1. Propose timely solutions and new and appropriate strategic directions to help the domestic tourism industry adapt promptly to changes in international tourism policies, especially from large countries. As well as, continue to prioritize promoting foreign policies and promoting tourism trade to adapt to changing conditions, contributing to ensuring competitiveness and stable and effective development of Vietnam's tourism industry in the coming time.
2. Recommend continuing to direct measures to strengthen state management in the field of information and communication related to advertising, providing false information, and unofficial information that appears widely on some pages and social networks, causing people to waver and worry about social instability, potentially causing complex security factors in cyberspace, especially during the period of streamlining the apparatus; as well as implementing rectification and good management of e-commerce trading floors and e-commerce business branches (especially spontaneous trading floors) on pages and social networks.
The Minister of Culture, Sports and Tourism has responded to voters.
The Ministry's e-portal publishes the full text of the response of the Minister of Culture, Sports and Tourism according to Official Dispatch No. 3836/BVHTTDL-VP dated August 1, 2025 regarding the response to voters' petitions sent after the 9th session of the 15th National Assembly as follows:
1. Regarding the proposed content related to solutions and new and appropriate strategic directions to help the domestic tourism industry promptly adapt to fluctuations from international tourism policies, especially from major countries.
In the context of many domestic and international challenges and a rapidly fluctuating international tourism market, the Ministry of Culture, Sports and Tourism has been implementing a number of synchronous solutions, specifically as follows:
- Advise competent authorities to issue or issue under their authority new mechanisms and policies to improve the legal framework as well as create favorable conditions for international tourists to Vietnam and promote domestic tourism stimulus, specifically: (1) Coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security and relevant ministries and branches to advise the Government to issue Resolution No. 11/NQ-CP on 2 visa exemptions under the tourism stimulus program in 2025 for citizens of the following countries: the Republic of Poland, the Czech Republic and the Swiss Confederation with a temporary stay of 45 days from the date of entry for tourism purposes according to the program organized by Vietnamese international travel service businesses, regardless of passport type; Resolution No. 44/NQ-CP dated March 7, 2025 on visa exemption for citizens of the following countries: Federal Republic of Germany, French Republic, Italian Republic, Kingdom of Spain, United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway, Republic of Finland with a temporary stay of 45 days from the date of entry, regardless of passport type or purpose of entry, on the basis of fully meeting the entry conditions as prescribed by Vietnamese law; (2) Preside over and coordinate with relevant ministries and branches to advise the Prime Minister to promulgate the Plan to implement the Tourism System Planning for the 2021-2030 period, with a vision to 2045 according to Decision No. 382/QD-TTg dated February 21, 2025; (3) Issue the Tourism Development Stimulus Program in 2025 according to Decision No. 444/QD-BVHTTDL dated February 28, 2025 of the Minister of Culture, Sports and Tourism; (4) Coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security and relevant ministries and branches to advise the Government to consider and issue a mechanism on temporary visa exemption for foreigners who are in special need of incentives to serve socio-economic development; (5) The Ministry of Culture, Sports and Tourism signs cooperation agreements in the field of tourism with countries (such as: Korea, Thailand, Russia...) as a basis for implementing and promoting tourism development in the coming time.
- Proactively and actively coordinate with the Ministry of Agriculture and Environment in implementing the Coordination Program in developing effective and sustainable agricultural and rural tourism for the period 2024 - 2030.
- Strengthen market analysis and proactively adjust promotion orientation according to actual fluctuations, prioritizing resources for fast-recovering markets with high spending potential such as Korea, China, Europe, Australia, etc.
- Coordinate with localities and businesses to develop and exploit new, unique and attractive tourism products and services, promote the potential and advantages of natural resources and cultural resources, and promote "on-site export". - Promote inter-sectoral cooperation, actively propose and coordinate with ministries such as the Ministry of Foreign Affairs, the Ministry of Public Security, the Ministry of Industry and Trade, etc. to facilitate visas, aviation, electronic payments, and destination competitiveness in the region.
- Focus on promoting and promoting tourism with focus and key points, through international fair activities, programs introducing Vietnam in large and key markets, Vietnam Culture - Tourism Week abroad, EXPO 2025, promoting tourism through cinema, organizing famtrips, presstrips, associated with 3 national tourism messages and products suitable for the tastes of each market.
- Strengthen the application of technology and digital transformation in tourism promotion, develop a national tourism data platform (such as: developing and upgrading the national tourism application Vietnam Travel - Vietnam Travel and implementing tourism promotion communication through the application; building an "Online - Connected - Multimodal" electronic ticket system; maintaining, upgrading and popularizing tourism statistical reporting software according to regulations of the Ministry of Culture, Sports and Tourism; developing a tourism industry database system; communicating to serve State management and activities, images of Vietnam tourism on websites and social networks Zalo, Facebook, Youtube...)
- Promote socialization of resources and public-private cooperation in destination promotion programs to optimize costs, improve promotion efficiency, ensure flexible adaptability and stable development of Vietnam's tourism industry.
- Closely cooperate with international tourism organizations such as UN Tourism, PATA to update new tourism trends, innovative management methods, new thinking about the content of tourism types; promote cooperation with international corporations such as Booking.com, Traveloka, Mastercard, ForwardKeys, ... to take advantage of market analysis results and customer characteristics and consumption trends.
2. Regarding the content of the proposal related to continuing to direct measures to strengthen state management in the field of information and communication related to advertising
In recent times, the Ministry of Culture, Sports and Tourism has focused on implementing many solutions, strengthening inspection, supervision and promptly handling cases of taking advantage of social networks to advertise falsely, specifically:
(1) Advise the Government to submit to the National Assembly for approval the Law amending and supplementing a number of articles of the Advertising Law 2025 (effective from January 1, 2026). Accordingly, Article 15a is added after Article 15 of the Advertising Law 2012 on the Rights and obligations of the person transmitting advertising products, according to which the person transmitting advertising products: (1) Comply with the provisions of the law on consumer rights protection and other relevant provisions of law on providing information related to the features and quality of products, goods and services when advertising; (2) Verify the credibility of the advertiser; check documents related to the advertised products, goods and services; in case they have not used or do not clearly understand the goods, products and services, they are not allowed to introduce the goods, products and services; (3) Be responsible before the law in case the advertising content does not meet the requirements; (4) Be transparent in advertising activities: publicly announce the implementation of advertising, clearly distinguish advertising information from information posted and shared normally on social networks. At the same time, amend and supplement Article 23 of the 2012 Advertising Law on Online Advertising. Accordingly, advertising activities on cyberspace have been specifically regulated, with regulations on signs to identify online advertising activities; responsibilities of entities participating in online advertising activities; require solutions to check and monitor advertising content; specifically stipulate the rights and responsibilities of the person transmitting the advertising product. Add 01 Article on requirements for advertising content: advertising content must be honest, accurate, clear; not cause misunderstanding about the features, quality, uses, effects of products, goods, services. In case the advertisement requires notes, recommendations or warnings, they must be clearly, completely and easily accessible.
(2) The Ministry of Culture, Sports and Tourism has issued official dispatches to Vietnam Television (VTV), Voice of Vietnam (VOV), Radio and Television Stations, Newspapers and Radio and Television Stations of provinces and centrally run cities, television units, domestic and foreign social networks, general electronic information sites, advertising agencies and brands to implement the Prime Minister's direction in Official Dispatch No. 40/CD-TTg dated April 17, 2025 and 55/CD-TTg dated May 2, 2025, requesting strict compliance with legal regulations in advertising activities and strengthening management, supervision and rectification of advertising activities of medicines, milk and health protection foods. At the same time, at weekly press conferences, the Ministry has also regularly and proactively oriented, reminded, and disseminated to press agencies, requiring compliance with legal regulations related to advertising activities in general and especially advertising of food and functional foods; requiring press agencies to rectify, manage, and closely monitor the activities of reporters, editors, officials, civil servants, and workers in advertising products and foods related to people's and community's health. At the same time, directing press agencies to strengthen communication to raise people's awareness, equip them with the ability to self-identify false advertising, "exaggerated uses" of products, and proactively check information about the origin, source, uses, and features of foods before use.
(3) Strengthen inspection and handling of violators. Advertising products are diverse, according to many different sectors and fields. The Ministry of Culture, Sports and Tourism closely coordinates with relevant ministries and branches according to the principle that advertising violations related to which sector, that sector is responsible for assessing, verifying violations and proactively handling them according to the authority assigned by the Government in Decree No. 181/2013/ND-CP dated November 14, 2013 guiding the implementation of the Law on Advertising. In the past time, the Ministry of Culture, Sports and Tourism has actively coordinated closely with the Ministry of Health, the Ministry of Industry and Trade and relevant ministries and branches to deploy an inter-sectoral coordination mechanism focusing on reviewing and handling cases of celebrities, artists, and influencers on advertising networks, participating in advertising products that are not in accordance with product quality1, affecting people's trust and health. In the process of drafting the Decree amending and supplementing a number of articles of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government regulating administrative sanctions in the field of culture and advertising, the Ministry of Culture, Sports and Tourism will coordinate with relevant ministries and branches to research and supplement regulations and sanctions to handle violations to ensure deterrence and strictness of the law for cases where people who transmit advertising products violate the law. For online advertisements, especially on cross-border advertising platforms, where it is difficult to identify the identity of the advertiser, the Ministry of Culture, Sports and Tourism requires cross-border platforms to proactively scan AI to prevent violating advertising content and accounts.
(4) Strengthen the implementation of training and dissemination of laws for artists and KOLs, especially legal regulations on providing online content, advertising, and tax payment; closely connect with advertising and media companies to coordinate the management of advertising activities of artists and KOLs.
(5) Deploy propaganda campaigns to raise awareness and "self-resistance" ability for people to be vigilant in identifying advertisements with signs of violations and notify competent authorities for handling.
