Ho Chi Minh City - Long Thanh Expressway Expansion Project: Divide the project into components, propose the Prime Minister to decide to implement it in the form of an emergency construction project

(DN) - In report No. 7729/BTC-DT (dated June 4, 2025) of the Ministry of Finance sent to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, the Ministry of Finance requested the Prime Minister to consider and decide according to his authority on the proposal to allow investment in the Ho Chi Minh City - Long Thanh Expressway Expansion Project in the form of an emergency construction project.

Divided into 3 component projects

The Ho Chi Minh City - Long Thanh Expressway Expansion Project, part of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, was assigned by the authorities to the Vietnam Expressway Corporation (VEC) as the investor. On May 31, the VEC Board of Members approved the project's investment policy.

According to the decision approving the investment policy, the Ho Chi Minh City - Long Thanh Expressway Expansion Project has a length of nearly 22km; starting point at Km4+000 (Ring Road 2 intersection), Thu Duc City (Ho Chi Minh City); ending point at Km25+920 (Bien Hoa - Vung Tau Expressway intersection) in Long Thanh District ( Dong Nai ). Regarding the route direction, the project has a basic centerline following the old road, expanding to both sides, except for the section passing through Long Thanh Bridge, which is expanded to the right of the existing route (downstream).

Regarding the scale of the project, for the section from the Ring Road 2 intersection to the Ring Road 3 intersection (Km4+000-Km8+844.5), the investment will be expanded from 4 lanes to 8 lanes; the section from the Ring Road 3 intersection to the Bien Hoa - Vung Tau expressway intersection, excluding the Long Thanh bridge area (Km8+844.5-Km25+920), will be invested in expanding from 4 lanes to 10 lanes. Particularly for the Long Thanh bridge, the investment will be made to build a new bridge unit with a complete scale of 5 lanes in the direction from Ho Chi Minh City to Long Thanh, on the right side of the existing bridge.

Also in the decision approving the investment policy, the project is divided into 3 component projects including: component project 1, expanding the Ho Chi Minh City - Long Thanh expressway section, with VEC as the managing agency and investor; component project 2, compensation, support, and resettlement for the section passing through Ho Chi Minh City, implemented by the Ho Chi Minh City People's Committee; and component project 3, compensation, support, and resettlement for the section passing through Dong Nai province, implemented by the Dong Nai Provincial People's Committee. VEC is responsible for arranging capital for payment and settlement according to the needs and progress proposed by the localities.

The Ho Chi Minh City - Long Thanh Expressway Expansion Project has a total investment of over 16.3 trillion VND. Of which, the preliminary cost of compensation, support, and resettlement is over 967 billion VND, including the section through Ho Chi Minh City over 926 billion VND and the section through Dong Nai province over 41 billion VND.

VEC must ensure completion on time as committed.

One of the important objectives of the Ho Chi Minh City - Long Thanh Expressway Expansion Project is to serve the traffic connection between the International Airport (Long Thanh Airport) and Ho Chi Minh City when this airport comes into operation in 2026. Therefore, Deputy Prime Minister Tran Hong Ha requested relevant units to basically complete this project in 2026.

To meet the above progress requirements, VEC has proposed to implement the Ho Chi Minh City - Long Thanh Expressway Expansion Project in the form of an emergency construction project. From there, the procedures will be shortened to soon start construction and put the project into operation in sync with Long Thanh Airport.

With VEC's proposal, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction and relevant agencies for consideration.

In report No. 7729, the Ministry of Finance said that, according to the provisions of Point b, Clause 1, Article 130 of the Construction Law No. 50/2014/QH13 (dated June 18, 2014), amended in Clause 48, Article 1 of the Construction Law No. 62/2020/QH14 (dated June 17, 2020), the Prime Minister has the authority to decide in the form of emergency construction works for the following works: newly constructed or repaired or renovated works that must be implemented quickly to promptly meet the requirements of solving urgent issues regarding ensuring energy security, water resources, responding to environmental incidents, and developing technical infrastructure systems according to the Prime Minister's decision.

On the other hand, the Ministry of Construction also agreed with VEC's proposal to invest in the project as an emergency construction project.

The Ministry of Finance believes that, according to VEC's report, the implementation of the Ho Chi Minh City - Long Thanh Expressway Expansion Project in the form of emergency construction and the application of a number of special mechanisms and support mechanisms will shorten the construction time by 2.5 months to start on August 19, 2025, and basically complete the project in 2026. The Ministry of Construction has agreed with VEC's proposal.

Therefore, the Ministry of Finance requests the Prime Minister to consider and decide according to the authority prescribed in Point b, Clause 1, Article 130 of the Construction Law No. 50/2014/QH13, amended in Clause 48, Article 1 of the Construction Law No. 62/2020/QH14, on VEC's proposal to allow investment in the project in the form of emergency construction works. "VEC is requested to be responsible for implementing and ensuring the completion of the project on time as committed," the Ministry of Finance's report stated.
