Duc Trong determined to speed up disbursement of public investment capital

In the context of the economy recovering and developing, the People's Committee of Duc Trong district is showing great determination in accelerating the implementation and disbursement of the public investment capital plan for 2025. This is one of the key tasks to realize the socio-economic development goals of the locality, especially when the district is aiming to disburse an estimated 60% of the capital plan in June 2025, with a total investment capital plan for 2025 of over 215.5 billion VND.

Realizing the importance of public investment capital in creating momentum for growth, the People's Committee of Duc Trong district has continuously issued strong directives with specific requirements, including requiring departments, units, investors and communes and towns to participate in a synchronous and effective manner.

• CLEAR BOTTOM LINES, SPEED UP PROGRESS

One of the highlights in the direction of the Duc Trong District People's Committee is to strengthen discipline and order in the implementation and disbursement of public investment capital. Capital disbursement is identified as a key task in 2025, an important criterion for evaluating and classifying cadres, civil servants, and public employees, and even a criterion for considering the rotation, arrangement, and assignment of cadres to higher positions.

At meetings and directives of the Duc Trong District People's Committee on accelerating the disbursement of public investment capital, the leaders of Duc Trong District also emphasized the need to uphold the sense of responsibility, promote the role of the leader and seriously implement the instructions from superiors. All assigned tasks must be implemented with a high spirit of determination and great effort, ensuring that the work is handled thoroughly and neatly. In particular, the assignment of work must comply with the "6 clear" principles according to the direction of the Prime Minister : "Clear people, clear work, clear responsibility, clear authority, clear time, clear results", to ensure maximum transparency and efficiency.

To achieve the set disbursement target, investors are required to carefully review the methods, implementation and management of each project. The goal is to identify shortcomings, limitations and weaknesses right from each stage and step in order to promptly correct, overcome and propose specific solutions, promptly handle difficulties and problems.

In particular, the People's Committee of Duc Trong district requested to focus on speeding up the completion of documents and procedures to select consulting contractors, construction contractors, and supervisors for projects starting in 2025. Checking, reviewing, and carefully evaluating to select experienced and qualified contractors is a key factor to ensure the progress and quality of the project. Technical staff must regularly and continuously follow the project, research and propose flexible construction solutions (including overtime and working on holidays) to ensure continuous and synchronous progress, avoiding stagnation. Regarding payment and disbursement procedures, investors must prioritize completing the acceptance procedures for completed volume and completing payment documents within 3 days from the date of receiving complete application documents from contractors, sending them to the State Treasury for inspection and disbursement.

• PRIORITIZE KEY PROJECTS AND NEW RURAL AREA

The District Finance and Planning Department is assigned the key responsibility of closely monitoring the progress of each project on a daily and weekly basis. Promptly advise the District People's Committee to resolve difficulties and problems within 3 days of receiving reports from investors. At the same time, proactively review and propose capital transfers for projects that are slow to implement or not implemented to projects that need additional capital, in order to ensure effective use of capital. However, the district resolutely does not consider transferring capital to investors who are not determined and resolute in implementing their tasks, demonstrating strictness in management.

The disbursement of public investment capital has been focused on since the beginning of the year, with special priority given to focusing resources on site clearance to hand over for construction. Key projects such as the Bao Loc - Lien Khuong Expressway section through the district, Ta Hoet Lake, National Highway 28B, Ma Noi - Ta Nang Road, and sub-projects to improve infrastructure for agricultural development are receiving special attention, supporting investors in implementing the project. The District's Project Management Board for Construction Investment and Public Works is assigned to urgently prepare documents and procedures to implement the sub-project of compensation and site clearance for the Bao Loc - Lien Khuong Expressway Project, promptly reporting difficulties to competent authorities for resolution.

The People's Committees of Lien Nghia communes and towns are assigned to urgently speed up the implementation progress and disbursement of projects from public investment capital under the National Target Program on New Rural Construction, ensuring 100% disbursement of the assigned capital plan before June 25, 2025. Specialized departments such as: Economy , Infrastructure and Urban Areas, Agriculture and Environment, Finance - Planning are all required to increase support for investors, speed up the progress of document appraisal, contractor selection plan, as well as promptly handle difficulties and problems...

With the drastic direction and synchronous participation of the entire political system, Duc Trong district is showing high determination in accelerating the disbursement of public investment capital in 2025. This is an important premise for works and projects to be completed and put into use soon, contributing to promoting local socio-economic development in a strong and sustainable manner.
