Major Pham Van Hieu introduced the initiatives to the head of the Corps Command.

Graduated from the Army Officer School 1 and attached to Regiment 27 for more than 10 years, in the position of company commander, Major Pham Van Hieu has created many initiatives with high practical application, in which the most prominent initiative is "Automatically hidden targets for tactical training and live-fire reconnaissance" which was awarded a Class II Certificate by the Department of Military Science of the Ministry of National Defense and a certificate of merit by the Minister of National Defense.

In practice, when organizing tactical training, especially the content of comprehensive training of each person in combat, the targets are fixed, without the ability to automatically appear and disappear, thus not ensuring the element of surprise close to the combat situation in training. In particular, in organizing live-fire exercises for reconnaissance forces today, it is still necessary to plant fixed targets, when firing, it is not known whether the target has been destroyed or not. From that reality, in 2023, Major Pham Van Hieu researched and launched the initiative "Automatically appearing and disappearing targets for tactical training and live-fire reconnaissance" was born.

In addition to the above initiative, Major Pham Van Hieu also has many other initiatives such as: "Invisible target system for submachine guns for practice shooting exercises 1, 2, 3 and tactical training" won B prize at the Ministry of National Defense level; "Remotely controlled target by mobile phone" won A prize at the corps level; "Device for checking correct aiming line" won C prize at the corps level and many initiatives won A prizes at the regiment and division levels...

Talking about his mission, Major Pham Van Hieu shared: “Training soldiers requires the commander to always be exemplary, enthusiastic and responsible. At the same time, it is necessary to research and come up with initiatives to improve the quality of training, contributing to the effective use of weapons and equipment in the establishment.”

Lieutenant Colonel Bui Dinh Hanh, Political Commissar of Regiment 27, said: "Major Pham Van Hieu is a cadre who is always passionate about scientific research, putting forward many initiatives to contribute to improving the unit's training organization and combat readiness. Those initiatives are highly appreciated by superiors."

With his efforts, he has been a Party member for many consecutive years, successfully completing his tasks and achieving the title of emulation soldier at the grassroots level. He has received many certificates of merit from his superiors for researching initiatives and improving techniques applied to training and combat readiness.
