According to the decision to allocate 10th grade enrollment quotas by the Ho Chi Minh City Department of Education and Training for the 2024-2025 school year, 113 public high schools will enroll 71,020 students. A decrease of nearly 6,000 students compared to the 10th grade enrollment period for the 2023-2024 school year.

Of the 113 schools, more than 50% of schools reduced their enrollment quotas, 34 schools remained stable, and only 14 schools increased their enrollment quotas, which was insignificant. From this reality, teachers, parents, and students are quite worried because the number of 9th grade students increases every year while the enrollment quota for 10th grade decreases, leading to high competition.

The Department of Education and Training expects about 13,947 students will not register for the 10th grade exam.

In response to this concern, speaking with Thanh Nien Newspaper reporter , Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that for many years, Ho Chi Minh City has always maintained a stable rate of student streaming after junior high school according to Decision No. 522/QD-TTg dated May 14, 2018 of the Prime Minister . Specifically, 70% of junior high school graduates will study in grade 10 at public high schools, the remaining 30% will study other models suitable to their abilities, conditions, family circumstances, career orientation, etc.

In addition, every year, after completing grade 9, the city has about 16,000 students who do not register to take the grade 10 entrance exam. Through data analysis, it shows that these students have proactively oriented their learning path such as studying abroad, vocational training at secondary schools, colleges, etc.

The leaders of the Department of Education and Training also announced the statistics of the last 3 school years as follows:

  • In the 2021-2022 school year, Ho Chi Minh City has 99,692 grade 9 students and 83,302 students registered for the public grade 10 entrance exam, 16,390 students did not register for the public grade 10 entrance exam.
  • In the 2022-2023 school year, Ho Chi Minh City has 108,297 9th grade students and 92,517 students registered for the public 10th grade entrance exam, 15,780 students did not register.
  • In the 2023-2024 school year, Ho Chi Minh City has 113,807 9th grade students and 96,334 students registered for the public 10th grade entrance exam, 17,473 students did not register.

This year, according to statistics from the Ho Chi Minh City Department of Education and Training, there are a total of 116,296 9th grade students studying in public and non-public secondary schools. The Department of Education and Training expects that about 102,349 9th grade students will register for the public 10th grade entrance exam, about 13,947 students will not register for the exam but choose another learning path as has happened every year.

Bases for determining public grade 10 quotas

From the above figures, according to Mr. Le Hoai Nam, if the 10th grade enrollment quota is assigned to public high schools based on the total number of 9th grade students, it will create a virtual quota. It may cause high schools to not recruit enough assigned quotas. This situation was clearly shown in the 2023 10th grade enrollment season when many public high schools did not recruit enough assigned quotas even though the city allowed additional recruitment.

Thus, from the above factors combined with the conditions of staff, facilities, classrooms... of public high schools, the Department of Education and Training of Ho Chi Minh City has determined specific targets for each school as announced, said the leader of the Department of Education and Training of Ho Chi Minh City.

The vocational school system is currently developing quite strongly.

According to the leader of the Department of Education and Training, currently, in addition to assigning enrollment quotas for grade 10 to public high schools, the department also assigns quotas to non-public schools, intermediate schools, and colleges to enroll students who have completed junior high school. In particular, the vocational school system is currently developing quite strongly. Most schools have renovated spacious and modern facilities, improved the curriculum in the direction of increasing practice time and reducing theory teaching time.

In particular, to meet the diverse needs of parents, these schools organize high school programs in parallel with vocational training programs, open semi-boarding and boarding classes... After graduation, students have both a vocational degree and a high school diploma, can work or transfer to university or college. Students who have just graduated from junior high school and register for vocational training will be exempted from 100% of tuition fees.
