Component project 2 - Nhat Le 3 Bridge and the roads at both ends of the bridge under the Coastal Road and Nhat Le 3 Bridge Project: Stuck in site clearance of more than 5 hectares

QTO - Information from the Management Board of Basic Infrastructure Project for Comprehensive Development of Quang Tri Province (the unit assigned by the Department of Finance to manage the project) said that currently, Component Project 2 - Nhat Le 3 Bridge and the road at both ends of the bridge under the Coastal Road and Nhat Le 3 Bridge Project are facing site clearance (GPMB) with an area of 5.05 hectares in Dong Hoi ward.

Accordingly, the total project area of 15.33 ha has so far completed 10.28 ha of land clearance and currently 5.05 ha in the old Bao Ninh commune (now Dong Hoi ward) is undergoing land clearance. Specifically: 2.1 ha of 15 households have completed the public compensation plan; 2.95 ha of 19 households and 2 organizations are preparing compensation and land clearance plans.

Currently, the difficulties and obstacles encountered in implementing compensation and land acquisition for the remaining area are that 3 households have not yet confirmed the origin and purpose of land use to have a basis for issuing a notice of land recovery; 14 households have completed the public disclosure of the plan but have not agreed with the compensation plan due to the request for low land price and compensation price, and land disputes with the People's Committee of the former Bao Ninh commune, now Dong Hoi ward.

Determining compensation and site clearance work as key factors contributing to the progress of project completion, the Department of Finance is continuing to coordinate with the People's Committee of Dong Hoi Ward to organize the confirmation of land origin for 3 households whose measurements have been adjusted and approved by the Department of Agriculture and Environment on July 10, 2025; coordinating with the Dong Hoi Land Fund Development and Investment Project Management Board, Dong Hoi Ward People's Committee organized dialogues and mobilized 14 households in land disputes with the People's Committee of the old Bao Ninh Commune, proposing low land prices and compensation prices .

At the same time, the resettlement area is currently focusing on resolving recommendations on land acquisition and clearance, speeding up implementation progress.

Regarding the project construction status, up to now, the contractor has completed the entire Nhat Le 3 bridge lower section and installed the steel arch. Currently, the steel arch cable is being installed; railings and upper bridge structures (reaching about 86.21% of the volume). It is expected that the bridge section will be completed in September 2025 and the project will be completed in 2026.
