This is a group of candidates who meet the correct admission score threshold, but if all of them are admitted, the number will exceed the quota. To ensure the scale of enrollment, schools have their own regulations on secondary criteria.
The most common is the principle of priority according to the order of wishes. That is, when two candidates have the same score, the one who has the higher choice of that major will be considered for admission first. Some schools that are using this criterion include: University of Technology, Hanoi Law University, University of Natural Sciences (Hanoi National University), Hanoi Open University, Academy of Posts and Telecommunications Technology, University of Transport.
Meanwhile, Hanoi University of Science and Technology, Foreign Trade University, and University of Commerce choose the high school graduation exam score in Mathematics as a secondary criterion. If many candidates achieve the same standard score at the end of the list, the one with the higher Math score will be considered for admission first. In case the Math score still exceeds the quota, the schools will consider the order of priority wishes.

At the Academy of Finance , secondary criteria apply to each admission method. With the talent admission method, the secondary criterion is the average score of the 12th grade. With the high school graduation exam score method, the secondary criterion is the math score. With the combined admission method, the school takes the score of subject 1 as the secondary criterion and considers from high to low.
Hanoi National University of Education applies the secondary criterion of the total average score of grades 10, 11 and 12 of the subject group according to the regulations of each major.
The Academy of Journalism and Communication stipulates two groups of secondary criteria. For majors with major subjects that are multiplied by a coefficient, the school gives priority to candidates with a higher total score of the three subjects (not multiplied by a coefficient, not added with priority points or incentive points, not rounded). For the remaining majors, the school gives priority to candidates with higher high school math exam results.

The Ministry of Education and Training recently sent a document to universities regarding adjustments to the 2025 virtual admission and screening plan.
Accordingly, instead of filtering 6 times as originally planned, the Ministry of Education and Training's admission system will increase to 10 times, ending at 12:30 on August 22. From 5:00 p.m. on August 22, schools will announce the first round of admission scores instead of 5:00 p.m. on August 20 as planned.
The Ministry of Education and Training said the reason for extending the virtual filtering time is because the number of candidates registering for university and college admission is higher, and it is also the first year that colleges participate in the admission process, there is no more early admission, and all admission methods used in the first round are used.
To ensure accurate and fair admission results, the Ministry of Education and Training recommends that schools focus on and urgently review all data, admission methods, and situations in the context of using a lot of candidate data. Schools also need to carefully calculate the plan and propose an appropriate virtual ratio to avoid a large number of virtual numbers, affecting the recruitment sources of other schools, as well as enrolling students beyond the school's quota and training capacity.
