Ensuring medical resources
Faced with the need to streamline the apparatus, the Tuyen Quang Health sector has proactively developed a plan to merge health units in conjunction with strengthening direction and ensuring professional activities. Practice also poses new requirements when the risk of interruption of essential health services, if not closely monitored, will cause a loss of continuity in vaccination, people in remote areas are easily interrupted in accessing services and the possibility of disease outbreaks is high.

Comrade Vu Hung Vuong, Deputy Director of the Department of Health, said: “The Department has strengthened its direction and reminded medical units to ensure smooth operations, without interruptions that affect disease prevention and control, and expanded immunization after the merger. Before, during, and after the merger, all documents and data on infectious diseases, epidemic prevention, and immunization in the area must be preserved and archived. The Department has requested the preventive health system to proactively review and ensure logistics, biological products, human resources, etc. to serve professional activities.”
Implementing the assigned tasks, the Provincial Center for Disease Control has proactively carried out the work of reserving and supplying vaccines according to the Expanded Immunization Program and emergency campaigns. Currently, the situation of infectious diseases in the summer is at risk of being complicated, so the Center strictly implements preventive work, closely coordinates with epidemiological surveillance lines, and handles outbreaks if they occur; directs lower levels to review subjects, advise on organizing vaccination plans and campaigns associated with propaganda, ensuring that all people have access to and benefit from necessary vaccines.
Maintain the "rhythm" of vaccination and disease prevention at the grassroots level
With proactive participation, localities have maintained good vaccination rates, ensured disease surveillance capacity and protected public health throughout the restructuring process. The health sector has rearranged vaccination points convenient for people and maintained regular vaccination schedules according to regulations. Children and pregnant women can be vaccinated at 104 commune and ward health stations and 18 regional health centers, with fixed vaccination schedules from the 5th to the 15th of each month. Grassroots health workers have performed well in their screening tasks and have counted over 21,000 people of the right age to update data and avoid missing vaccinations.
Since the completion of the administrative unit merger, 11 types of vaccines in the Expanded Immunization Program have been and are being deployed by the grassroots health system for the subjects. Of which, from July 5 to now, about 1,800 injections have been deployed. Along with that, epidemic surveillance has been maintained, the whole province has not recorded any large outbreaks or dangerous infectious diseases. The health system at all levels has coordinated to collect samples of some suspected cases of infectious diseases such as measles, flu, amoebic dysentery, hand, foot and mouth disease, Covid-19... for testing and timely prevention and treatment.
After the administrative unit merger, many health stations in the old communes became "satellites" of the new commune's central health station but still maintained good health care for the people. Comrade Pham Duy Hung, Head of Chan Son Health Station, Yen Son Commune said: "Thanks to the policy of maintaining old health stations under the new administrative unit, we ensure regular and on-schedule vaccinations. The station strictly maintains a 24/7 duty regime, ensuring the handling of first aid and emergency cases, routine medical examinations, and health consultations for the people. With a relatively large management area of 12 villages, the station has made plans, making the most of available resources to carry out professional work in the new period and connecting with the people to create a solid foundation for maintaining grassroots health care."
Ms. Phan Thi Dinh in Seo Ho village, Bach Dich commune shared: "After merging Na Khe commune with Bach Dich commune, I and the villagers were very excited that the old medical station continued to operate at the old facility, especially in the difficult traffic situation in the border area."
The arrangement of administrative units does not interrupt the task of taking care of people's health, but on the contrary, shows the pivotal role of the grassroots health system in preventing and fighting epidemics and ensuring vaccination. In the coming time, the provincial health sector will continue to consolidate and improve the grassroots health system, ensure reasonable allocation of human resources, and arrange enough staff in charge of vaccination and epidemic prevention and control in each locality. Strengthen the training of safe vaccination capacity, monitor and handle epidemics, determined not to interrupt, protect the health and essential medical rights of people in the whole province.
