Nearly 77,000 billion VND to implement new salary scale for officials and civil servants

The National Assembly Standing Committee (NASC) approved the allocation of VND76,769 billion from the 2024 central budget revenue increase to implement a new salary scale for officials, civil servants, and public employees from July 1.

Resolution 1767 signed by National Assembly Chairman Tran Thanh Man stated that the total increase in state budget revenue in 2024 is VND 342,699 billion, of which the central budget accounts for VND 191,900 billion, the rest belongs to local budgets.

The Standing Committee of the National Assembly decided to allocate the entire VND191,900 billion to five groups of tasks, of which the largest amount of VND76,769 billion is reserved for the salary reform roadmap according to Resolution 27-NQ/TW of the Central Committee on the new salary policy for the public sector and armed forces.

According to Resolution 27, the current salary scale system will be replaced by a salary scale based on job position, position and title. Preparing resources before disbursement is a mandatory condition for the new salary scale to be applied uniformly from the July 2025 salary period, replacing the current salary payment method based on coefficients and basic salaries.

Resolution 1767 requires the Government to urgently allocate funds to ministries, branches and localities immediately after the new salary arrangement plan is approved; at the same time, assign specialized agencies (including the Ministry of Home Affairs ) to continue completing the list of job positions and salary scales and tables, ensuring the system operates synchronously when the new salary table is applied from July 1.

The remaining revenue increase will be used for four tasks: VND 16,591 billion for exceeding the budget and reinvesting in localities; VND 1,940 billion for housing support for people with meritorious services; VND 86,900 billion for national defense - security, science - technology , digital transformation and boarding schools in disadvantaged areas; and VND 9,700 billion waiting for the National Assembly to decide on additional central budget reserves in 2025.

The Standing Committee of the National Assembly requested the Government to ensure the allocation and disbursement of funds on schedule and in compliance with the Law on Public Investment, avoiding dispersion and waste. The Prime Minister is assigned to allocate detailed capital sources for science and technology and digital transformation programs when conditions are met; ministries, central and local agencies must proactively plan to avoid transferring funds to the following year, and at the same time be responsible for the accuracy of data, disbursement capacity and efficiency of capital use.

Agencies of the National Assembly, the State Audit Office and the Vietnam Fatherland Front are assigned to supervise the entire implementation process of the Resolution, in order to ensure that resources for salary reform and other tasks are strictly and transparently managed, contributing to stabilizing the budget and creating a foundation for applying the new salary policy from mid-2025.
