Removing difficulties for the civil status sector in Lam Dong

On the morning of August 27, the Ministry of Justice's working delegation led by Deputy Minister Nguyen Thanh Ngoc worked with the People's Committee of Lam Dong province to inspect and guide the removal of difficulties and obstacles in the implementation of two-level government in the field of civil status.

From July 1, 2025 to August 15, 2025, the civil status registration agencies in the province have processed more than 46,400 civil status registration applications. After the province was merged, the commune level was consolidated and the local government organization at 2 levels was organized, online civil status registration, interconnected administrative procedures for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old continued to be implemented.

In addition, death registration, permanent residence cancellation, and funeral support in the province are always carried out in accordance with the provisions of law as well as regulations on the division of authority.

According to the provincial Department of Justice, the new civil status registration and management system of the Ministry of Justice, implemented since July 1, 2025, has basically stabilized. However, the process of working on the systems as well as handling civil status affairs during the operation of the two-level government still faces many difficulties.

Specifically, the new civil status system has not synchronized all civil status data, so some procedures must be done manually to return results to people in time and then update them.

The data has been transferred by the Ministry of Justice since July 20, 2025. However, many data have not been transferred to the correct management unit, and are still missing, so the technical switchboard must be contacted for processing support, which takes a lot of time.

The new civil status system of the Ministry of Justice will be operational from July 1, 2025, so there are still many errors that lead to many difficulties when operating the system. The team of civil status officials in the province is still small compared to the current workload.

Meanwhile, the decentralization of authority from district to commune level in civil status mainly involves foreign elements, requiring skills, expertise and experience to resolve, leading to confusion...

Speaking at the meeting, Comrade Nguyen Minh, Vice Chairman of the Provincial People's Committee, requested the Department of Justice to promptly synthesize good practices of units and localities nationwide to develop a handbook for units and localities in Lam Dong to learn from.

The provincial leaders will also continue to direct the Department of Justice to coordinate with units to effectively implement the task. At the same time, there will be a plan to improve the team of civil servants performing civil status work in the area to meet the requirements. Along with that, there needs to be synchronous investment in the system of equipment and machinery in localities; regularly inspect and tighten administrative discipline in the process of implementing the task.

Concluding the working session, Deputy Minister Nguyen Thanh Ngoc acknowledged the efforts and determination of Lam Dong Provincial People's Committee and units and localities in performing tasks when implementing the 2-level local government model.

He shared the difficulties that are arising, when 80% of administrative procedures are resolved at the commune level; meanwhile, the apparatus has not really operated smoothly.

To gradually remove obstacles in the field of civil status, the Deputy Minister of Justice requested the leaders of the Provincial People's Committee to consider removing daily difficulties of communes. At the same time, direct the sectors to complete the database, especially in merged communes. In particular, ensure the peak progress of 90 days and nights to clean up marriage data.

At the same time, continue to invest in a synchronous information technology system, especially for the Public Administration Service Centers in communes and wards. Based on the scale of the area, population and number of administrative procedures, there will be a suitable and fair distribution and arrangement of civil servants to do household registration work...
