Committee to perform the tasks, powers, and authority of the level that decides on investment in programs and projects that were previously arranged to be implemented by the district level and now assigned to the new commune level.
Thus, it is expected that 12 projects/tasks will be transferred to city-level units; 27,764 projects/tasks will be transferred to new commune-level units.
Also according to the plan submitted by the City People's Committee, update and adjust the 5-year medium-term public investment plan 2021-2025, the city-level public investment plan 2025, including receiving capital from the Central Government to Hanoi city to implement Hoa Lac High-Tech Park projects; update projects with capital from the Land Development Fund according to the conclusion of the Audit and Inspectorate of the Ministry of Finance ; reduce capital for projects/investment expenditure tasks back to districts, towns from one-time land rent payments (reduce 970 billion VND).
Consolidate and update the district-level medium-term public investment plan into the city-level medium-term public investment plan with capital equal to the cumulative annual capital plan from 2021 to 2025 allocated by districts, towns and cities, which is 154,639 billion VND. The People's Committees of districts, towns and cities are fully responsible for project legal procedures and data.
For projects affected by the failure to organize district-level government and reorganize commune-level administrative units with capital plans arranged for 2025, there are 1,207 projects, of which it is proposed to stop implementing 289 projects that have been arranged for capital plans for 2025.
Regarding the management of the Capital Plan for the last 6 months of 2025, the City People's Committee proposed that the City People's Council assign the City People's Committee to decide on adjusting the medium-term and annual public investment plan when implementing the organization of two-level local government.
Regarding the implementation of new tasks and projects after the implementation of the two-level local government organization, the City People's Committee directed the new communes/wards to review and propose the next implementation for all new projects that have not been arranged for annual capital plans by the previous district level, to be completed in the third quarter of 2025.
Regarding the handover of projects, for district, town and city projects handed over to the city's Project Management Boards, the handover must be completed before June 25, 2025; for projects handed over to new communes/wards or handed over to regional Project Management Boards, the handover must be carried out after the City People's Council meets and resolves on the organization of two-level local government and before July 1, 2025.
