Maintain the 'flow' of credit capital policy

After the merger of Thai Nguyen and Bac Kan provinces, one of the major concerns is to ensure the smooth operation of institutions serving the people. With its assigned functions and tasks, the Vietnam Bank for Social Policies has maintained the flow of policy credit capital, contributing to stabilizing social security and economic development in localities.

In the old Bac Kan province, the Social Policy Bank (SPB) system still maintains all commune transaction points, ensuring that people are not interrupted in accessing preferential loan programs.

Since the merger policy was announced, the People's Credit Fund has proactively developed a plan to improve its apparatus, review its loan portfolio, standardize data and arrange staff to suit the new situation.

Mr. Ha Sy Con, Deputy Director of the Thai Nguyen Branch of the Vietnam Bank for Social Policies and Director of the Bac Kan Transaction Office, said: The administrative name has changed, but the people's demand for loans for business, economic development, and poverty reduction has not decreased. Therefore, the task of the Vietnam Bank for Social Policies is to ensure that capital flows are correct, sufficient, and timely.

With a transaction network located in communes and wards operating through savings and loan groups, the People's Credit Fund has proactively promoted and guided people to continue using the same loan programs without being enhanced by administrative factors.

At the same time, the application of digital technology in records management and disbursement helps the conversion process not cause congestion, still ensures service for thousands of poor and near-poor households and other policy beneficiaries.

By the end of June 2025, the total capital of the VBSP in the Bac Kan area (old) reached 3,593 billion VND. Of which, the loan turnover reached 581 billion VND with more than 8,800 loan turnovers; outstanding credit reached 3,584 billion VND, a growth rate of 2.4%. In particular, credit quality continued to be well maintained with the overdue debt ratio at 0.15%.

From programs for lending to poor households, loans for production development in difficult areas, loans for clean water and rural environmental sanitation... thousands of households have had the conditions to invest in afforestation, livestock farming, house renovation, purchase of production tools, creating sustainable livelihoods.

"Although the administrative organization has changed, the spirit of serving the people of the staff of the Social Policy Bank has not changed. Many bank staff are still working hard with the groundswell to promptly disburse loans, collect debts, and support people in making documents. They are the lasting "bridges" between the Party, the State and the people in the sustainable poverty reduction campaign," said Pham Thi Hien, Director of Cho Moi Transaction Office.

In the coming time, the VBSP will continue to improve its operating procedures in line with the new administrative unit; At the same time, it will closely coordinate with local Party committees, authorities and socio-political organizations to effectively manage and control capital sources.

Ensuring policy capital flows is a clear demonstration of the role of the VBSP as a sustainable support for the poor and vulnerable, even during the transition period of the administrative apparatus.
