Gia Lai: Implementing 2 national key transport projects with the highest political determination

(GLO)- On the afternoon of August 5, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for National Key Projects of Gia Lai province, chaired the first meeting of the Committee in the form of direct online connection to a number of communes and wards in the province.

Currently, the province is focusing on preparations for the implementation of two key national transport projects: the North-South High-Speed Railway Project through Gia Lai province and the Quy Nhon-Pleiku Expressway Construction Investment Project with the highest political determination.

Specifically, the North-South High-Speed Railway Project through Gia Lai province has its starting point in Hoai Nhon Bac ward, bordering Quang Ngai province; its ending point in Quy Nhon Tay ward, bordering Dak Lak province. The total length of the route through the province is about 115.7 km (from Km886+300 to Km1002) and passes through 18 communes and wards of the province.

According to the design, the project will arrange 2 stations including: Bong Son Station in Hoai Nhon Nam Ward and Dieu Tri Station in Tuy Phuoc Tay Commune. Within the scope of the project implementation, 2 maintenance stations will be arranged including: Station No. 1 located near Bong Son Station and Station No. 2 located near Dieu Tri Station. The total land use demand of the project through Gia Lai province is about 758 hectares. The cost of site clearance for the entire route is about 6,410 billion VND.

To serve the project, Gia Lai province plans to invest in the construction of 38 resettlement areas, 6 reburial areas and 10 mineral mines. The resettlement areas are expected to start construction on August 19. Currently, localities in the province have marked the site clearance for 37/38 areas. At the same time, 18/18 localities in the province where the project passes have established a Compensation and Support Council for Site Clearance to promptly implement site clearance for the project.

Meanwhile, the Quy Nhon-Pleiku Expressway Construction Investment Project has a total length of about 125 km (about 40 km through Binh Dinh province (old), about 85 km through Gia Lai province (old)) and passes through 17 communes and wards of Gia Lai province (new).

The preliminary total investment of the Project is about 43,734 billion VND, from the state budget allocated from increased revenue, state budget savings in 2024, central budget and local budget sources for the period 2021-2025, 2026-2030.

It is expected that the total area of land initially occupied for the Project will be about 942.15 hectares; the cost of compensation, support and resettlement will be about 4,715 billion VND (excluding contingency funds). Of which, the Gia Lai Provincial People's Committee commits to allocate 1,250 billion VND from the provincial budget and other legal capital sources.

Through the synthesis of data from the project's pre-feasibility study report, the material demand for the entire project includes 20.52 million m3 of fill soil; 3.72 million m3 of sand and 3.32 million m3 of stone. The project is expected to start construction in October 2025.

Speaking at the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung acknowledged and highly appreciated the efforts of the Provincial People's Committee; provincial departments, branches and related communes and wards in sharing responsibility and implementing synchronous solutions to best prepare conditions for implementing two key national transport projects in the province.

Emphasizing the importance of the two projects, which once completed will open up new opportunities for the province's socio-economic development, comrade Ho Quoc Dung requested the entire political system in the province to focus on speeding up the progress of each project item to ensure the set progress.

In particular, the Provincial People's Committee continues to direct relevant departments and branches of the province to guide localities to issue land price lists as a basis for site clearance.

Along with that, urgently develop compensation plans; mark-setting work; plan resettlement areas; plan land funds around the two stations of the North-South High-Speed Railway Project; plan dumping sites when implementing the project. At the same time, study the planning of urban areas, industrial parks and industrial clusters along the Quy Nhon-Pleiku expressway.

Comrade Ho Quoc Dung assigned the Provincial Construction Investment Project Management Board and the Provincial Traffic and Civil Works Project Management Board to coordinate and speed up the site clearance progress of the Quy Nhon-Pleiku expressway project.

For the North-South High-Speed Railway Project through the province, the Provincial Party Secretary assigned the Land Fund Development Center to be responsible for site clearance.

The Department of Finance balances and allocates capital in the medium-term plan, and prepares capital to clear land for projects. The Department of Agriculture and Environment coordinates with relevant units to prepare mineral mines to serve the commencement of construction of projects.

Comrade Ho Quoc Dung requested the Provincial Party Committee's Propaganda and Mass Mobilization Department and the Provincial Vietnam Fatherland Front Committee to coordinate with investors to develop a propaganda outline on the urgency and importance of the two national key traffic projects so that people know, care about, and support them.

Regarding the Quy Nhon-Pleiku Expressway Construction Investment Project, he requested relevant units to study and organize a groundbreaking ceremony in the western part of the province before the 1st Gia Lai Provincial Party Congress and strive to complete the project in 2028, ahead of schedule.
