This morning (June 23), at the Government Headquarters, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting of Steering Committee 751 (according to Decision No. 751/QD-TTg dated April 11, 2025 of the Prime Minister establishing a Steering Committee on resolving difficulties and problems of backlogged projects) on two contents: Implementing the Politburo 's Conclusion on difficult and stuck projects that need to be resolved and the content on the implementation status of Resolution No. 233/NQ-CP of the Government on renewable energy projects.

At the meeting, after listening to the reports and comments of leaders of relevant ministries and branches, Deputy Prime Minister Nguyen Hoa Binh stated that the direction and requirements of the Politburo are to urgently and fully review projects with difficulties and outstanding problems. In the process of removing difficulties and problems, violations must not be legalized and especially other negative and wrongdoings must not arise; it is necessary to refer to the experience of handling two hospital projects in Ha Nam, Viet Duc Hospital and Bach Mai Hospital, branch 2. Before removing difficulties, an inspection was conducted and the inspection conclusion was made, individuals and units with violations were included in the conclusion, after that these two projects were allowed to continue to be implemented, the violations are the responsibility of the relevant agencies, the investment part is the responsibility of the Ministry of Health to continue to undertake; Currently, two projects are being actively implemented and it is expected that next December, two hospitals will be put into operation.

In the spirit of the Politburo's direction, Permanent Deputy Prime Minister Nguyen Hoa Binh requested Steering Committee 751 to continue to coordinate effectively with relevant agencies to urgently review all projects with remaining difficulties and problems, especially to develop feasible solutions to handle them according to decentralization.

In reviewing and handling projects with difficulties and problems, the First Deputy Prime Minister paid special attention to the classification work; emphasizing that project classification is very important to find solutions, if the classification is not correct, the solution will not be correct. In the classification, there can be 3 types of project groups, specifically the first type is projects with investigation, inspection, examination and audit results; the second type is projects that are only stuck in legal procedures, no violations, and do not necessarily need to be inspected. The third type is those that have violations and must be inspected. Projects that need to be implemented by the Government Inspectorate, the Government Inspectorate will implement, but the general spirit is to decentralize to the maximum extent possible for localities to implement. In handling, projects may be related to investigation and inspection work, so the handover and management of records must be done well, in accordance with regulations, to avoid losing records.

Deputy Prime Minister Nguyen Hoa Binh requested relevant agencies to actively prepare contents for the Conference to review the implementation of Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo on the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities" and Resolution No. 170/2024/QH15 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of localities scheduled to be held in the coming time.

Regarding the implementation of Resolution No. 233/NQ-CP of the Government on renewable energy projects, emphasizing the overarching spirit of having to fully and responsibly carry out the Government's direction on removing difficulties for businesses; from the Government, ministries, branches, and localities must come together to handle, and the difficulties must be resolved, Permanent Deputy Prime Minister Nguyen Hoa Binh assessed that the implementation of Resolution No. 233 has so far been completed, and some tasks are being actively implemented as reported by the Ministry of Industry and Trade. However, there are still many unfinished tasks, difficulties, obstacles, and problems. These difficulties and obstacles must continue to be handled more quickly and more drastically, and the responsibilities of ministries, branches, and localities must be taken up by those agencies to handle and resolve them in the spirit of having a specific and clear direction, plan, and completion time.

At the meeting, the Permanent Deputy Prime Minister also gave specific opinions on directions for removing difficulties and obstacles related to renewable energy projects./.
