(Baothanhhoa.vn) - To promptly overcome the consequences caused by Storm No. 5, Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee - Head of Working Group No. 5 signed and issued Official Dispatch No. 14326/UBND-THDT requesting a number of communes and wards in the province to urgently focus on responding to floods after the storm, ensuring the safety of people's lives and property and the State.

Fire Police and Rescue Force organized the evacuation of people's property in the area affected by the T2 canal dike break in Tong Son commune.

Implementing the Prime Minister 's Official Dispatch No. 147/CD-TTg dated August 25, 2025 on focusing on overcoming the consequences of Storm No. 5, responding to post-storm floods and the Official Dispatches and directions of the Provincial Party Standing Committee, the Provincial Party Standing Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee; to promptly overcome the consequences caused by Storm No. 5, focus on responding to post-storm floods, ensure the safety of people's lives and property and the State, Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee - Head of Working Group No. 5 requested the Party Secretary and Chairman of the People's Committee of the communes: Kim Tan, Van Du, Ngoc Trao, Thanh Vinh, Thach Binh, Thach Quang (old Thach Thanh district area); Ngoc Lac, Thach Lap, Ngoc Lien, Minh Son, Nguyet An, Kien Tho (old Ngoc Lac district area); Cam Thuy, Cam Thach, Cam Tu, Cam Van, Cam Tan (old Cam Thuy district area); Nong Cong, Thang Loi, Trung Chinh, Truong Van, Thang Binh, Tuong Linh, Cong Chinh (old Nong Cong district); Nhu Xuan, Thuong Ninh, Xuan Binh, Hoa Quy, Thanh Phong, Thanh Quan (old Nhu Xuan district) focus on leading, directing, and organizing the immediate implementation of the following urgent tasks:

1. Urgently review, count, and make preliminary assessments of damage and proactively mobilize all local forces (military, police, youth, etc.) to overcome the consequences of storm No. 5; quickly stabilize people's lives and soon restore production and business. Organize food, foodstuff, and necessities relief for households affected by natural disasters at risk of hunger, especially households that have to evacuate/relocate; arrange temporary accommodation for households that have lost their homes; absolutely do not let anyone go hungry, cold, or homeless; focus on treating people injured by the storm.

2. Focus on directing, inspecting, and urging the work of protecting agricultural production, natural disaster prevention and control works, key dams, operating pumping stations, drainage culverts, and works under construction; based on the development of rain and floods after the storm, resolutely evacuate people living in flooded areas, high-risk areas of landslides, flash floods, and vulnerable areas that threaten life safety.

3. Assign leaders to directly direct the response to post-storm floods in key areas, especially villages and hamlets at risk of being isolated by floods and landslides; strengthen propaganda and advise people to limit travel when there is heavy rain and floods; arrange forces to block 24/7, guide and support people to participate in safe traffic, do not let people move if safety is not ensured, especially through overflows, areas with deep flooding, fast-flowing water, landslides or high risk of landslides.

4. Actively coordinate with functional units to promptly fix and restore power supply, telecommunications signals, and domestic water to ensure people's lives and production and business activities; focus on handling, cleaning, and sanitizing the environment, ensuring traffic activities return to normal soon after the storm.

Storm No. 5 is assessed as a very strong storm with complex developments; the storm circulation continues to affect, with a high risk of floods and landslides. Therefore, the Party Secretary and Chairman of the People's Committee of the communes are required to absolutely not be subjective, negligent, or lose vigilance; focus on leading and directing the timely and effective implementation of tasks to promptly overcome the consequences of natural disasters, minimizing damage to people and property; soon stabilize people's lives and production; promptly report to the Provincial People's Committee on complicated issues arising beyond their authority (if any).
