On the morning of August 21, Deputy Prime Minister Nguyen Chi Dung attended the launching ceremony of the "Vietnam AI Academy" program at Hanoi University of Science and Technology.
This program is the result of cooperation between the National Innovation Center (NIC), Hanoi University of Science and Technology and NVIDIA Corporation (USA), to realize the cooperation agreement signed between the Government of Vietnam and NVIDIA Corporation.
Technology cannot make breakthroughs without people.
Speaking at the announcement ceremony, Deputy Prime Minister Nguyen Chi Dung shared: This is a special event to celebrate the 30th anniversary of the normalization of Vietnam-US diplomatic relations and the third year since the two countries established the Comprehensive Strategic Partnership framework, marking a major step forward in realizing important agreements such as: the high-level agreement between the Government of Vietnam and the United States on cooperation in the fields of science, technology and semiconductors (September 2023); the agreement between the Government of Vietnam and NVIDIA Corporation (December 2024).
According to the Deputy Prime Minister, the world is entering a period of profound transformation with the "stormy" advances of AI, semiconductors, big data, internet of things, biotechnology, new energy and especially the trend of green transformation and global digital transformation.
By 2030, AI is expected to contribute around $5 trillion to the world economy. Most global corporations have made AI a strategic priority for their businesses, demonstrating their determination to turn AI technology into a long-term competitive advantage.
Emphasizing that Vietnam is not outside that trend, Deputy Prime Minister Nguyen Chi Dung said: The Politburo has issued Resolution 57-NQ/TW to promote innovation and digital transformation, concretizing ideas and policies on science and technology development, along with many other important Resolutions.
With the issue of special concern being science, technology and innovation, the Government has also issued the National Strategy on Semiconductor Industry Development; National Strategy on AI Research, Development and Application; Project on Training 50,000 Semiconductor and AI Engineers; List of 11 strategic technology industries, including AI...
In the coming time, the Politburo will also issue a specialized Resolution on education, which is expected to popularize AI training from primary school level; the Government is also drafting a separate Law on AI to submit to the National Assembly to create a legal corridor to promote the development of this field.
Believing that technology cannot create breakthroughs without people, the Deputy Prime Minister emphasized: To create changes and substantial results in science and technology development and innovation, we need an abundant human resource with adaptability, modern skills, creative thinking and the ability to work at high intensity.
This is Vietnam's competitive advantage; at the same time, it will be the key factor, bringing the country to breakthrough development, wealth and prosperity in the new era.
Regarding the “Vietnam AI Academy” Program, the Deputy Prime Minister said that this is a typical cooperation model between 3 parties (State-School-Enterprise), demonstrating a multi-dimensional approach in developing high-tech human resources.
In order for the program to be implemented effectively and sustainably, the Deputy Prime Minister requested NVIDIA to continue implementing activities to train high-quality human resources, research, transfer knowledge and develop a team of Vietnamese AI experts that meet international standards.
In particular, it is necessary to soon replicate the model of "Vietnam AI Academy" across the country, especially in major creative startup centers of Vietnam such as Ho Chi Minh City and Da Nang. At the same time, continue to expand effective investment and business cooperation; pay attention to and use high-quality human resources of Vietnam...
For Hanoi University of Science and Technology, the Deputy Prime Minister requested to accelerate the process of training and certifying lecturers according to standards to maximize the potential of the Vietnam AI Academy Program.
Hanoi University of Science and Technology also needs to research and integrate AI training content into the main curriculum and applied research activities; strengthen cooperation with technology enterprises in training to improve digital capacity for enterprises.
For the National Innovation Center (NIC), it is necessary to continue promoting the role of the "core" of the national innovation ecosystem; proactively connecting institutes, schools, businesses, students, startups... and supporting the development of a comprehensive AI ecosystem.

Train at least 2,000 learners in the first year of implementation
Sharing about the program “Vietnam AI Academy.” Associate Professor - Doctor Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology said: With the goal of developing AI human resources that meet international standards, meeting the urgent needs of the digital transformation process, digital economy and AI application in key industries of the country, Hanoi University of Science and Technology is the pioneer and only unit in Vietnam chosen by NVIDIA Corporation to become an official certification training partner (DLI-EP) in the field of artificial intelligence.
To ensure quality and meet the needs of NVIDIA's global standard training courses, Hanoi University of Science and Technology has planned to train a team of experts and lecturers in the short and long term.
To date, 4 lecturers from Hanoi University of Science and Technology have met NVIDIA’s Teaching Expert (“University Ambassador”) standards out of a total of 20 experts in Vietnam. In the coming time, Hanoi University of Science and Technology will continue to send 10 more lecturers to participate in specialized training courses to expand and improve the capacity of the teaching expert team.
With the courses opened, students of Hanoi University of Science and Technology have the opportunity to be equipped with knowledge in the field of artificial intelligence and applications, and access advanced technologies of NVIDIA.
In addition to students, this program also focuses on expanding to officials and experts from businesses and government agencies to equip them with the necessary knowledge and skills to apply artificial intelligence on NVIDIA's system platform.
The training process of the program will help form a network of experts in the field of artificial intelligence, ready to support businesses, organizations and localities in the process of approaching and applying AI, thereby promoting the spread of AI training models to the community nationwide.
Hanoi University of Science and Technology aims to train at least 2,000 students, both from students and from businesses and agencies, in the first year. The training scale will be expanded to 6,000 students in the second year and aim for 8,000-10,000 students in the third year./.
