- Could you tell us about the current ability to meet the actual need for safe anchorage to avoid storms for fishing boats in the province? + As of May 20, 2025, Quang Ninh has 6,190 fishing vessels, including 4,292 vessels of 6m or longer and 1,898 vessels under 6m. This number clearly reflects the great need for safe anchorage, especially during the storm season. Currently, Quang Ninh has 11 storm shelter anchorage areas approved by the Prime Minister in Decision 582/QD-TTg dated July 3, 2024 and Decision 80/QD-TTg dated February 11, 2023, including 7 provincial-level areas, 2 regional-level areas combined with fishing ports and 2 provincial-level areas combined with fishing ports. However, up to now, there are only 5 anchorages that are qualified to operate, namely the anchorages at Cam Thuy (Cam Pha), Cai Rong (Van Don), Vung Su Thoi Day (Dam Ha), Tien Toi (Hai Ha), Tien Lang (Tien Yen), with a total capacity of about 1,713 ships, which is about 27.7% of the total number of ships in the province. During the peak of the storm season, especially when many ships arrive at the same time, the situation of overload and lack of safe anchorage, especially for large-capacity ships, still occurs frequently. - What is the main reason why the investment progress and appraisal of anchorage areas is slow compared to actual needs, sir? + There are many reasons for the current delay, the biggest of which is the difficulty in investment capital. Most anchorage areas need capital from the central or provincial budget, with a large investment level (about 100-200 billion VND/area). However, the ability to balance annual capital is still limited, so the implementation is prolonged. Currently, 8/11 areas are being invested in infrastructure construction. Of which, 5 areas have been completed, but only 4 areas have been announced as qualified for operation, the remaining area in Vinh Trung (Mong Cai) is waiting for announcement. 3 other anchorage areas are under investment, including 2 regional areas in Cai Rong and Co To (phase 2), 1 area in Tien Toi (Hai Ha) has completed the anchorage infrastructure but has not yet built the fishing port infrastructure. In addition, there are 3 new areas planned from 2023, including: Ha Phong (Ha Long), Vung O Lon (Van Don) and Ben Xuong (Quang Yen) which are in the process of being proposed for inclusion in the medium-term public investment plan for the period 2025-2030. Some previous projects when approved did not foresee the characteristics of the coastal terrain with rapid sedimentation, large waves, and lack of uniformity in wave-breaking, buoy and signal systems, so they did not ensure safe anchoring standards according to Vietnamese standards, requiring additional investment. This is the main reason why the progress of appraisal and announcement of operational eligibility of many anchoring areas is still slow, failing to meet the practical needs of fishermen. - Faced with increasingly extreme weather, the Department of Agriculture and Environment Are there any specific solutions to speed up investment progress, upgrade anchorage areas, and protect the safety of fishermen and boats? + Recognizing the strategic role of anchorage areas in disaster prevention and protection of marine production, the Department of Agriculture and Environment has been implementing many groups of synchronous solutions. The focus is on advising the Provincial People's Committee to soon add areas that have not been invested in to the 2026-2030 medium-term public investment plan. In particular, prioritizing capital allocation for the regional anchorage area combined with Cai Rong fishing port (phase 2) and recommending the Central Government to continue allocating capital for the anchorage area project combined with fishing logistics services in Co To. |
In parallel, the Department of Agriculture and Environment Mobilizing social resources, attracting businesses to participate in investment, management and exploitation under the PPP (public-private partnership) mechanism, combining anchorage areas with fishing logistics services. Directing specialized units to closely coordinate with localities and relevant agencies to speed up the appraisal process, establish investment policies, and guide the dossier to announce locations eligible for operation for areas with completed infrastructure. Applying digital technology to improve the effectiveness of monitoring, guiding anchorage, warning of natural disasters, supporting fishermen to find safe locations and move promptly in emergency situations. At the same time, review and notify natural anchorage points with suitable conditions so that fishermen can proactively take shelter when the weather changes rapidly, especially in situations where they cannot return to the official anchorage area in time.
