Culture is both a valuable resource, a driving force for development, and a destination in building and developing the Capital. But to achieve that, it must originate from the core of cultured people and cultured families.

Implementing Program 06-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on cultural and social development, improving the quality of human resources, building elegant and civilized Hanoians and Directive No. 30-CT/TU dated February 19, 2024 of the Hanoi Party Committee on strengthening the leadership of the Party Committee at all levels in building elegant and civilized Hanoians; the city has focused on cultivating the values of Thang Long-Hanoi culture for the citizens of the capital right from school, in parallel with imparting knowledge. That is a deep-rooted and lasting solution in building the culture and people of Hanoi.

Hanoi currently has 6,489 relics of all kinds. When visiting relics in the capital, tourists are often surprised to see many groups of students participating in activities to learn and experience at the relics.

This is the solution that the city has implemented when implementing the Local History education program. Instead of dry classroom hours, students at all levels in the area are now organized by the school to visit and experience directly at the relics, helping to build a foundation of knowledge about the city through learning about the important relics of the capital such as: Thang Long Imperial Citadel, Temple of Literature - Quoc Tu Giam, Co Loa Citadel...

Since 2018, the Hanoi Department of Education and Training has signed a heritage education cooperation program with the Thang Long Heritage Conservation Center to include sightseeing and experience activities at the World Cultural Heritage of Thang Long Imperial Citadel in the curriculum.

From this cooperation, every year, tens of thousands of students in the city have the opportunity to learn about the values of this World Cultural Heritage.

Similarly, the Center for Cultural and Scientific Activities of the Temple of Literature currently has about 30 different heritage education programs to convey the spirit of studiousness and the tradition of mandarin examinations of Thang Long-Hanoi in particular and Vietnam in general to the young generation.

Since 2021, more than 300 schools across the city have organized more than 2,500 traditional cultural experience activities for students in heritage spaces, implementing out-of-class lessons about Hanoi's famous cultural heritages. Through this, nearly 2 million students have access to the cultural values of Thang Long-Hanoi right from school.

Implementing Local History subject in schools, students learn about the relics in the area where they live and study.

Attending the Phuc Xa communal house worshiping the famous Ly Thuong Kiet in Bo De ward (Hanoi) during the local history class of students of Nguyen Gia Thieu Secondary School, everyone was surprised to see the students perform a short play about the resistance war against the invading Song army of the Ly army and people (12th century) under the talented strategy of famous general Ly Thuong Kiet. It is the approach in the form of dramatization that helps history become closer and more vivid to the students.

Through the lessons at Phuc Xa communal house, we deeply understand the thousand-year history of Hanoi. We were reminded by our teachers that being born and raised in a land with such cultural traditions, we have the responsibility to preserve and promote its values.

Nam Huong Communal House (Hang Trong Street, Hoan Kiem Ward, Hanoi) is not only a place for students to learn about relics, but also a place to spread the value of Hang Trong paintings to them.

Students in Hoan Kiem ward regularly participate in activities to learn about and draw pictures inspired by Hang Trong folk paintings - a unique cultural heritage of Thang Long culture, closely associated with the cultural life of the people in the old town.

In addition, the city also has many competitions on explaining about scenic spots, the "I'm a Tour Guide" contest... attracting the participation of students of many ages and grades.

Many schools such as the High School of Educational Sciences, the University of Education, and the Hanoi National University also have specialized camps on local history, with campsites and booths on historical topics, customs, heritages, etc. created by the students themselves. By doing creatively, learning while playing, knowledge about Hanoi has truly entered the lives of students.

Good in intelligence, beautiful in behavior, strong in body

In Hanoi, students at all levels are taught the document “Educating elegant and civilized lifestyle for Hanoi students”. Implementing education on elegant and civilized lifestyle is a measure to “build solidly from the foundation” for building the culture and people of Hanoi.

Right from the beginning of primary school, children have been taught about proper speech in the family, at school, in public places, etc. through a set of documents on education about polite and civilized lifestyle.

In addition to formal lessons, education on elegant and civilized lifestyle is also integrated into other subjects such as: Ethics, Civic Education, History, Literature, etc. Through lectures, students clearly understand the cultural traditions of Hanoi people, the beautiful behavior of "Trang An people", in order to apply them in life.

In particular, from the general policy of educating elegant and civilized lifestyle, localities and schools have been very creative in conveying the message of "good words, good behavior" to students.

The greeting culture of “Crossing hands-Smiling-Bowing” is implemented in schools in the wards of Viet Hung, Long Bien, Bo De, Phuc Loi (old Long Bien district). Teachers “instill” cultural behavior in students not only at school, but also in the family and in society.

To set an example for the students, teachers and school staff, from security guards to janitors, have changed the way they treat students, expressing their greetings, thanks, and apologies. Since then, these actions have become daily habits for the students. This movement has now spread to many different schools in the city.

Cau Giay Secondary School (Yen Hoa Ward, Hanoi) has implemented the behavior of "Smiling, being polite, bowing". The school also created a forum for students to share and express their thoughts on the behavior culture of "Smiling, being polite, bowing" so that the behavior of elegance permeates the students' behavior.

To further enhance the effectiveness of the implementation of Program No. 06-CTr/TU, on February 19, 2024, the Hanoi Party Committee issued Directive No. 30-CT/TU to strengthen the leadership of the Party Committee in building elegant and civilized Hanoians. After the Directive was issued, many more rich and diverse forms of implementation appeared throughout the city.

At Chuong Duong Secondary School, the movement “Greetings to Trang An people” is the core of educating elegant lifestyle. Long Bien Secondary School focuses on the movement “Politeness from the smallest things”.

Students are guided and trained in seemingly simple daily activities: Apologizing if they make mistakes, saying thank you when others help them, being polite when communicating with friends, helping people in difficulty, knowing how to listen to others...

At the primary level, educational forms are implemented vividly by schools so that children can easily remember and access them. Van Bao Primary School (Ha Dong Ward) attracts not only by its clean and beautiful space with many trees, but also by the billboards, posters, and slogans hung everywhere with gentle reminders: Go to school on time; be polite to teachers; be clean, dress neatly...

With the Code of Conduct being difficult for young children to remember, the school also has measures to make it easy for them to access. In the school library, the rules of dos and don'ts are designed like an open book, creating a friendly atmosphere for students.

Starting from the 2024-2025 school year, teaching elegant and civilized lifestyle to final-year students of preschool level has also brought initial results.

Hanoi is one of the pioneering localities implementing the Happy School model, with its own criteria, suitable for the Thang Long-Hanoi culture, which has been researched and applied from the 2024-2025 school year. In particular, the content of implementing the Code of Conduct in public places, building a culture of good behavior is also associated with building a "happy school".

Measures to educate personality and cultivate cultural behavior are carried out in parallel with innovation in educational methods. That helps students in the capital enjoy a comprehensive education system. For many years, the education sector in Hanoi has always been the leading flag of the country.

According to statistics from the Hanoi Department of Education and Training, the high school graduation rate of Hanoi students is over 99.7%, of which 200 schools have a 100% graduation rate. Hanoi students are also always present in teams competing in international tournaments and contributing to bringing glory to the country.

Implementing the suggestion of General Secretary To Lam at the meeting with voters of the three districts of Ba Dinh, Dong Da, Hai Ba Trung (old) before the 9th session of the 15th National Assembly, regarding the attention to the quality of teaching and learning, and comprehensive care for the development of children in the capital, at the 25th session held in early July 2025, the 16th Hanoi People's Council passed a Resolution on the mechanism for supporting boarding meals for primary school students at schools in Hanoi for the 2025-2026 school year.

This helps students ensure nutrition for physical development, especially for students in disadvantaged areas. From there, Hanoi is forming a new generation of citizens: Good in intelligence, beautiful in behavior, strong in physical strength.

The elegance of Hanoians is nurtured early, helping Hanoi students confidently integrate internationally in the digital age with their own character and personality.
