The Prime Minister stated that, in this solemn ceremony, we respectfully remember and express our infinite gratitude to President Ho Chi Minh - the great teacher of the Vietnamese Revolution, the national liberation hero, the world cultural celebrity of Vietnam - who "brought glory to our nation, our people and our country".
We remember the great contributions of our revolutionary predecessors; show gratitude to the heroic martyrs who heroically sacrificed for the independence and freedom of the Fatherland and the boundless pain and loss of the Vietnamese Heroic Mothers, wounded and sick soldiers, former youth volunteers, frontline workers, and families with meritorious services to the revolution.
We are deeply grateful to all classes of people, generations of cadres, soldiers, workers, farmers, doctors, teachers, scientists, intellectuals, artists, businessmen, youth, women, people of all ethnicities and religions, and our compatriots abroad who have made tireless efforts, persistently contributed, devoted themselves, responsibly, and devoted themselves to the cause of national liberation, national reunification, and the construction and protection of our beloved socialist Vietnam.

On behalf of the Government, the Prime Minister respectfully thanks the Party and State leaders of all periods for their close leadership and direction, comprehensive concern, sincere sharing, and deep sympathy with the Government during difficult and challenging times. The Prime Minister also sends his deepest gratitude to the members of the Government, leaders of ministries, sectors, and localities of all periods for their solidarity, joint efforts, and unanimity in building the Government for the Party, for the country, and for the people.
The Prime Minister stated that, looking back at the 80-year history of the Government through the difficult, challenging but also glorious, honorable, proud and glorious periods of the Vietnamese Revolution, under the leadership of the Party Central Committee, of beloved President Ho Chi Minh, regularly and directly by the Politburo, the Secretariat, and the General Secretary through the periods, from the Provisional Government of the Democratic Republic of Vietnam in 1945 to the Government of the Socialist Republic of Vietnam today, we are all united, unified, "unanimous from top to bottom, clear from top to bottom", always making every effort, striving tirelessly, all for the goal of "National Independence associated with socialism" and a prosperous and happy life for the people, contributing to achieving great victories, creating turning points that "change the situation, change the state".

The Prime Minister emphasized that currently, the Government continues to focus on directing the promotion of three strategic breakthroughs, establishing a new growth model, restructuring the economy, promoting industrialization and modernization of the country, and building new production forces.
Resolutely implement the "four pillars" according to the Politburo's Resolutions on breakthroughs in science, technology, innovation, digital transformation; international integration; law making and enforcement; private economic development. Urgently completing and submitting to the Politburo for promulgation Resolutions to create breakthroughs in the development of the State economy, education and training, people's health care and cultural development.

Implementing the motto "resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses"; with the viewpoint of taking internal resources as fundamental, strategic, long-term and decisive; external resources as important, breakthrough and regular, the Government has focused on directing the drastic implementation of breakthroughs in developing the socio-economic infrastructure system; strongly promoting the construction and completion of key infrastructure projects on highways, airports, seaports, digital infrastructure, education, healthcare, cultural infrastructure, etc.; urgently implementing the Lao Cai-Hanoi-Hai Phong high-speed railway project; clearing the ground to prepare for the construction of the North-South high-speed railway and urban railway in Hanoi and Ho Chi Minh City; urgently completing procedures to deploy the construction of Ninh Thuan Nuclear Power Plant 1 and 2.
Effective development of infrastructure systems, digital transformation... has been a bright spot in recent years, contributing to a clear change in the country's appearance, promoting investment attraction and opening up new development space. We will exceed the planned target of 3,000km of expressways and 1,000km of coastal roads in 2025...

The Prime Minister affirmed that throughout its 80-year glorious history, through many difficult, arduous and challenging periods, under the wise leadership of the Communist Party of Vietnam, the Government through its terms has clearly demonstrated a spirit of high determination, great efforts, and drastic actions, together with the people and soldiers of the whole country, achieving great and historic achievements in all fields.
Entering a new stage of development, in the context of the world and domestic situation, there are opportunities, advantages and difficulties, challenges intertwined, but difficulties and challenges are more, under the leadership of the Party, with the spirit of "The Government is the servant of the people", "...putting the people's interests above all. Whatever is beneficial to the people must be done with all our might. Whatever is harmful to the people must be avoided with all our might", the Government is grateful and will continue to promote the good and glorious traditions of the Government through the periods to overcome all difficulties and challenges, constantly renew thinking, act decisively, courageously, confidently, self-reliantly, and self-reliantly, together with the whole country, strive to successfully implement the two 100-year strategic goals set forth in the Resolution of the 13th National Party Congress.

On behalf of the Government, the Prime Minister called on every cadre, civil servant, public employee and worker in the state administrative system to uphold the spirit of responsibility, wholeheartedly serve the Fatherland and the people; act decisively; go hand in hand with action; towards the people and businesses: "don't say no, don't say difficult, don't say yes but don't do"; towards work: dare to think, dare to do, dare to take responsibility for the common good.
The Prime Minister called on compatriots and soldiers nationwide, overseas Vietnamese and the business community to uphold patriotism, self-reliance and self-improvement; continue to promote the tradition of solidarity, humanity and humanity; and join hands with the Government to build a prosperous, democratic, prosperous, civilized and happy Vietnam.

We firmly believe that, under the leadership of the glorious Communist Party of Vietnam, the companionship and supervision of the National Assembly, the support of the Vietnam Fatherland Front, the participation of the people, the Government, all levels, sectors, localities, and compatriots and soldiers nationwide will continue to promote the spirit of solidarity, join hands, and strive to successfully implement the set strategic goals, bringing the country firmly into the new era, standing shoulder to shoulder with the world powers, as beloved President Ho Chi Minh always wished.
In his speech, General Secretary To Lam stated that 80 years ago, during the historic days when heaven and earth were shaking, under the Party's flag, the entire nation rose up to take control of its own destiny. The young revolutionary government was born amid countless difficulties: internal and external enemies, famine, illiteracy, and an empty treasury. However, it was in that harshness that the steely mettle of a government of the people, by the people, and for the people was forged. Enlightened farmers, workers, and intellectuals "rolled up their sleeves" to build a new State on the foundation of national independence and the aspiration for freedom and happiness.
Since the birth of the Democratic Republic of Vietnam, many generations of government leaders, from the central to the grassroots levels, have entered a challenging and difficult period, where everything was unfamiliar and difficult. You comrades were both national administrators and soldiers on the front lines of governance and protection of the peaceful lives of the people; you were both institutional architects and master craftsmen who built the first institutions of a socialist rule-of-law state in extremely harsh conditions.
History has witnessed two great protracted resistance wars, where the nation's will crystallized into unparalleled strength. During those years, generations of government leaders and government agencies shouldered the entire national "machine" operating in the war: transforming scarce resources into the strength of the entire people; organizing production and logistics; coordinating policies, maintaining discipline; mobilizing intelligence, financial resources, and the people's hearts and strength for the frontline.
From “a grain of rice divided in half”, from “a bowl of rice shared in half”, our Government has realized the spirit of “being unchanging, responding to all changes”: firmly holding on to the goal of independence and freedom, but being flexible, adaptable and creative in all strategies. Those were the years when every directive document, every executive decision was deeply imprinted with responsibility for the nation’s life; where every inch of liberated land, every factory, construction site, village, hamlet, school, medical station, cultural house built and restored after enemy bombings all had the shadow of the “locomotives” in the Government apparatus.
On the day the country was unified, the country was reunited, and the comrades faced an extremely heavy and important mission: to heal the wounds of war, overcome the consequences of destruction, and lead the whole nation into a period of construction and development. That was the period when every penny of capital, every kilo of rice, every meter of fabric was as precious as gold; every decision was a careful consideration between urgent needs and limited resources.
Amidst this shortage, generations of government leaders and government agencies have persistently sought ways to innovate governance, pilot new mechanisms, remove barriers, and unleash social resources. When Doi Moi was initiated, we once again took the lead in a breakthrough in thinking: shifting from a centralized, subsidized mechanism to a socialist-oriented market economy, laying the foundation for a new period of development, where law, market, and governance discipline become the foundation for innovation and entrepreneurship.
From the first cautious steps to increasingly perfect institutional reforms, the Government apparatus over the periods has persistently laid the foundation for the country's transformation. Each 5-year plan, each national target program, each strategic infrastructure project is a brick in the great work of building the Fatherland; each effort to reduce poverty, expand social security, universalize education and health insurance, modernize agriculture, and build new rural areas is a bridge to ensure that no one is left behind.
On the foreign affairs front, the Government and the entire political system have firmly maintained the policy of independence, self-reliance, peace, friendship, cooperation and development; proactively and actively integrated into the international community; expanded partnerships; and made Vietnam a responsible member of the international community. New-generation free trade agreements, strategic infrastructure connections, highways, seaports, airports, industrial parks and high-tech zones are living proof of a Vietnam that changes every day.
Behind the growth figures are the sweat, intelligence and dedication of countless national administrators from the central to local levels. Behind the transformation of the economy are sleepless nights of meetings, drafts written and rewritten, and persistent dialogues with businesses and people to find solutions that harmonize interests. Behind the approaching prosperity are the silent sacrifices of many generations of officials who keep themselves clean, respect the law, and put the interests of the nation and people above all else.
On behalf of the Party, State and people, General Secretary To Lam expressed his infinite gratitude to generations of leaders of the Government and government agencies through the ages, who have contributed their sweat, blood, youth and even their lives to build the national administration and governance; respectfully remembering the comrades who have passed away, the heroes, martyrs, and predecessors who have devoted their whole lives to the Fatherland.
The General Secretary stated that gratitude is to engrave and to engrave is to continue. The precious tradition of the Government can be summed up in a few words: courage-discipline-solidarity-integrity-action-creativity-effectiveness-for the people. Courage to stand firm in the midst of change; discipline for the system to operate smoothly; unity is strength; integrity to keep the people's hearts; action to turn resolutions into reality; creativity to overcome challenges; effectiveness to improve the quality of life of the people; and for the people, so that all policies seek the ultimate goal of happiness and prosperity for every Vietnamese person.
The General Secretary emphasized that on every occasion of major holidays and important events of the nation, the Central Executive Committee organizes meetings to visit, acknowledge and express gratitude to those who have rendered service to the country and have made contributions to the cause of protecting and developing the country; to review the heroic history of the nation, the Party and the people, to listen to the opinions of comrades in order to continue to lead and govern the country, bringing the country to continue to exist forever in peace and development.
This year, the Party leaders organized meetings with leaders and former leaders of the Party and State, veteran revolutionaries, Vietnamese Heroic Mothers, people with meritorious services and relatives of people with meritorious services to the country and the revolution; generals, officers, veterans, soldiers in the people's armed forces, generations of government leaders, National Assembly deputies through the periods, intellectuals, scientists, artists, businesses, representatives of workers, representatives of religions, ethnic groups, representatives of all classes of people and international friends...
Look back to move forward, be grateful to move forward. Every stage we have traveled is imbued with the mark of solidarity, intelligence and discipline; of steadfast goals, flexible strategies; of the Party's will blending with the people's heart.
We are proud of our tradition, we honor the achievements of the past 80 years, and in this turning point, we need to act in the spirit of offensive revolution as our predecessors did.
Before the white-haired but intelligent and clear-sighted heads; before the hearts that have gone through many hardships but still burn with love for the country and the people, we always respect and feel the heavy responsibility. Each comrade is a living history, an example for today's and future generations to learn from, to firmly step into the future.
The General Secretary hopes and believes that, no matter what the circumstances, you comrades will continue to accompany the current Government: giving frank and constructive comments, inspiring and supporting the young generation, spreading good values. I hope you comrades will continue to take care of your health, continue to write, continue to exchange, continue to listen and pass on the "art of national governance" that has been forged through a lifetime of dedication. I hope you comrades will continue to be the "warm fire" so that each cadre today, in the most difficult times, will still remember the path and walk firmly.
The General Secretary respectfully wishes the veteran revolutionaries, former leaders of the Government, ministries, ministerial-level agencies and government agencies of all periods, and delegates good health, longevity, happiness, and a happy and healthy life to witness the achievements of the Revolution and the Vietnamese people as the country celebrates 100 years under the leadership of the Party and 100 years of National Day.
